Rural Stirling is a growing RSL operating throughout a highly pressured housing area which includes part of Loch Lomond and the Trossachs National Park.

We wish to recruit someone with broad social housing management expertise and a track record of achievement, previous supervisory experience and excellent communication skills to:

  • Lead our housing management, property maintenance and advice staff in the delivery and ongoing development of our services.
  • Support the Director and volunteer Committee in the overall management of the organisation.

    A degree and/or relevant professional qualification are preferred.

    PLANS FOR MASSIVE HOUSING TRANSFER WELCOMED

    Ministers have backed moves to give tenants a voice in deciding to transfer 16,000 Glasgow houses into community control.

    Glasgow Housing Association (GHA) and the Glasgow and West of Scotland Forum of Housing Associations (GWSF) will ask tenants to consider transfer proposals in the course of 2010 and 2011, before deciding on their future.

    A blueprint for GHA’s future direction, following a year-long strategic options review, has also been finalised.

    Housing and Communities Minister, Alex Neil will attend the official Second Stage Transfer Concordat signing ceremony in Glasgow today.

    Mr Neil said: “Huge progress has been made since last summer and GHA are to be congratulated on this. The organisation has clearly demonstrated a renewed sense of purpose and direction.

    “The Forum and the Council have also played a key role engaging positively with GHA over recent months.

    “Offering around 16,000 people in Glasgow a chance to decide on their future paves the way for a new dawn for the city’s tenants.

    “This Government has always maintained that protecting and promoting tenants’ interests are crucial.”

    FSA PUBLISHES NEW SALE AND RENT BACK RULES

    The Financial Services Authority (FSA) has published new rules and guidance that put in place a strong framework of consumer protection for vulnerable consumers in the sale and rent back (SRB) market.

    FSA adopted a two-stage approach to regulating the sale and rent back market. To tackle the most immediate sale and rent back issues for consumers as quickly as possible, it implemented an interim regime from 1 July 2009.

    The publication contains details of the full regime, which will provide consumers with greater protection from 30 June 2010.

    In particular, the FSA has banned exploitative advertising and high-pressure sales techniques and prohibited the use of emotive terms like ‘fast sale’, ‘mortgage rescue’ and ‘cash quickly’ in promotional literature; introduced a 14 day cooling-off period to give consumers more time to make decisions on sale and rent back; and banned cold calling and prohibited firms from dropping promotional leaflets through letter boxes.

    It has also confirmed rules to ensure consumers have a security of tenure for a minimum of five years; introduced an affordability and appropriateness check across all sales to check that the sale and rent back deal is right for the consumer; and put in place measures to ensure all risks are clearly signposted to the customer, via FSA literature and during the sales process.

    Ed Harley, FSA head of mortgage policy, said: "For some people in financial difficulty, staying in their home remains very important. Selling their home and renting it back in this way can be right for them. But we are aware of some firms exploiting vulnerable consumers at a difficult time. So, it is right that we introduce these further protections, and we will take swift action where they are not met."

    The FSA has also published proposals for the data it will expect firms to supply for use in the supervision of sale and rent back firms. All firms active in the sale and rent back market must be authorised otherwise they face potential fines or imprisonment. The FSA is proactively monitoring the SRB market for unauthorised activity, and will take action if necessary.

    Gordon MacRae, Head of Communications and Policy, Shelter Scotland said: “We are pleased that the FSA has listened to the long standing concerns of Shelter, which highlighted the existence of unscrupulous sale and rent back firms over three years ago. Concerns like ours led to last years' interim regulation of the industry.

    “We are now very pleased to see that the FSA are cracking down further on the underhand tactics used by many in the industry. We will continue to highlight instances where these new rules are being ignored so that enforcement action can be taken."

    NEW STUDY PROVES WORTH OF LINK’S OLDER PERSON’S ADVICE PROJECT

    Every £1 invested in Link’s Older Person’s Advice Project (OPAP) achieves a social return of £27.53, a new Social Return on Investment (SROI) study by Linkwide has revealed.

    Link’s study of OPAP is among the first in Scotland to be fully assured by the SROI Network, the national body for promoting and verifying SROI activity in the UK.

    Based on information provided by OPAP’s stakeholders, the range of impacts include increased household income for OPAP clients by an average of £1,150 a year per annum; improved quality of life for clients, such as reduced social isolation and improved diet; improvement in clients’ long term health conditions; reduced fuel poverty among clients; reduced demand on NHS services from clients; and increased income to the Scottish economy due to clients’ increased income and their resulting spending.

    Translated into financial outcomes, the total value of OPAP from July 2008 to March 2009 was more than £2.5m, from an overall investment in the project of £94,000. This results in a social return of £27.53 for every £1 invested.

    The study was carried out by Link’s Community Regeneration Officer, Sheila Maxwell, who in January 2009 was approved by the SROI Network as one of only a few fully Accredited SROI Practitioners in Scotland. Sheila will now deliver training to Link colleagues to enable them to carry out SROI evaluations on other projects.

    She said: “Carrying out the OPAP SROI has been a challenging but rewarding experience that has helped Linkwide to gain a full appreciation of the difference OPAP makes to older people’s lives. The study is also a valuable tool that will assist us to make the social and business case to stakeholders, partners and funders to continue investing in the service.”

    Karl Leathem, Chair of the SROI Network Assurance Panel said: “We see accreditation as a vital aspect of the development of the network throughout the UK and internationally and as a result of the work in Scotland we look forward to seeing an increase in the accreditation of reports and practitioners from among our membership there.”

    HELPING HOUSEHOLDS GENERATE THEIR OWN GREEN ENERGY

    More householders will be able to power and heat their own homes without needing planning permission under plans set to be unveiled by the Scottish Government.

    While many homeowners can now install technologies including solar panels, ground and water source heat pumps without planning consent, anyone seeking to erect their own wind turbine or air source heat pump must first get permission.

    A consultation, to be launched on Friday, sets out circumstances where it would be suitable for people to install such technologies without having to make a planning application.

    The proposals seek to remove barriers to householders who want to play their part in cutting emissions through use of small-scale micro generation technologies while safeguarding the quality of the environment.

    Climate Change Minister, Stewart Stevenson said: "We are determined to help people cut energy bills and play their part in reducing emissions. By cutting red tape in the planning system we can make it easier for households to generate their own clean, green energy.

    "Encouraging greater use of microgeneration by homeowners can provide an important boost to Scotland's renewables sector, potentially generating additional jobs in this world class green industry.

    "We have already acted to make it possible for people to install certain technologies, but recognise we could go further. That's why, after researching the feasibility, we are now consulting on these ambitious new measures. This is not a vision of unrestricted development. But I believe our proposals strike the right balance in the best interests of Scotland."

    Mike Thornton, Scottish Director of the Energy Saving Trust, said: "Micro wind turbines and air source heat pumps have the potential to play a significant role in generating sustainable energy and contributing to Scotland's climate change targets. Permitted development rights for these technologies are an important step in reducing the barriers for their uptake.

    “The current consultation makes progress in areas such as micro wind for rural properties. We look forward to the Scottish Government continuing the process of expanding permitted development rights."

    HJALTLAND HELPS BRING NEW HOMES TO AITH

    Steps to help combat Shetland’s housing shortage are underway with plans by Hjaltland Housing Association to build 10 new houses for social rent in Aith, thanks mainly to a six-figure investment from the Scottish government.

    Construction of the new homes, which will provide a mixture of one, two and three bedroom houses, is expected to start early next month and be completed by April 2011. The government is providing a £971,014 grant towards the £1,457,909 development.

    The news comes just weeks after Shetland lost out on a £24m share of government cash for housing – the second time in a year the council was denied cash to shorten the 1,000-strong housing list.

    Last month, head of SIC’s housing service, Chris Medley, said a government decision to leave the isles off a list of 20 local authorities earmarked for funding was “the cruelest of acts” given the island’s continuing shortfall in social housing.

    Speaking to The Shetland Times, West Side councilor, Gary Robinson said he welcomed the news but added more had to be done if the housing shortage on the West Side and beyond was to be successfully dealt with.

    He added: “It really is a much-needed development. We were concerned for a time because this was one of the developments Hjaltland thought they weren’t going to be able to go ahead with because of funding being reduced, but this subsequent grant funding means it can go ahead.

    “It’s good news as far as the West Side goes. I’ve recently had folk from Walls speaking to me about the need for more houses out there. While it’s welcome, there is more work to do. If we don’t get houses there is a very good chance areas will depopulate.”

    He said the council’s inability to get government funding last year was “disappointing” but added: “We have to take money when we can get it, so this has to be welcomed.”

    A government spokesman said Hjaltland had made a “compelling case” to receive the money: “There is a great need for affordable homes in Shetland like many other island communities.”

    FIFE TO INVEST OVER £2.5M IN HOUSING PROJECTS

    Housing projects across Fife are set to benefit by over £2.5 million over the next two years.

    Seven projects have been identified so far to receive a funding boost which has been made possible by the income Fife Council receives from the council tax charged on second homes across the Kingdom.

    Since government guidelines on council tax on second homes changed in 2005 over £5.4 million has been raised and re-invested in affordable housing projects in Fife. At that time the council agreed to reduce the council tax discount on long-term and empty homes from 50% to 10%.

    Councillors at a meeting of the Policy, Finance and Asset Management Committee agreed to fund the following projects to the tune of £1.3m:

  • £295,000 to help pay for the cost of replacing high rise flats in Kincardine with 65 new homes
  • £100,00 to develop 10 new homes in Broomfield Place, Freuchie
  • £150,000 to kick start a housing project in South Street, Lochgelly which will result in 16 new homes and includes housing for a priority special needs project
  • £200,00 to help develop 12 new homes at Leys Park, Dunfermline
  • £250,000 towards the cost of developing 44 new homes at Dunlin Drive, Dunfermline
  • £150,000 for 28 new homes at Beatty Cresc in Kirkcaldy
  • £120,000 for 4 new homes at Pinkerton Farm, Crail

    Council Leader, Peter Grant said: “We are committed to continued investment in affordable housing for Fife and these projects are testament to that commitment. A further benefit of these projects is the cash flow that will benefit the local economy, house builders, contractors and sub-contractors in the construction sector.

    “It’s estimated that around 224 jobs could be created as a result of these contracts – great news for the Kingdom and proof that we’re investing in the future economic health of Fife.”

    EDINBURGH APPOINTS LEGAL ADVISERS ON 21ST CENTURY HOMES PROGRAMME

    Harper Macleod LLP has been appointed by the City of Edinburgh Council to act as legal advisers on the first phase of the 21st Century Homes for Edinburgh Programme.

    After a competitive tender process, the commercial law firm is working with the City of Edinburgh Council’s legal team to provide legal support and advice on the implementation of the proposed competitive dialogue procurement process for the Gracemount housing development.

    Phase 1 of the project, due to start in May 2010, will consist of 40 per cent council homes, 10 per cent shared equity and 50 per cent for market sale. Over the next eight years, the council aims to build 1300 homes in Gracemount, Pennywell & Muirhouse and North Sighthill.

    Harper Macleod has considerable expertise within the public sector marketplace and was the first Scottish commercial law firm to develop a practice group dedicated to a specialism in law for the benefit of all of those operating within the social housing sector.

    In June 2006, Scottish Ministers commissioned Harper Macleod chairman, Professor Lorne Crerar to evaluate the system of scrutiny of public services in Scotland. In September 2007 his published report, The Crerar Review, was broadly welcomed by UNISON.

    The firm has been heavily involved in the large-scale voluntary transfer process and has acted for RSLs, local authorities, Scottish Homes or funders in over 100 housing stock transfers in Scotland – more than any other firm of advisers.

    ART MEETS SPORT TO GET KIDS ON BOARD IN ABERDEEN

    Street Sport, a community youth diversion initiative in Aberdeen, has added another string to its youngster-drawing bow by incorporating street art into its mobile pitches.

    The initiative, coordinated by Robert Gordon University in collaboration with Grampian Police, came into play three years ago and takes sport to young people, within their own communities, promoting healthier lifestyles and alternatives to alcohol, drugs and antisocial behaviour.

    It gives young people the opportunity to channel their energies into sports in a structured and safe manner, and the versatile pitches can be set up on any sizeable area of tarmac or grass with the
    help of a dedicated team of volunteers.

    Sponsorship from oil and gas operator, Talisman Energy (UK) Ltd for the second year running allowed Street Sport to purchase a second pitch, and so expand the programme, last year. Now with the addition of street art boards, which hang from the sides of the pitches, organisers hope to encourage those who go along to the sessions who aren't interested in sport to engage creatively instead.

    Street Sport Development Officer, Darren Leslie, said: "Street Sport came into play to address the high levels of antisocial behaviour, and subsequent youth annoyance calls to the police, apparent in particular areas.

    “Since the launch of Street Sport, over 6000 young people have made use of the facility, which in turn has reduced levels of antisocial behaviour and youth annoyance. We are delighted to be developing the initiative with the addition of the blackboards and through the website that Julene has done some fantastic work on."

    CIH Scotland would like to invite front line staff and managers along to this one day practical event looking at managing rent arrears in a recession. This event will look at how social landlords can maximise their income through new efficient methods of rent arrears management, but also through prevention and helping your tenants understand the importance of paying rent and managing their finances especially in the current economic downturn.

    A range of organisations have been trying new innovative approaches to managing rent arrears and developing strategies to support tenants and promote tenancy sustainment. Perhaps we are beginning to see a move away from evictions and looking at other alternatives that promote community as well as family stability.

    The day will feature a range of sessions and topics which will:
  • Examine the importance of financial inclusion work in reducing arrears and debt among tenants
  • Explore innovative methods of rent arrears prevention
  • Discuss the role of money advice and how to offer the right advice to tenants to maximise income
  • Highlight alternatives to eviction and their role in creating sustainable communities
  • Look at good practice in rent arrears management and how to develop and support staff during a change in working practice
  • Discuss the issues around housing benefit and how this can be better managed in arrears prevention
  • Debate the eviction question – can we go without?

    HOUSING ASSOCIATION PLANS £20M INVESTMENT IN LEITH AND GRANTON

    Port of Leith Housing Association (PoLHA) has acquired three development sites in Leith, at a cost of £2.5m, with a view to investing a further £20m to create 165 new homes on them.

    The three sites are: Fox Street, where the Association plans to develop 100 homes; Constitution Street for 50 homes; and it has also agreed to buy the former church at Boswall Parkway in Granton with a view to building 15 homes and a new church. The sites will offer homes of a mixture of sizes, from one bedroom flats to four bedroom homes.

    The Boswall Parkway project is due to be on site April 2010, completing in 2011. Work on Fox Street is due to start in autumn 2011 and be completed by summer 2012. Constitution Street is set to begin in summer 2012, with the project earmarked for completion by mid 2014.

    Keith Anderson, Chief Executive at PoLHA, said: “We are delighted to have acquired these key sites which have fantastic development potential and will significantly increase the amount of affordable housing in Leith and Granton.

    “The need for social and affordable housing is at its highest level in recent times and so we must be innovative in how we work to meet that demand. Transforming derelict sites must be an integral part of how we create neighbourhoods that people want to live in if we are to deliver our vision of renewing communities in Leith and Granton.

    “Investing in new projects will ensure we can continue to do this for the communities in the area for years to come.”

    PoLHA recently welcomed the first group of residents to its development in Newhaven Road at Western Harbour. By June, it will be home to over 100 families. It has already begun work on a second project at the Western Harbour area.

    ANOTHER MILESTONE IN GHA’S COMMUNITY-OWNERSHIP PROGRAMME

    A major milestone has been reached in Glasgow Housing Association’s plans to give thousands of tenants the right to vote for community ownership of their homes.

    GHA and the Glasgow and West of Scotland Forum of Housing Associations (GWSF) have signed a joint agreement that paves the way for up to 16,500 homes to transfer in 2010 and 2011. The Forum represents all community-based housing associations in GHA’s current Second Stage Transfer (SST) programme.

    The agreement will see the two organisations work together on a proposed SST timetable involving 20 community-based housing associations and covering 29 local communities.

    In attendance at today’s signing of the agreement were Housing and Communities Minister, Alex Neil and Glasgow City Council Leader, Steven Purcell, as well as GHA Board members and representatives of various community-based housing associations.

    The agreement confirms a joint aim to resolve all issues and progress as many transfers as is possible through 2010 and 2011. Ultimately, transfers to community ownership only go ahead if a majority of tenants who vote in a ballot, do so in favour.

    GHA Tenant Chair, Sandra Forsythe said: “We are committed to delivering Second Stage Transfer where it is what tenants want. This marks a milestone in taking our SST programme forward.

    “We have had, in the weeks and months leading up to today, constructive and positive talks with the Forum, and each of the community-based housing associations in the SST programme. We now have an agreement in place to work together to progress as many transfers as is practical and possible within the agreed timetable.

    “We are looking forward in the months ahead to seeing thousands of tenants being given the ultimate say on the future ownership of their homes.”

    Lyn Ewing, Chair of Glasgow and West of Scotland Forum, said: “We are delighted with this agreement and congratulate GHA on their positive and collaborative approach to the transfer of their stock into community ownership.

    “We wish to thank Alex Neil and the council for the support and encouragement they have given to the SST programme and we look forward to continuing to work with GHA to ensure that tenants are given the choice of community ownership in all of the 29 local communities in this programme.”

    Mr Neil said: “Huge progress has been made since last summer and GHA are to be congratulated on this. The organisation has clearly demonstrated a renewed sense of purpose and direction. The Forum and the Council have also played a key role engaging positively with GHA over recent months.

    “Offering around 16,000 people in Glasgow a chance to decide on their future paves the way for a new dawn for the city’s tenants. This Government has always maintained that protecting and promoting tenants’ interests are crucial.”

    Two transfers in the current programme received “yes” votes in tenant ballots in December. This will result in 604 homes in Hamiltonhill transferring to Queens Cross Housing Association and 420 homes in Drumchapel to Cernach Housing Association in March.

    FORMER ABERDEENSHIRE COUNCIL BUILDING COULD BECOME NEW HOMES

    A disused Aberdeenshire Council building in a north-east town could be transformed into a social housing unit and advice centre.

    A continuing campaign to transform the former groundsmen’s depot at Portlethen into a new facility has taken a step forward after the building was released by the council’s education department. The depot and adjoining Mosside Cottages in Berrymuir Road have been transferred to the social work and housing department for its use.

    Portlethen councillor, Paul Melling said: “I have been hoping to find a use for this site for some considerable time. It now appears that this site will be released for social housing in partnership with (disability charity) Cornerstone.

    “In addition, a purpose-built centre to house a citizen advice centre, a coffee shop and Befriend A Child centre, with outside play area for toddlers, will be incorporated on to the site.”

    A report on the transfer of the building between council sectors will go before Kincardine and Mearns area committee in the coming months. A council spokeswoman said the transfer was a ‘useful step’ towards progressing plans for the site.

    Cornerstone chief executive, Edel Harris said: “Cornerstone is working with Aberdeenshire Council to identify a suitable site in Portlethen for a new social housing development. The new development will support people with disabilities and help us to achieve our aim of enabling the people we support to enjoy a valued life.

    “This year Cornerstone is celebrating 30 years of delivering high-quality services to people with disabilities and other support needs. We are looking forward to the many plans for our future as we support even more people in the community.”

    North Kincardine councillor, Ian Mollison said it was “great news” that progress had been made on the project: “Further meetings will be arranged to discuss the final details and obviously planning consent will be required for the change of use of this site.”

    CAIRN SHELTERED DEVELOPMENT A FINALIST IN OLDER PEOPLE AWARDS

    MacEwen Court, one of Cairn Housing Association's sheltered developments in Inverness, has been selected as a finalist in EAC's Housing for Older People Awards.

    Mr George Rodger a tenant at McEwen Court won a draw to decide who would attend the Awards Ceremony at Lords Cricket Ground in London on February 4. Mr Rodger will be accompanied by Lorraine Easson, MacEwen Court's Housing Officer and Nicola Wotherspoon, Service Development Assistant.

    Tenants at MacEwen Court nominated their development as part of a consultation process. The nomination process attracted 540 group entries with only 6% obtaining nominations for one of the 33 awards.

    Resident groups from Lochbrae Court and Calum MacDonald Court also took part in this consultation each winning a £100 raffle prize.

    EAC or The Elderly Accommodation Counsel is a national charity that aims to help older people and their families make informed choices about meeting their housing and care needs.

    PERTH AND KINROSS TO DISCUSS NEW HOUSING STRATEGY

    The Housing and Health Committee will consider Perth and Kinross Council's new Local Housing Strategy (LHS) for 2009-12 when it meets today.

    Housing legislation requires local authorities to undertake a comprehensive assessment of housing needs and conditions, and then produce an LHS in full consultation with community planning partners in order to tackle housing issues in their areas.

    The Council's previous LHS, prepared in 2004-2009, has now come to an end. Members of the committee will be asked to approve an updated LHS for submission to the Scottish Government.

    The new LHS: provides an overview of the housing system in Perth and Kinross; provides a strategic framework for the future development of the local housing system, through which housing providers and investors can operate so that housing demands can be met efficiently; establishes a shared understanding of the issues and priorities where some form of intervention is required; and sets objectives and targets, and shows how progress will be monitored.

    The LHS also has four main objectives: addressing housing requirements; promoting sustainable and mixed communities; improving stock conditions and energy efficiency; assisting people with particular needs.

    All Councils are now required to supplement their LHS with the inclusion of a Strategic Housing Investment Plan (SHIP) to show how affordable housing investment policies are to be delivered in practice. The SHIP for 2010-15 will also be considered by the Committee.

    Members will be asked to approve the new SHIP, and also to agree in principle to use £578,000 from the Council Tax Earmarked Reserve to assist with the purchase of suitable affordable housing sites in Scone, Perth, Kinross, Blairgowrie and Bridge of Earn.

    Councillor Peter Barrett said: "As Housing and Health Convener I am determined that we make real progress on increasing the number of affordable houses built in Perth and Kinross. There is an acute shortage of affordable housing for local people, which impacts on all aspects of life. This is especially the case in our rural areas.

    "Ensuring that Perth and Kinross is a place where everyone enjoys good quality housing is a key priority for Perth & Kinross Council. With this in mind, the Council has produced this new LHS aimed at tackling affordable housing issues. This updated LHS and the accompanying SHIP will build on the excellent work we are already doing to address the issue of affordable housing.

    "For example we have overseen the development of around 180 affordable housing units on average per year, and successfully bid for money to build 26 new Council houses. We have promoted improved management standards in the private rented sector by increasing the number of registered private landlords to provide accommodation in rural areas and introduced a number of innovative projects to help us reach our goals.

    NEW PROTOCOLS FOR ADDICTION AND HOMELESSNESS IN WEST DUNBARTONSHIRE

    A new protocol that aims to improve services for people with addiction issues in West Dunbartonshire has been launched.

    The Homeless/Addiction Protocol, which is a partnership approach between West Dunbartonshire Council and West Dunbartonshire Addiction Service Partners, was launched at the area’s second annual Homelessness Conference at St Margaret’s Hospice in Clydebank.

    The conference attracted around 70 delegates from a wide range of agencies, who heard about West Dunbartonshire’s response to tackling homelessness, homelessness in a national context, and also heard accounts from individuals who have experienced homelessness first-hand.

    The new Homeless/Addiction Protocol aims to prevent homelessness occurring as a result of an addiction issue; ensure that existing West Dunbartonshire Addiction Partners service users receive a continuity of care if they become homeless; ensure access to addiction services for homeless service users who have an addiction issue, but are not currently accessing addiction services; and ensure a sustainable housing solution for all individuals.

    Spokesperson for Housing, Councillor William Hendrie said: “People can become homeless for a many reasons, one of them being an addiction to drugs or alcohol. Homelessness can also cause an addiction to develop.

    “By improving communication and understanding of each other’s services, the Council and its partners will be able to provide a more effective approach to enable individuals to deal with their addiction issues and to move out of homelessness and to a sustainable housing solution.”

    ALEX FERGUSON HELPS GOVAN ORGANISATIONS PROMOTE THEMSELVES

    Manchester United FC Manager, Sir Alex Ferguson spent yesterday in Govan helping three local organisations promote their activity and achievements.

    The three organisations are Govan High School, Sir Alex's old secondary school, which this year celebrates its 100th anniversary; Glasgow South West Regeneration Agency's (GSWRA) Orkney Street Enterprise Centre; and The Preshal Trust charity.

    Sir Alex's first port of call was the Preshal Trust centre in Aboukir St. where he pledged his support for the poverty, drug and alcohol addiction charity's efforts to build a new centre on the site of their existing premises.

    Later, at Orkney Street, Sir Alex officially opened GSWRA's new local enterprise centre which, during his boyhood, was the Govan Police Station.

    The former police station has been refurbished at a cost of £3.5 million and its old and iconic prison cells are now business start-up units.

    Finally, he visited Govan High School where he met some of his old school friends and talked to an assembly of the school's pupils ahead of an evening civic banquet in Glasgow City Chambers in recognition of the school's centenary.

    ABERDEEN CYRENIANS GET CASH BOOST FROM STORE OPENING

    The Cyrenians has received a cash boost from Tesco Express at the opening of their new Union Street store in Aberdeen.


    Cyrenians Acting Joint Chief Executive, Scott Baxter, said: "We are delighted to have been asked to open this new store.

    "We receive this generous donation from the store's staff which will certainly be put to good use within our services for homeless people."

    Tesco training programme and store manager, Paul Mitchell said: "We are delighted to be able to support the Cyrenians as they do such important work.”

    PRUDENT MANAGEMENT ALLOWS INVESTMENT IN ECONOMIC RECOVERY AND SERVICES

    Finance Secretary, John Swinney has announced that careful and effective management of the Scottish budget this year will allow more money to be invested in economic recovery.

    He was speaking following publication of the annual Spring Budget Revision, which allows changes to the budget for 2009/10.

    The main changes include the confirmed allocation of £31m in consequentials from the UK Budget to meet housing need and accelerate and sustain investment in affordable housing across the country.

    It also includes that the Scottish Funding Council will receive an additional £20m largely from savings secured from across other portfolios to help it meet the costs resulting from increased levels of higher and further education students entering the system this year; and £10m contribution towards the Scottish Investment Bank activity to support access to finance for firms to contribute towards Scotland's economic growth.

    Mr Swinney said: "This Government is actively and effectively managing the money we spend to ensure that we deliver maximum investment in economic recovery and frontline services.

    "That is clearly demonstrated by today's revisions to the budget for 2009/10. Extra spending on housing will sustain vital construction jobs across Scotland. Money for the Funding Council will help meet the costs created by record numbers of students in our universities and colleges.

    "And alongside the additional £10m I have committed, we are examining a range of other potential opportunities to access more resources for the Scottish Investment Bank - including European funding and the wider private sector banking and investment community. Support for the Scottish Investment Bank will help good, viable Scottish firms that can contribute most to Scotland's economic recovery access the cash flow they need in these tough times.

    "The Government is determined to take action to support the signs of recovery we are seeing across Scotland and will continue with strong support for our economy in the months to come."

    WORK BEGINS ON £22M RIVER CLYDE HOMES DEVELOPMENT

    Lovell has started work on £22 million River Clyde Homes development.

    Work will include the construction of 195 homes at three sites in Port Glasgow, near Greenock in Inverclyde, which will be available for rent through the housing association.

    Lovell is working closely with the Inverclyde Trust to create employment opportunities for local people and businesses. The project is due to be completed in May 2012.

    Paul Smith, chief executive of Morgan Sindall plc, said: “Lovell is a market leader and has a proven track record of working in partnership with housing associations to deliver high-quality projects.

    “This is the first development as part of our framework agreement with River Clyde Homes and we look forward to further developing this relationship in the coming years.”

    WORK BEGINS ON NEW STIRLING COUNCIL HOMES

    Work has begun on ten new homes for Stirling Council at Taylor Wimpey’s Kingsacre site in Torbrex.

    Part of the second phase of its Council House Building Programme, the Council agreed to buy ten semi-detached ‘off the shelf’ houses from Taylor Wimpey to help tackle the chronic shortage of social rented housing in the area.

    Construction of the new three bedroom houses has started and it is hoped that the new homes will be available for let to tenants on the Council’s waiting list by late summer, 2010. Last year, the council agreed to an Acquisition Programme that will see the Council buy both second hand and unsold new homes.

    Under the Council’s Phase One of the new Council House Building Programme a total of twenty-six homes are being built. This includes a wheelchair-designed bungalow in Raploch, the refurbishment of the former Holy Trinity School to provide homeless accommodation and a new build development providing ten properties at Torbrex Road.

    A property at The Path, Bannockburn is also being refurbished to provide four flats for rent. Other sites being developed are in Gargunnock and St. Ninians.

    Last year, the Council made a second successful bid to the Scottish Government for an additional £1.175m of funding for the second phase of the Programme. The Council now has enough money to provide a total of 72 new homes across the Stirling Council area over the next two years.

    Portfolio Holder with responsibility for Housing Strategy, Councillor Alasdair MacPherson said: "The building of these new council houses is a major achievement for this Administration as they are the first new Council houses to be built since 1986. This is a significant step forward in our plans to end the use B&B temporary accommodation and increase in the number of houses available for rent.

    “The Council has now secured £1.8m of funding from the Scottish Government to begin to tackle the shortage of social rented housing in our communities. We are pleased to be working with Taylor Wimpey in providing these new homes, which will benefit the local economy in supporting jobs and supporting the construction industry during these difficult economic times.”

    PERTH AND KINROSS DISCUSS HOMELESSNESS

    Proposals on how Perth and Kinross Council plans to tackle homelessness have been considered by the housing and Health Committee this week.

    Members will be asked to approve the new Perth and Kinross Homelessness Strategy, which sets a number of objectives and targets for the Council, and outlines how these will be achieved.

    The strategy is structured around three main themes, which are: prevention of homelessness including the availability of information and advice services; access to temporary, interim and permanent accommodation; and availability of housing and related support services.

    Priorities include minimising numbers of people presenting themselves as homelessness, and cases of repeat homelessness; improving access to a range of tenures so that existing stock better meets local housing needs; increasing proportion of homeless households who access settled accommodation; improving the range of temporary accommodation options; reducing average time spent in temporary accommodation by homeless households; and increasing proportion of homeless households assessed as being in priority need to help meet the national 2012 government target.

    The strategy has been drawn up following consultation with a wide range of community planning partners and stakeholders.

    Housing and Health Convener, Councillor Peter Barrett, said: “The new Homelessness Strategy will build on the excellent work we are already doing to tackle homelessness in Perth and Kinross.

    “The hard work of our staff has transformed the delivery of our homelessness services in recent years and put us on the road to successful achievement of Scottish Government's 2012 targets for the first time, which is a major achievement. We have introduced a raft of innovative policies, measures and supports introduced in the last few years that have significantly improved outcomes for homeless people.

    “Reducing homelessness in Perth and Kinross has presented us with a major challenge, and it has been made a very high priority for this council. In response to the difficult situation we faced we have had to come up with a range of innovative initiatives that expanded our capacity to meet the needs of people who present to us as homeless.

    “I’m delighted that this work has paid off. We now find ourselves in the position where we can extend priority need to people aged 16-24, and people aged over 55 - age groups that include some very vulnerable individuals.”

    Tenants at Abbeyfield Scotland’s Very Sheltered Housing in Colston Road Airdrie have hosted a lunch for the Director of Housing and Social work.

    Senior Area Manager, Carolynn Malone said: “Abbeyfield is a hidden treasure. Most people think we run a private nursing home, when in fact tenants are encouraged to live independently and benefit from the support services and enjoy two home cooked meals per day in a communal setting.

    “Our rents are very competitive with all tenants signing up to a Scottish Secure Tenancy.

    “The purpose of the lunch was to raise awareness of our tenancy support service and we were pleased that Mary Castles accepted our invitation.”

    Abbeyfield House currently has a showroom for any prospective residents to view.

    FIFE TO INSTALL SOLAR HEATING AT DISCOUNTED PRICES
    03 February 2010

    Fife Council has teamed up with the Energy Saving Trust to offer Fife’s home owners the opportunity to install solar water heating systems at hugely discounted prices.

    The Energy Saving Scotland advice centre is funded by the Scottish Government and provides free and impartial advice about how to stop wasting energy at home. Home owners can also find out if solar water heating is right for them.

    An energy saving Scotland home renewables grant will be made available to cover 30 per cent of the installed cost. As an example, a standard two bedroom house with one or two bathrooms could save more than £1500 of the normal cost of £3300 which provides excellent value for money as well as saving energy.

    Fife Council has already installed 50 solar water heating systems in its properties and now Fife’s now owners can do the same.

    A solar water heating system could provide around a third of annual hot water needs and reduce the impact on the environment.

    SOUTH LANARKSHIRE SAVES VITAL SERVICES FOR FUNDING CUTS

    Vital services in South Lanarkshire have been saved from the axe in an across-the-board £17.5m savings package that will see South Lanarkshire Council move forward with a balanced budget.

    Proposals to cancel existing arrangements for school transport, warden cover at sheltered complexes and the care of gardens scheme were dropped from the cuts.

    Council Leader, Councillor Eddie McAvoy, said: "We have looked long and hard at the way we deliver services, what we deliver and the best way forward with a tight budget. This package achieves a balanced budget in South Lanarkshire and allows us to move forward to meet our priorities."

    Waste uplifts will remain free as will South Lanarkshire Leisure charges for under-16s sports clubs and teams and the over-60s.

    There will be no increase in charges for school meals, community alarms or the council's frozen meals service. Meals-on-wheels will continue, public toilets will remain open, Christmas grants to older people’s lunch clubs will stay as will support for town twinning.

    Providing Christmas trees in towns and villages throughout South Lanarkshire will continue, as will financial support for gala days and sports councils. Around £5m of savings initially proposed have been dropped from the overall budget for 2010/2011.

    HIE APPOINTS NEW COMMUNITY HEAD
    03 February 2010

    Highlands and Islands Enterprise (HIE) has appointed a new head for its strengthening communities team based in Innse Gall.

    Jane Macintosh, who joined the organisation this month, has considerable experience of working with community projects and initiatives in the islands.

    Following a BA in Rural Development at Lews Castle College, Jane was employed for the last six years as Initiative at the Edge officer in the Bays of Harris, and as the Better Neighbourhood Services Fund (BNSF) co-ordinator with Comhairle nan Eilean Siar (CnES). In her most recent post she was the CnES community co-ordinator for the Greater Broadbay area.

    Strengthening communities in the Highlands and Islands is a vital part of HIE's integrated approach to rural development and growth. These activities complement HIE's work on business growth, sectoral development and investment to increase the area's regional competitiveness.

    A key priority of the post will be to roll out a programme of support to selected communities in order to develop and implement community-led plans for local growth with the support of a local development officer. This service will be designed to complement the community support service and the network of co-ordinators already provided by CnES.

    Assisting social enterprises with ambitions for growth is a significant focus for HIE as well as building on the capacity of communities to develop opportunities in the area.

    Jane said: "I look forward to the opportunities that working in the areas will present and I am confident that by working closely with partner agencies, businesses and communities, we will gain good results."

    Archie Macdonald, HIE's area manager for the Innse Gall area said: "We are delighted to appoint such a strong candidate and are confident that Jane will be an excellent head of Strengthening Communities. Jane brings extensive experience already gained from working with communities in the region which will be of particular benefit to HIE."

    The impact of the credit-crunch economy on the world of housing association development has yet to be fully realised. However, it is clear the world will not be as it was prior to the summer of 2007 when the financial world began to wake up to the seriousness of the crisis. Property development has changed, and whether you have development on-site, or are contemplating it, you need staff who know and understand current processes and procedures.

    This comprehensive series of training events covers the key aspects of the development process as it pertains to housing organisations. The informative sessions help to build a strong knowledge base on which to develop the practical skills which are necessary for anyone involved in the development process. Practical exercises will ensure that delegates have the opportunity to practise their skills in a safe environment.

    The course has been designed so that delegates may attend the whole series of sessions or to pick and mix. However, in order to be awarded the SHARE Certificate in Development a delegate needs to attend all sessions and participate in a 2 hour skill-based assessment on the final day. Assessment will be based on the delegate’s participation in and contribution to the final exercise. The exercise will bring together the various strands of the course giving delegates insight into how the whole process works.
    The course is for anyone who is new to development who supports development Officers and Finance Officers, or to development staff who have experience but never attended any formal training.

    SCOTTISH BUDGET ‘MISSED OPPORTUNITY’ FOR HOMES AND JOBS

    The Scottish Budget has been a missed opportunity for homes and jobs, according to Shelter Scotland and the Scottish Building Federation.

    Graeme Brown, Director of Shelter Scotland, said: “The smoke and mirrors will not blind us to the fact that there is nothing new in the Scottish Budget for homes, and nothing new for construction jobs. The £31m announced is not new money. It is part of money already allocated to the housing programme and flows from UK Government Barnett Consequentials announced June.

    “Housing was well placed to help Scotland’s economy accelerate out of a very fragile recovery, help create jobs, move people out of expensive temporary accommodation and slash massive waiting lists. Salmond and Swinney missed that opportunity and failed those in housing need and in job queues.

    “We remain committed to fighting for housing to be placed among top spending priorities for Scotland and will focus on persuading politicians ahead of next year’s budget that housing is the cornerstone of our society and communities.”

    Michael Levack, Chief Executive of the Scottish Building Federation said: “The Scottish Parliament’s acceptance of the 2010-2011 Scottish Budget and failure to address the shortfall in capital investment is deeply concerning.

    “The Scottish construction industry continues to struggle with output falling a further 1.6% in the third quarter of 2009. Forecasts show continued stagnation in the private sector and without public sector support we face the prospect of a further significant loss in skills and capacity from the industry with devastating impacts on its longer term prospects.

    “With additional public finances not forthcoming, the mobilisation of additional private sector finance to fund public infrastructure needs to be an absolute priority and the Scottish Futures Trust must rise to that challenge.”

    On the question of energy efficiency, he added: “The Government’s commitment to increase funding by £10m to extend a home insulation scheme in addition to the £15m previously announced, is not nearly enough to achieve a 42% cut in carbon emissions from our housing stock which is estimated to be £1.6bn each year between now and 2020.”

    On the boiler scrappage scheme, he said: “While I welcome the Government’s £2m commitment to implement a boiler scrappage scheme, it will have a far more modest impact on cutting carbon emissions than would have been achieved by a substantial cut in VAT on home building repairs and improvements.”

    Scottish Labour’s, Johann Lamont said: “The fact is that the only additional money for housing is coming from the UK Government as a result of the Chancellor’s pre-budget report. The SNP have simply failed to fill the black hole they created in the housing programme.

    “Housing Associations and councils are already finding it harder to get new projects off the ground and the SNP’s failure to invest properly in housing will cost Scotland thousands of jobs in the construction industry.”

    EXCELLENCE IN REGENERATION AWARD WINNER ANNOUNCED

    A partnership delivering regeneration in Lochgelly, Fife is the successful winner of the 2010 Excellence in Regeneration Award promoted by both the Chartered Institute of Housing in Scotland and Scottish Centre for Regeneration.

    The partnership between Fife Council, Fife HARCA, Ore Valley Housing Association, Lochgelly Regeneration Forum and Dearle and Henderson Consultants have been working on the phased regeneration of Lochgelly with the active participation of the local community.

    This has resulted in the redevelopment of the Town Centre which will act as a catalyst in the further economic regeneration in the town. At the same time it will assist residents of Lochgelly over come the economic stagnation which has blighted the community.

    The regeneration of Lochgelly includes the provision of new mainstream and amenity housing, new sheltered housing and the refurbishment of existing stock. The regeneration also includes a major community project housed in the former Lochgelly Miner's Institute as well as a new Business Centre for start-up businesses.

    The Award will be presented by Alex Neil, Minister for Housing and Communities at the CIH Scotland Annual Conference and Exhibition in Glasgow in March.

    Councillor Brian Goodall, Chair of the Council's Housing and Communities Committee said: "This is fantastic news for the community and a well deserved award. The partnership approach over the past 10 years has resulted in significant improvements for Lochgelly. The council kick started this process with a regeneration competition and I am delighted to see the results being recognised through this award.”

    Andrew Saunders, Director of Ore Valley Housing Association and its subsidiary Fife HARCA, said: "In all of our work in Lochgelly we have tried to address the issues which are important to local people. It has been a pleasure working with the dedicated community in Lochgelly and we look forward to working with local people in the years to come on the continuing and emerging challenges facing the town."

    Alan Campbell, Director of Dearle & Henderson, said: "We are delighted with this recognition of the partnership working which has been dedicated to Lochgelly's regeneration over the past 10 years, by the local community and so many different people and organisations - but there is still much work to be done."

    Alan Ferguson, Director of CIH Scotland, and part of the judging panel, said: "This project demonstrated a series of well connected projects dealing with housing, employment, business and community concerns. There is evidence of mature partnership working with strong community input and leadership across all activities.

    "Lochgelly is a well deserved winner and has been successful in improving quality and choice of housing through to community facilities to the public realm."

    SOUTH AYRSHIRE TO UPGRADE THOUSANDS OF HOMES

    Thousands of council house tenants in South Ayrshire are all set to benefit from ambitious and far reaching quality improvement works on their properties as South Ayrshire Council continues its extensive upgrade and refurbishment programme over the next four years.

    The 2010/11 Housing Capital Investment Programme will see £11m invested to improve council houses and ensure they meet the Scottish Housing Quality Standards in all properties by 2015.

    Councillor Douglas Campbell, Portfolio Holder for Housing said: "The capital housing programme brings further welcome news for council tenants. South Ayrshire Council has already frozen council rents until 2011 and we have recently secured funding to allow us to build the first new council houses in over thirty years under the Social Housing Investment Programme.

    "In addition, we are continuing a significant and wide ranging programme of upgrade and refurbishment work to our existing houses. This will make a real difference for our tenants and ensure they can enjoy a quality home environment.”

    The scope of the work is far reaching, with partial and full upgrade work to take place at properties in Ayr, Dundonald, Symington, Crosshill, Kirkoswald, Maybole, Minishant, Troon, Girvan, Ballantrae, Loans, Prestwick, Colmonell, Tarbolton and Coylton.

    The most immediate priority in these areas will be given to upgrading and improving over 800 homes, with half of the funding (£6.1m) being spent on new kitchens, replacing or upgrading central heating systems, bathroom suites, additional loft insulation, smoke detectors and rewiring. In North Ayr, significant improvements to twelve maisonette blocks in Wallacetoun will be complete by early 2011 and £350,000 has been set aside to eradicate dampness in homes, targeted on a need basis.

    The Council is also committed to improved energy efficiency in its housing stock and all homes will be modernised to meet the National Home Energy Rating guidelines. New smoke detectors will be fitted from next year and all houses will continue to be electrically tested and certified every five years. New door entry systems will be fitted to common close areas and the Council's ongoing programme to fit uPVC external doors to homes will be brought to conclusion with up to £500,000 being spent on houses in Ayr and Girvan.

    Homes in Ayr and Girvan will be the first to benefit from external improvements with over £1.2 million being spent on re-roofing, rendering of walls, cladding and other significant exterior improvements.

    Properties in and around Girvan's Doune Burn will also benefit from £100,000 being spent to improve walls and drainage to the stream, minimising the risk of flooding.

    Councillor Campbell said: "We take our responsibility as a social landlord very seriously and every one of our homes will meet, or exceed, national standards within the next four years.

    The Convener of Loreburn Housing Association, Iain Agnew, is writing to Dumfries & Galloway Council Chief Executive to thank DGFirst for the heroic efforts of its employees in helping tenants during the worst winter weather in Loreburn’s 27 year history.

    In a report to Loreburn’s voluntary management committee, Head of Housing, Rob Stephenson, commented that the worst prolonged spell of freezing weather in decades coincided with Loreburn offices closing for the Christmas and New Year holidays, leaving DGFirst to deal with all the emergency calls.

    In the report Mr Stephenson also writes: “The extreme weather unfortunately resulted in a number of our tenants’ homes suffering from freezing, and then burst, pipes. Over 100 emergency calls were received over the holidays.

    “As well as the reassurance of the emergency repairs response that DGFirst provided for tenants, many also received temporary heating systems and bottled water. Four homes were so badly damaged by burst pipes that the tenants had to be temporarily rehoused with the help of our colleagues at the Council.”

    One of the tenants affected, Mrs McCulloch of Wigtown, has now returned home just three weeks after burst pipes brought devastation to her sheltered house.

    Mrs McCulloch said: “I can’t thank the people at Loreburn and DGFirst enough. They responded brilliantly to deal with the emergency and then to get me back home so quickly”.

    Agnew added: “The pipes at my home also froze so I have first hand experience of the service provided. I think once again that the benefits of our long-term repairs partnership with DGFirst are obvious for all to see.

    “Over a three week period, DGFirst’s efforts provided our tenants with an excellent service in extremely trying and probably unprecedented circumstances. DGFirst worked all hours and involved their entire workforce – from their call handling people to the trades team – to ensure that the repairs service was maintained.

    “These efforts really did demonstrate they are 'going the extra mile' for us. In these circumstances writing to the Council’s Chief Executive to pass on the grateful thanks of so many of our tenants seems a very small form of recognition.”

    PERTH YOUTH BENEFITS FROM WORKING RITE SCHEME

    A young Perth girl has benefitted from a n apprenticeship scheme called Working Rite with a place at Fairfield Housing Co-operative.

    Working Rite is an Edinburgh-based social enterprise that has caught the attention of Conservative shadow ministers, who say they plan to use it as a model for dealing with disaffected youth.

    Working Rite is a work-based mentoring programme, taking young people between the ages of 16 and 18 and matching them up with small businesses and trades to learn a skill and find their feet as a young adult.

    In the six years since it was formed, the outfit has set up nine projects in England and Scotland, and has dealt with more than 600 young people, 75% of whom secured an apprenticeship or job at the end of their placement.

    Ashleigh McIntosh from Perth heard about the programme while she was still a pupil. She left school in the summer at the age of 16 and was keen to get into administration work. Fairfield, which runs a Toolkit project, gave her a placement in its own offices.

    Ashleigh said: "It's been really good because you can learn everything you need. I can take the rent from people by myself now, and can add housing applicants to the system, and can cash up every morning. You're in an office, but there are not a lot of people, so you get to know everyone quite well and they're all really helpful."

    Ashleigh is coming to the end of her three-month placement with Fairfield, and has just secured a job with a local solicitors' office.

    Working Rite founder, Sandy Campbell, said: "All we are doing is reinventing an old idea. This is how apprenticeships used to be. There was a system in this country where manual work was much more common, and youngsters of that age, particularly boys, left school to work when they got an apprenticeship. They would learn other things about life, rather than just work. It is quite amazing how far it goes."

    Under the scheme, the tradespeople contribute £1 an hour towards the participants' wages, which are then made up from other sources of funding to £100 a week. Campbell believes it is important to remove the young people from their peer group, so they are sent to a business one at a time and work on their own with a tradesperson. He tries to avoid big companies and menial jobs.

    The popular community hub the Tannahill Centre in Ferguslie Park has received a £980,000 funding boost from the Big Lottery.

    The centre, which is managed by a subsidiary company of Ferguslie Park Housing Association, was awarded the £980,000 from the Big Lottery’s Growing Community Assets Fund to help transform the Centre.

    The transformation planned for the Centre will improve the health, employability and training opportunities available to the local community. The funding will help to develop the Centre and create 2 training rooms, a fitness suite, new café, employability hub, shop unit, 7 small business units and community space.

    Robert Craig, Secretary of New Tannahill Centre Board and Chief Executive of Ferguslie Park Housing Association, said: “The New Tannahill Centre, a subsidiary company of Ferguslie Park Housing Association, took over the management of the Tannahill Centre over three years ago with the full support of the local community and partner organisations.

    “At that time our vision was for the Centre to be a focal point for the regeneration of the community of Ferguslie Park and for it to become a centre for civic and commercial activity and enterprise. We are delighted by the major funding commitment from the Big Lottery Fund which is a major step in making this vision a reality.

    “The funding is a huge vote of confidence in the Tannahill Centre, Housing Association and the community of Ferguslie Park. We are hopeful that the Centre can now be reinvigorated to provide a range of services and positive outcomes for the local community of Ferguslie Park.”

    ACCLAIMED DESIGNERS TO DISCUSS LOCHGELLY’S FUTURE

    Internationally acclaimed designer, Andres Duany and his team, will be heading to Lochgelly between March 8-13 to work with the local community, developers, landowners and planners as part of the Scotland Charrette, the Scottish Government’s Sustainable Communities Initiative.

    A charrette is a form of intensive and focused community engagement. Its aim of the process is to capture the vision, values and ideas of the community. Each day the design team works to rapidly progress design options for the Lochgelly area that can then be tested through workshops the next day.

    The Miners Institute has been identified as the venue for the design studio with the public meetings taking place in the Lochgelly Town Hall.

    Councillor John Beare, Chair of Fife Council’s Planning Committee and the Councils Urban Design Champion, said: “I cannot stress enough how exciting an opportunity this is for Lochgelly and Fife.

    “We have the World leading designers coming to the town and an opportunity for everybody in Lochgelly to influence the way we plan our urban and green spaces in the future.

    "This is a once in a lifetime opportunity and we should do all we can to encourage the local community and interested parties to get involved, work together and feed into the process.”

    GOVERNMENT TO SIMPLIFY PLANNING POLICY ON HOUSING

    The Scottish Government has launched a document that sets out planning policy on topics including housing, wind farms, flooding and the natural and built environment.

    It replaces 17 separate policies with one single document which is easier for communities and developers to understand and interpret.

    Also published is a circular updating guidance on the criteria and processes when developers are required to make a contribution to the provision of local infrastructure, where a development would create additional infrastructure demands.

    Infrastructure Minister, Stewart Stevenson said: "The Government has listened to voices calling for a more effective and efficient planning system. We have acted by introducing a package of measures to provide applicants, communities and the development industry with greater certainty and speed of decision making.

    "By consolidating planning policies into one, single document, we are providing a shorter, clearer and more focused statement of national planning policy. And our new circular spells out the importance of speeding up the planning agreements process, enabling swifter issuing of planning permission.

    "Our Economic Recovery Plan ensures all Government activity, including on planning and regulation, supports economic development. Having the right planning advice and information in one place builds on our work to ensure planning is an aid, not a barrier, to economic development."

    Phil Miller, Chairman of the Scottish Property Federation, said: "The SPF welcomes the revision of the circular on planning agreements, and supports the emphasis on reasonable and proportionate contributions. It is vital in the current fiscal environment that both the private sector and local authorities support the Scottish Government's clear intention that planning agreements should be realistic and guided by development economics and viability.

    "We also welcome the publication of the consolidated Scottish Planning Policy (SPP), with its emphasis on facilitating and encouraging appropriate development. Implementing the SPP will require political leaders, planning officials and the private sector to redouble their efforts to build strong working relationships to deliver the quality planning system that Scotland deserves."

    OBITUARY: KENNY BARCLAY

    South Lanarkshire housing manager, Kenny Barclay sadly died suddenly at the weekend at the age of 54.

    Mr Barclay took ill while at a gym in his hometown of East Kilbride on Saturday and was rushed to Hairmyres Hospital where he died as a result of a massive heart attack.

    It is testament to the character of the man that as well as colleagues, friends and family, tributes have also come from the tenants he came into contact with as a housing boss over the years.

    Among the many expressing sadness at his passing was Bob Murray, chairman of Larkhall Housing Forum, who had regular contact with Kenny since the latter’s appointment to the postion of housing services manager in Larkhall almost eight years ago.

    Bob said: “Kenny’s death came as a great shock to us. I spoke to him no later than Friday. He was a really nice man and a great man for us and would always do that extra bit for anything he thought would help us out.

    “Kenny was a great communicator as well. When anything cropped up which he thought affected us, he would telephone right away. He will be a great loss.”

    Mrs Margaret McGill, chair of East Kilbride Housing Forum described Mr Barclay as “a very genuine and kindly man” and “one of the best housing officers I have every worked with”.

    She said: “He had a unique way of working with housing associations and forums. He communicated so well with us and would always go that extra mile. He will be sadly missed.”

    Kenny started his career as a maintenance manager with the Scottish Special Housing Association. In April 1978 he joined East Kilbride District Council and, in November 1985, moved to Hamilton District Council to take up the post of senior management assistant within the housing services department and thereafter area manager in May 1987.

    After local government re-organisation, Kenny held the post of area manager in Blantyre from April 1996, moving to East Kilbride area services in June 1999. In 2003, Kenny transferred to Larkhall as a housing services manager, and he also served on a council-wide basis as a member of the council’s emergency management team.

    His funeral service will take place this Saturday at 10.15am in South Lanarkshire Crematorium.

    WESLO ANNOUNCES 2010 PROGRAMME OF WORK

    At its Board meeting, Weslo Housing Management has approved an investment programme for this year amounting to £1.2m.

    The cash will be directed towards major works like roofing, gas central heating installation and door replacement as well as funding more fundamental works like maintenance painterwork, preservative timber treatment, guttering and downpipes and work to common closes.

    All in all nearly 200 houses will undergo elements of the major works and over 500 will benefit from the work identified for the minor programme. Weslo will write to the tenants affected by the work by the end of the month.

    Weslo’s Technical Manager, Mike Mitchell, said: “I’m very happy that the Board has endorsed the maintenance plan for this year and I’m looking forward now to getting the ball rolling and getting the contractors on site.”

    The whole programme of work is expected to last some 7 months, finishing in early November. At the same meeting Weslo’s board also endorsed a rent rise of 3.4%.

    Chief Executive, Mike Bruce, said: “This maintains our rent rise within the generally accepted yardstick of 1% above the current inflation rate, and collectively, this will raise some £175,000 towards the programme we’re putting in place.

    “At a time when the country seems to be coming to the end of a recession, we expect the work we’ll put in place will provide the West Lothian economy with a welcome boost.”

    GEGAN TO SPEAK AT RICS EVENT

    On February 10, Brian Gegan, Chief Executive of Cairn Housing Association will be speaking at an RICS Scotland event on the Senior Professional Route to RICS membership.

    Many believe that the only way to become a chartered surveyor and member of RICS Scotland is the traditional ‘graduate’ route. However, new members of RICS are not all fresh out of university; RICS is committed to acknowledging senior members of the property industry who may otherwise have their experience overlooked.

    The Senior Professional Route to RICS membership is specifically designed for professionals working at the highest levels of the land, property and construction sectors. It recognises ‘life experience’ and that individuals working at a senior level within the industry may already have the expertise and seniority to join RICS without the need for further training.

    Gegan has taken advantage of the Senior Professional Route into surveying to become a member of RICS Scotland. Brian’s role means he is responsible for all of the activities of the Association, which has 250 staff and includes housing management, property maintenance, the development of new homes, finance and strategic planning.

    He said: “It is absolutely fabulous to achieve membership of RICS at this stage in my career as I have immense respect of RICS and wish to see more Chartered Surveyors in the housing association sector.”

    He will be speaking at the event on 10 February 2010 to encourage more to take advantage of the Senior Professional Route.     MARYHILL RESIDENTS GIVE THUMBS UP FOR NEIGHBOURHOOD WATCH

    Residents in Maryhill and Ruchill have said they would back plans to create a NeighbourHood Watch scheme in their communities.

    Maryhill Housing Association surveyed local people in a major sampling of public opinion on community safety. It found overwhelming backing for such a scheme to keep the streets safe for local families.

    The housing association carried out the survey under its Neighbourliness Project to assess local views on how safe people considered Maryhill and Ruchill.

    It is the biggest survey of local opinion ever undertaken by the housing association. It found 100% of those questioned would support a Neighbourhood Watch scheme in their area. When asked if they had been “affected by any community safety issues” half said yes and half said no.

    Thirty eight per cent of local people said they would be willing to attend a regular monthly meeting about Neighbourhood Watch while 70% said they would be interested in hearing about their local residents’ group.

    Maryhill said the figures showed people were not significantly affected by community safety issues but were, however, enthusiastic about making the community safer with a Neighbourhood Watch scheme. The Association said it was now closely studying the findings and would put in place plans to create Neighbourhood Watch schemes.

    Bobby Pollock, Community Development Officer at Maryhill, said: “This survey provided us with a revealing snapshot of what people are thinking and we intend to act on these findings. The findings show there is a real interest in the safety and well-being of the local community from local people.”

    The housing association has been in touch with the Association of Scottish Neighbourhood Watches which is a registered charity and which promotes good citizenship and greater public participation in the prevention or solution of crime. There are currently around 1500 active Neighbourhood Watch schemes in Scotland.

    Lisa Toon, National Development Officer of the Association of Scottish Neighbourhood Watches, added: “I am thrilled to hear that there is such great support for starting Neighbourhood Watches in Maryhill. I came out to speak to residents about the benefits of Neighbourhood Watch and I thought it was a great idea to link it in with the business of the existing residents associations.

    “This will ensure that safety issues are kept on the agenda. Neighbourhood Watch isn't all about crime - it is about making communities safer throughout Scotland. This could include road safety, bogus callers and the prevention of accidents in the home. Neighbourhood Watches develop to be what their members need them to be. There are watches all over Scotland of all sizes, which fit the communities they serve.”

    COOKING FOR ONE CHOSEN TO BE PART OF NATIONAL CAMPAIGN ON HEALTHY LIVING

    Scottish Churches Housing Action’s book, Cooking For One, has attracted the attention of the Scottish Government for their new campaign Take Life On, a new national healthy living campaign.

    Cooking For One recipes and photographs were chosen because they are healthy, very affordable and easy to make for a beginner cook. Cooking For One has been written especially for single people who have not had many opportunities to learn how to cook and need a few tips to start.

    All recipes that have been chosen for the Take Life On campaign have been approved by the Food Standards Agency.

    Support workers from Clydebank Blue Triangle Housing Association said: “The book had great cooking ideas for service users which was simple and jargon- free, some of our service users have been using the book on a regular basis with no problems.”

    A service user from Fresh Start in Edinburgh got the book when he moved into his new home.

    He said: “The book was very easy to understand and cheap. I’ve done the soup six times.”

    WEST DUNBARTONSHIRE AGREES 4.6% RENT RISE

    West Dunbartonshire Council has agreed a 4.6% rent rise in a Special Budget Meeting.

    This equates to an average rent rise of only £2.31 per week. This will include an enhanced estate caretaking service. The special uplift service is also to be included in tenants’ rent costs up to the value of £50,000, subject to consultation with tenants groups.

    The Council will continue to honour its pledge to freeze Council Tax levels for 2010/11. The headline Band ‘D’ property will remain at £1,163. It approved the 2010/11 budget that will meet a funding gap of £2.2m without key service closures and is now waiting on confirmation of West Dunbartonshire’s final settlement from Scottish Government.

    Council Leader, Iain Robertson said: “We listened carefully to the views made by local residents and council staff at our Budget Forums and through online feedback forms, and recognize what the priorities are for local people. This budget protects the area’s most vulnerable residents, provides safer communities and delivers our ongoing commitment to the Concordat.

    “Importantly, it recognises the impact of the current financial climate on local purses. Council tax bills are a major element of local household budgets and we will continue to freeze Council Tax levels without compromising on services or jobs.”

    Convenor of Finance, Craig McLaughlin said: “We are already working towards next year’s budget and the significant challenge that reduced public sector funding will present to this Council and the rest of Scotland’s public sector. We will not support headline grabbing spending commitments but will fight to safeguard our frontline services.

    “This Council will continue a freeze on all non essential spend to deliver savings of £500,000 and we will transform the way we plan financially for the future. By making changes to the way we work, we will provide value for money for West Dunbartonshire residents. We simply will not increase the financial burden on local tax payers.”

    Who’s it for and what’s it all about?


    This popular two-evening programme for experienced committee members ran twice in 2009.

    Governing bodies are at the apex of an association's decision-making structure. They are expected to make the big decisions, set the tone of the organisation and determine the strategic direction. It is essential to good governance that committees take a lead. Yet committee members are part time and volunteers, largely dependent on full time professional staff to carry out their role and responsibilities.

    This masterclass will explore the committee's leadership role and the dilemmas associated with it. Shirley Otto, who has worked through SHARE with Chairs in the housing association sector and throughout the wider voluntary sector, will lead the sessions.
