Tender for Internal Audit Services Moray Housing Partnership
Moray Housing Partnership is a Registered Social Landlord based in Lossiemouth and serving most of the Moray region. It owns and manages just under 500 general needs units.
We are currently tendering for our internal audit services. This will initially be for a three year period with the possibility to extend this to six years. We are seeking tenders from audit companies with internal audit experience within the RSL sector.

Craigdale Housing Association provides housing for around 370 households in the Castlemilk area of Glasgow. We wish to engage suitably qualified consultants to carry out a Tenant Satisfaction Survey in April 2010.
Previous experience of conducting a Tenant Satisfaction Survey for a social housing provider using a range of methods would be essential as is the ability to capture and analyse data using appropriate systems.

TENDER: DESIGN TEAMS REQUIRED FOR PLANNED RENEWAL WORKS

Hillhead Housing Association 2000 is proposing to appoint 2 separate Design Teams for its next 2 improvement and repair contracts.
Each phase will include improvement and repair works being carried out to existing stock built during the period 1930 to 1960. The works will include internal and external works. Each phase of work will consist of approximately 100 units. The 1st phase will commence 2010/11 with the 2nd commencing 2011/12. Works will be funded via a private loan and are not subject to HAG funding.
If you are interested in being considered for these works, please contact S Tait, Property Services Officer for a PQQ. It should be noted that the Association wishes completed PQQs to include details of the whole design team, including an Architect, QS, Engineer and CDM Co-ordinator.
We are not seeking individual disciplines to submit PQQs. A track record in this type of work will be essential.
Design teams submitting PQQs that meet the minimum requirements will be invited to submit a Quality Questionnaire which will be subject to a Quality/Price exercise, details of which will be confirmed at that stage.

SCOTLAND’S FIRST YOUNG HOMELESS CHARTER CREATED

The first charter created by young homeless people in Scotland is calling for more consistent support and changes to the housing and benefits system. In the document, the group, supported by social care charity Quarriers, have outlined the problems they face when moving into a home of their own and explain what measures they would like to see introduced to help them, and others, put homelessness behind them. Called Our Charter, it makes a number of recommendations, including calls for housing of an reasonable standard, in a location where they feel safe and can maintain social networks; information to be provided in an easily understandable manner; time and funding to gather essential items of furniture, before they move; and financial support to allow individuals to go to college or university. It is the first of its kind in Scotland and the launch will be marked by a football match between Members of the Scottish Parliament and Quarriers, featuring young people who are supported by the charity. Quarriers is calling on Ministers and the public to lend their support to Our Charter. Dr Phil Robinson, Chief Executive of Quarriers, said: “The young homeless people Quarriers support come from a variety of backgrounds and face many different difficulties and challenges in trying to overcome their homelessness, but they all share the common themes of being young and feeling powerless. “Our Charter gives voice to their issues and explains what young homeless people would like to see happen and what help they feel they need to build for their future. “Some of the challenges highlighted are already being addressed by some local authorities and housing providers, but there is inconsistency across Scotland. And there are some issues, such as benefits, which need UK government action. We would like to see the points raised in the charter to be taken on board by every agency in the country.” The charter makes it clear that addressing homelessness isn’t simply putting a roof over someone’s head. It aims to highlight the other factors that need to be addressed if young people are to put homelessness firmly behind them and to allow them to move into adulthood in a positive way. Tam Baillie, Scotland’s Commissioner for Children and Young People said: “This document asks only for the kind of support and opportunity that the majority of Scotland’s young people experience as part of everyday life. The call for such simple things as safe housing, support for education and decent information is a reminder that respecting young people’s rights requires practical action if it is to succeed.”

PLANS TO SLASH RED TAPE TO BOOST GREEN ENERGY

More people will be able to generate their own green energy under new Scottish Government proposals.
At present, many homeowners are able to install equipment including solar panels and ground and water source heat pumps without planning permission.
But, under fresh proposals set out in a consultation, there would also be scope to install wind turbines or air source heat pumps without a requirement for planning consent.
Climate Change Minister, Stewart Stevenson said: "We want to make it easier for householders to cut their energy bills and play their part in reducing emissions through the installation of small-scale micro generation equipment.
"These proposals are in addition to technologies we have already allowed under permitted development rights - but we can and want to go further. Cutting red tape in the planning system and making it easier for people to generate clean, green energy can boost Scotland's renewables sector and support jobs.
"Our proposals strike the right balance between powering ahead with renewables and safeguarding the quality of our environment."
Mike Thornton, Scottish Director of the Energy Saving Trust, said: "Micro wind turbines and air source heat pumps have the potential to play a significant role in generating sustainable energy and contributing to Scotland's climate change targets. Permitted development rights for these technologies are an important step in reducing the barriers for their uptake."

GLASGOW RESIDENTS CELEBRATE LAUNCH OF NEW MONEY SAVING SCHEME

Young people and adults in the East End of Glasgow have celebrated the launch of a new saving scheme by Provanhall Housing Association and Glasgow Credit Union (GCU).
River City star, Stephen Purdon joined tenants of Provanhall to unveil Save with Rent. The innovative format will allow tenants to become a GCU member and benefit from its range of services as well as allowing locals to build their savings wherever and whenever they pay their rent.
Patricia Gallagher, director of Provanhall, said: “We are the first housing association in Glasgow to be running a pilot scheme of this kind and it is part of the much wider Financial Inclusion work we do with Greater Easterhouse Money Advice Project and the other community based landlords within the area. The beauty of this scheme is that everyone who lives or works in Glasgow can have a savings account with GCU, so families can get their children involved and teach them the benefits of saving from an early age.”
Residents have volunteered as peer educators which has resulted in them completing a course in the benefits of the scheme, allowing them to communicate the benefits of the saving scheme to the local community.
Stephen Purdon said: “This is a great savings plan. I remember it being drummed into me when I was wee that you should always save some money so that you could do or buy the things you wanted to, or just for in case of an emergency. It’s something that has stuck with me since I started working.”
Provanhall resident and peer educator, Jean Logan, said: “This will make a huge difference to the local people. I think it’s important to have a local scheme that residents can get to know and trust, especially from an early age, to show the benefits of saving for a holiday or just for a rainy day. I am sure that this will have a great impact on the community and local area.”
June Nightingale, CEO of GCU, said: “Our focus at GCU has always been making fair, transparent financial services accessible to all. Save with Rent is another way of reaching the local community, making it easier for them to manage their money. We are so pleased to be involved with such a progressive scheme in partnership with Provanhall. Already, we have received enquiries from other landlords interested in offering the scheme to their tenants.”

GOLD AWARD FOR BIELD TENANTS

Tenants of Bield Housing Association’s Camperdown Court, Dundee are celebrating after receiving ‘Gold’ at the Elderly Accommodation Council Housing for Older People Awards.
The Tenants and Scheme Manager were presented with a Gold Award in the category of ‘Most valued scheme in Housing’ for the design of the development for use by tenants.
Lorraine Leckie, Scheme Manager at Camperdown Court accepted a cheque for £250 on behalf of the tenants.
Lorraine said: “It is fantastic to win such an award especially as it is the Tenants who nominated the scheme. It has really put a great smile on all our faces.”
Camperdown Court, a Very Sheltered Housing development, consists of 27 flats with communal facilities. Built by Bield in 1997 it is one of 11 developments providing housing for older people in Dundee.
Established almost 40 years ago Bield is a leading provider of housing and care services for older people. To receive such an award is a real boost to the staff at Bield who pride themselves on providing high quality housing and services.

EVENT CONSIDERS WHAT HAPPENS AFTER GRANTS RUN OUT

The Rural Housing Service Annual Conference will feature a presentation by Neil Clapperton, Director of Housing & Property Services at Grampian Housing Association on the association’s project at Brimmond View in Dyce which was built without grant aid.
He will explore the principles behind Grampian’s funding model and assess if this radical approach can be made to work in rural areas.
The highlight of the conference is a ministerial address from Minister for Housing and Communities, Alex Neil. He will outline the Government’s plans to build thriving rural communities, and highlight innovative measures to deliver affordable rural housing.
The conference is the largest rural housing conference in Scotland and draws a huge range of delegates from across housing, community development, rural and economic development; and from community, voluntary, public and private sectors.
This mix leads to thought provoking sessions, excellent networking opportunities and learning across sectors and creates a great buzz both at the Conference and at the Conference Dinner the evening before.

NEW PERTH AND KINROSS HOUSING ADVICE CENTRE OPENS

A new Perth and Kinross Council centre for housing advice and information has been opened by Councillor Peter Barrett and Councillor Alasdair Wylie, Convener and Vice-Convener of the Housing & Health Committee.
The centre moved from Scott Street to new premises at 10-16 York Place this week. The centre is the central point of contact for homeless services in the Council.
Cllr Barrett said: “Being homeless, or being in fear of becoming homeless is a very stressful situation for people, and it’s important that as a Council we are there to provide advice and support. The Housing Advice Centre provides a main contact point to make it easier to access that information and advice.
“The reality is that the limited availability of affordable housing and the duties placed upon councils under national homelessness legislation means that there is no quick fix for the individuals and families who become homeless.
“However, the Homeless Service are continually developing ways to work with people at the earliest stages of their homeless experience to help them find their own solutions to the situation, and to support them to find a permanent place to stay as quickly as possible.
“In recent years the focus has been on preventing homelessness, and the service is increasingly working with young people to raise awareness about the reality of homelessness. At the end of last year the Homeless Service began working with secondary schools to try and prevent young people becoming homeless.”
Cllr Wylie said: "Staff at the Housing Advice Centre can provide information and assistance to people who are currently homeless, or are threatened with homelessness - perhaps because a temporary housing arrangement is coming to an end. They will work with people to see what steps can be taken to stop them becoming homeless, or in a crisis situation to provide them with a bed for the night.”
The Centre also houses the Private Sector and Social Housing Access Teams who work with private landlords and housing associations in the area to improve access to affordable housing within Perth and Kinross.

CLACKS SEEKS VIEW ON NEW HELP FOR HOMEOWNERS SCHEME

Clackmannanshire Council is seeking views on a new system of help for homeowners, due to begin in April.
Through the Scottish Government's Scheme of Assistance, the Council will provide advice and information on maintaining or repairing your home. The Council will offer a range of help such as advice on how to employ a contractor, helping homeowners to establish exactly what work is required and how to identify the areas of your home which should be maintained regularly.
In a limited way, financial assistance may also be available: for example, to help disabled people with major adaptations. The previous situation, where the Council was able to offer grants for a wider range of improvements, has now had to be changed. Homeowners will be given assistance to make sure they get value for money from their investment in home improvements.
Councillor Sam Ovens, portfolio holder for regeneration, said: "We all accept it is the homeowner's responsibility to properly maintain their home. To make sure we don't end up with a major repair costing thousands of pounds, it is better to carry out regular maintenance. For example, cleaning leaves from guttering or fixing a loose roof tile after bad weather will help keep your home in good condition."
The draft Scheme of Assistance has recently been approved by Council and is now available to be viewed on the Council's website, and in local libraries and CAPs. Comments are welcome on this draft.

Hillhead Housing Association 2000 is proposing to appoint 2 separate Design Teams for its next 2 improvement and repair contracts.
Each phase will include improvement and repair works being carried out to existing stock built during the period 1930 to 1960. The works will include internal and external works. Each phase of work will consist of approximately 100 units. The 1st phase will commence 2010/11 with the 2nd commencing 2011/12. Works will be funded via a private loan and are not subject to HAG funding.
If you are interested in being considered for these works, please contact S Tait, Property Services Officer for a PQQ. It should be noted that the Association wishes completed PQQs to include details of the whole design team, including an Architect, QS, Engineer and CDM Co-ordinator.
We are not seeking individual disciplines to submit PQQs. A track record in this type of work will be essential.
Design teams submitting PQQs that meet the minimum requirements will be invited to submit a Quality Questionnaire which will be subject to a Quality/Price exercise, details of which will be confirmed at that stage.

WORK BEGINS ON TRANSFORMING DUNBARTONSHIRE HOMES

The dawn of a new era for Central Alexandria, Dunbartonshire begins this week with the unveiling of ambitious new housing plans that will transform the town.
Residents are being invited to a drop-in event and formal presentation evening to view the proposals produced by Smith Findlay Architects for the former Kippen Dairy and Leven Cottage sites.
The drawings, which show how the centre of the town could be transformed, are part of a feasibility study compiled by Smith Findlay on behalf of Central Alexandria Tenants and Residents Association (CATRA), Cordale Housing Association, West Dunbartonshire Council and the Scottish Government.
Cordale was chosen by CATRA to take a lead role in the regeneration of the town and Association Director Stephen Gibson will chair the presentation this evening, which will also look at the options for developing other areas of the town including McAllister Road, Creveul Court and land owned by Dunbritton Housing Association in Susannah Street.
CATRA, which has led a campaign for new social rented housing in the town, has helped to shape the plans through a series of meetings with the project management group which include the architect, local Councillors and staff from West Dunbartonshire Council. Members are hoping as many tenants and residents as possible will come to the events on Tuesday to view the plans and share their views.
Isa Scullion, of CATRA, said: "This is about the future of Alexandria so the public have got to the see the plans and give their input. We are all excited about the future."

ARGYLL AND BUTE COUNCIL PROVIDES ‘FAIR’ HOMELESSNESS SERVICE

The Scottish Housing Regulator has published its inspection report on Argyll and Bute Council’s services to homeless people, awarding it a ‘fair’ rating.
Following a successful ballot of tenants in December 2005, the council transferred all its housing stock (5,800 houses) to Argyll Community Housing Association. Last year it received 848 applications for assistance from homeless people.
Lesley Kerr, Acting Head of Inspection at The Scottish Housing Regulator, said: “Our inspectors found that the council has a number of strengths. It provides good access to the service including a customer focussed approach of having six service points in the main settlements in the area. It works hard to prevent homelessness and provides advice and assistance to a wide group of people.
“The Council is aware that its problems in accessing sufficient temporary accommodation and the length of time some people wait for a permanent home are areas where it needs to improve. However it is committed to improving the service it provides and we are confident that that it is capable of addressing the weaknesses we have identified.”
Councillor George Freeman, Argyll and Bute’s Spokesperson for Housing and Communities, said: “The Council welcomes the outcome of this rigorous inspection process. We are particularly delighted that the inspection team has recognised our strong customer focussed approach, and the fact that we work very hard to prevent homelessness in Argyll and Bute.
“We also recognise that there are a number of areas in which we need to improve our service, and the Council is committed to moving forward positively in this regard, working in collaboration with our partner agencies.”

NORTH LANARKSHIRE PLANS 500 NEW HOMES

North Lanarkshire Council has announced a £30m plan to build 500 new homes.
The Council announced the proposals as part of the housing budget, which will see major investments in communities throughout the area. Low interest rates have allowed the authority to double the number of new homes in the region over the next few years while other areas will be regenerated and improved.
Barry McCulloch, convener of housing and social work services said: “We have doubled the number of new-build properties we had originally planned. This budget allows us to sustain major levels of investment in our existing properties as well as supporting ambitious plans for our new build programme.
“Although we face significant challenges, this is a further demonstration of this council’s commitment to investing in key services for our residents.”
The first of the council’s 20 new houses are nearing completion in Holytown, Bellshill. But plans are under way for new housing developments in Clarkston, Cambusnethan and Cumbernauld with other sites also being assessed for development.
The authority is responsible for around 37,000 properties in North Lanarkshire and has promised an investment of £58 million in housing this year. It includes £1.3m on back-court upgrades and demolition of the multi-storey Glencairn Tower. Almost £19m will be spent on replacement heating, windows, doors and overcladding.

FIRST RECRUIT FOR GRAMPIAN H.A. THROUGH FUTURE JOBS FUND

Grampian Housing Association's involvement in a successful bid for funding through the new Future Jobs Fund initiative has enabled the Association to recruit an additional member of staff for its Mobile Cleaning Team.
The team provides cleaning services in communal areas of many of its city centre schemes. The successful candidate is being given the opportunity to gain valuable work experience with a view to improving his own job prospects. It is hoped that a further post will be advertised during the summer.
Malcolm McNeil, director of corporate services, Grampian, said: "Grampian, as an organisation with its roots in the community, is delighted to be participating in this initiative. This reflects our ongoing involvement in a range of projects which aim to assist not only our own immediate clients but also the wider community."
The Future Jobs Fund is an initiative designed to increase the employability of people aged 18 - 25 who have been long term unemployed. The fund is run by the Government's Department for Work and Pensions with input from Jobcentre Plus.
Funding is awarded following approval of an area-based bid. Grampian is part of the successful bid co-ordinated by Aberdeen City Council for the area. Other partners include The Cyrennians, Transition Extreme and Sense Scotland.

Caryl Kelman, Secretary of Fairfield Housing Co-operative has died suddenly at home in Fairfield, Perth.
Caryl, 67, who prior to retiring worked with Perth & Kinross Council finance department, was a long standing board member at Fairfield. Perth native Caryl proudly held the key role of secretary with Fairfield for the last three years and made a significant contribution to the Co-operative’s work.
Caryl was also heavily involved with the Scottish Urban Regeneration Forum, the national Community Voices Network and Perth & Kinross Local Regeneration Partnership. Grant Ager Director of Fairfield Housing Co-operative said: “Caryl was a tremendous board member, one of the backroom with an eye for policy and finance.
“She coupled this with a very active interest in people and was thoughtful and kind to all.
"She will be greatly missed and our thoughts are with Caryl’s sons Andrew & Michael and their families at this sad time."

She wrote: “The Scottish Government’s recent consolidation of 17 separate planning policies into one document on topics such as housing, wind farms, flooding and the natural and built environment is to be commended. “The creation of one document will make it easier for communities and developers to understand and interpret planning policy, potentially delivering a more effective and efficient planning system. What is however required is that these communities have the knowledge and experience to take advantage of this new system and play their part in delivering good development. “Having the right planning advice and information in one place builds on ensuring that planning is an aid, not a barrier to economic development, and our continued advice to, and training of these communities, ensure that they are fully equipped to shape and influence the changes that affect their areas. “What is required is the financial support to ensure that all communities, be they rural or urban, have the tools to know how they can influence their environment through the planning system.”

ARDENGLEN H.A. PENSIONERS GO BACK TO SCHOOL

Nine of Ardenglen Housing Association’s pensioners have taken the plunge and gone back to school for the day.
The Princes Trust pupils from Castlemilk High School invited them to take part in a joint project called See the Person not the Age.
The purpose of the project was to break down barriers between different age groups and barriers were definitely broken down when the day turned out to be a huge success. The Pensioners were treated to afternoon tea which was followed by playing various games, i.e. Nintendo Wii, Dominos, Connect Four and Bingo.
Feedback received from the pupils and the pensioners has been so positive that other joint projects are being planned.
Robert Forsyth, pictured with pensioners, was the pupil responsible for organising this project from start to finish.
Robert said: “Not only has my project been a success I have now made new friends from my community.”

SCOTTISH HOUSE PRICES RISE 1.3 PER CENT

Official statistics issued by Registers of Scotland (RoS) show the average price of a residential property in Scotland increased between October and December 2009 by 1.3% compared to the same period in 2008.
This brings the average property price to £155,618.
Sheenagh Adams, the Keeper of RoS, said: “Our house price figures are now classified as official statistics. RoS is the only organisation that holds the full picture on what’s happening in the property market as we register every sale and property transfer in Scotland.
“This is the first annual increase in the average property price for Scotland since the period July to September 2008. This latest quarter also sees volumes increasing annually for the first time since the period April to June 2007.”
The number of sales transactions registered across Scotland from October to December 2009, increased by 11.7% over the same quarter in 2008 with 21,498 sales registered compared to 19,240 in the previous year. This is an increase of seven per cent over the previous quarter (August to September) of 2009.
The average property price increased over the year in 17 of the 32 local authority areas. Across Scotland, flats showed the largest average property price increase at 4.9% while detached properties showed the largest decrease of 1 per cent when compared with the same period in 2008.
The total value of sales registered across Scotland during this latest quarter (October to December) was just over £3.34bn, an increase of 13.2% over the same quarter last year. The City of Edinburgh is the largest market with sales of just over £444m for the quarter, an increase of 13.2% over the same quarter in 2008. These figures cover all residential sales, including sales not involving a mortgage.

Who’s it for and what’s it about?
The impact of the credit-crunch economy on the world of housing association development has yet to be fully realised. However, it is clear the world will not be as it was prior to the summer of 2007 when the financial world began to wake up to the seriousness of the crisis. Property development has changed, and whether you have development on-site, or are contemplating it, you need staff who know and understand current processes and procedures.
This comprehensive series of training events covers the key aspects of the development process as it pertains to housing organisations. The informative sessions help to build a strong knowledge base on which to develop the practical skills which are necessary for anyone involved in the development process. Practical exercises will ensure that delegates have the opportunity to practise their skills in a safe environment.
The course has been designed so that delegates may attend the whole series of sessions or to pick and mix. However, in order to be awarded the SHARE Certificate in Development a delegate needs to attend all sessions and participate in a 2 hour skill-based assessment on the final day. Assessment will be based on the delegate’s participation in and contribution to the final exercise. The exercise will bring together the various strands of the course giving delegates insight into how the whole process works. However there are some critical questions that Committee should be asking. Not only is this good governance but also helps in managing risk as well as being good practice. The programme involves replacement heating systems to approximately 213 houses and flats in the Forgewood Estates, Motherwell and Jewel Estate, Bellshill.

Hillhead Housing Association 2000 is proposing to appoint 2 separate Design Teams for its next 2 improvement and repair contracts.
Each phase will include improvement and repair works being carried out to existing stock built during the period 1930 to 1960. The works will include internal and external works. Each phase of work will consist of approximately 100 units. The 1st phase will commence 2010/11 with the 2nd commencing 2011/12. Works will be funded via a private loan and are not subject to HAG funding.
If you are interested in being considered for these works, please contact S Tait, Property Services Officer for a PQQ. It should be noted that the Association wishes completed PQQs to include details of the whole design team, including an Architect, QS, Engineer and CDM Co-ordinator.
We are not seeking individual disciplines to submit PQQs. A track record in this type of work will be essential.
Design teams submitting PQQs that meet the minimum requirements will be invited to submit a Quality Questionnaire which will be subject to a Quality/Price exercise, details of which will be confirmed at that stage.

COUNCILS IN LINE FOR MORE HOUSING CASH

Scottish local authorities are set to share a further £25m to help build a new generation of council houses.
With this latest funding, since April 2009 local authorities across Scotland will have received £75m to help build more council houses. To date, nearly £50m has been allocated to councils to start work on almost 2,300 new houses. Local authorities are asked to submit applications for funding by the end of April.
Minister for Housing and Communities, Alex Neil said: "Local authorities across Scotland have enthusiastically embraced the opportunity to apply for funding to help reverse decades of decline in council house building.
"They are working with us to deliver more affordable homes and in doing so, encouraging development that chimes with the key themes of our Economic Recovery Plan.
"We recently proposed radical legislative change that will end Right to Buy on new build social housing, and save up to 18,000 homes in the social rented sector over the next ten years. This announcement adds more weight to those positive measures, helping to boost supply and acting as an incentive to build a new generation of council houses in Scotland."
Councillor Harry McGuigan, Spokesperson for Community Wellbeing and Safety Executive Group, said: "COSLA fully welcomes the announcement of the third round of funding for local authority council house building. The latest kick start money combined with local authorities own financial investment puts council's in a position to deliver even more much needed new affordable homes.
"Councils across the country have shown a willingness to build new homes by embarking on one of the most significant programme of council house building in recent times. The government's pot for new homes is over-filling with demand, and there is a compelling case for freeing up more resources, which will allow councils to build more affordable homes and continue to contribute towards Scotland's economic recovery."
Graeme Brown, Director of Shelter Scotland, said: "Last week, Swinney failed to address the £204m hole in the housing budget that could have kept construction workers across Scotland on sites building homes next year.
“While this announcement does not include new money it will keep a number of sites going during this difficult time but more needs to be done to deliver for the 200,000 people on housing waiting lists across Scotland and the thousands of construction workers facing a bleak 2010.
“Shelter Scotland continues to campaign for 10,000 new affordable homes to rent. Reports from Homes for Scotland that private house building is facing its worst housing crisis since World War Two adds to a worrying picture. Low levels of new private builds, the lowest levels of social housing stock since the 50s, and yet hundreds of thousands of families in Scotland are in need of a home. Politicians must put housing at the centre of the political agenda."

SCOTTISH HOUSING INDUSTRY IN WORST STATE SINCE WORLD WAR 2

It could take up to ten years for Scotland’s housing output to simply return to pre-credit crunch levels of around 25,000 units per annum let alone achieve the Scottish Government’s ambitions of reaching 35,000 by 2015, according to Homes for Scotland.
The announcement came as it launched its manifesto ahead of this year’s general election, declaring that not since the end of the Second World War has the country faced a bigger housing crisis.
Chief Executive, Jonathan Fair said: “Supply is touching all-time lows with some areas showing jaw-dropping drops in the number of private new homes being started (as high as 90% in both Edinburgh and the Borders, and 85% in Glasgow and Fife for example), exacerbating the significant housing shortfall which existed prior to the recession. Therefore, continued political focus on the importance of housing investment across all tenures is the order of the day.
“Whilst there are now signs of stabilization beginning to appear in the market, the situation is such that the Scottish Government’s target of increasing the number of new homes built to 35,000 units per annum by 2015 could very likely take an extra decade to achieve.
“Quiet optimism does exist but recovery depends on continued economic stability and mortgage availability throughout 2010. Ten per cent growth from a current very low base may be possible in a single year but industry hasn’t grown out of any prior recession at more than 3% per annum over longer periods.”
Indeed, with home ownership remaining the tenure of choice for the vast majority of Scots, Fair pointed to the ongoing difficulties in the mortgage market as the main stumbling block to recovery, particularly as far as credit-worthy First Time Buyers are concerned. Whilst home builders are doing all they can to assist, this vital group (which the industry calls its lifeblood since every such sale results in an estimated further six transactions up the ladder) continues to face significantly tightened lending criteria and reduced loan to value ratios.
He added: “Clearly, home ownership should be viewed as a sustainable, long-term commitment by those looking to get onto and progress up the property ladder. However, we have relied too long on rhetoric about slowly increasing lending levels delivering tangible improvements in this area and need real substantive results now.”

With the imminent retiral of Jack Stewart after 20 years service, Cairn Housing Association has appointed Derek Adam to the post of Executive Director of Finance, IT and Human Resources.
Mr Adam, who took up post on 8 February, is a Chartered Accountant with experience in the housing and banking sectors.
Cairn's Chief Executive, Brian Gegan said: "We are delighted to have Derek on board given his experience and background, and I am sure he will provide us with a sound and creative approach. Derek will be arranging to meet his primary contacts as soon as practicable after taking up post.
"Jack Stewart has been a well respected servant of the Association and we wish him all health and happiness as he now pursues other interests."

OCHIL VIEW AND FORTH ARE HAPPY TO TRANSLATE

Ochil View and Forth Housing Associations landlords providing affordable housing in the Stirling and Clackmannan areas, have held a joint multi-cultural event at Raploch Community Campus, raising awareness of the Happy to Translate (HTT) language service.
Guests from Black and Minority Ethnic groups, Stirling & Clackmannan Councils, Central Scotland Police and the Central Scotland Racial Equality Council, heard speakers explain Happy to Translate: a service which ultimately overcomes language barriers, and enables good customer service to be provided to all, whatever their nationality.
Staff from both housing associations have been trained to use the Happy to Translate toolkit and intranet. This enables staff to determine the language spoken by the customer and the services required. Point pages can be downloaded from the intranet, and these enable staff and customers to have a conversation and most importantly, understand each other.
Priscilla Maramba, Central Scotland Racial Equality Council said: “It is important to have initiatives like Happy to Translate which help effective communication and promote access to information, and services to all.”
Guests were entertained by Indian and Chinese Dancers. Students from Raploch Community Campus prepared a buffet reflecting the nationalities in attendance.
Rohini Sharma Joshi, Housing Equal Opportunities Manager, HTT, said: “It has been great to work with Forth and Ochil View on this multi-cultural partnership event. Forth and Ochil View are building links and trust with communities, through initiatives like HTT, and are demonstrating they are organisations which value diversity.”

ORKNEY TO PUBLISH REPORT ON HOUSING DEMAND

A draft report on the county’s housing demands will be published by Orkney Islands Council for comment on February 11. The final Housing Needs and Assessment will help OIC and its partners understand the nature and level of housing demands in the county. It will also be fed into the Local Development Plan and Local Housing Strategy, both key policies for planning new housing in the future. Chair of the Social Services and Housing Committee, Councillor Roderick McLeod, said: “There are some interesting patterns in the population and settlement trends for Orkney which will directly affect the type, location and size of housing we’ll need in the future. “For example, the number of households in the county is expected to rise from around 9,100 currently to over 12,000 in 2031, while the size of each household is likely to decrease. The Council needs good data and information gathering in place to identify trends which impact on its housing plans. “This draft report is an opportunity for people to take at look the information the Council is currently collating, to comment on the findings and methodology, and to tell us if they feel there’s anything missing.”

STIRLING TO SCRUTINISE RENT ARREARS POLICY

Stirling Council is to fully scrutinise the process that may lead to court action being taken against tenants who refuse to pay their rent.
At a meeting of the Council’s Executive, it was agreed that a report on criteria for court action for rent arrears cases should be considered by the full Council at its next meeting on March 11. It was also agreed that all party discussions would take place prior to the Council meeting to ensure that the proposed process for dealing with evictions for rent arrears, as a last resort would have the highest degree of consistency in its application.
Portfolio Holder with responsibility for Housing Strategy, Councillor Alasdair MacPherson advised the Executive that that since the decision to halt the eviction process for Stirling Council tenants was reached by the full Council in June 2009, then it was only right the Council should decide on any changes to this policy.
Since the Council took the decision to end the use of evictions in managing tenant rent arrears the overall number of tenants in arrears has fallen from 2002 in April 2009 to 1723 in January this year. Rent arrears have risen by a total of £82,102 (18.7%) since 14 July 2009 when the new policy on evictions was agreed. Over half of this rise is attributed to around 50 tenants who have made little effort to pay despite a significant additional level of focus and support from the Council’s Housing Service.
Cllr MacPherson said: "We are in the early stages of this bold new policy of not evicting people when they find themselves in financial difficulty and procedural safeguards need to be implemented. It is good to note that the measures put in place by the Council of more face-to-face contact and support for tenants is working to reduce the number of tenants in arrears. However, for those tenants who refuse to meet their obligations or engage with our Officers for help and support and continue not to pay their rent, eviction, as a last resort, cannot be ruled out.
"The Council recently completed an internal audit review of the eviction of 23 council tenants during 2008/09. The total cost of evictions to the Council was £154,000. The Audit review concluded that: To this end, these findings would support the Shelter Scotland briefing report of November 2009 stating evictions are an ineffective way of collecting rent” and expensive for social landlords and for the public purse.”
Councillor MacPherson adds: "The findings of the internal audit clearly show that evictions are futile and end up costing the Council Tax payer a substantial amount of money.”

REFORM SCOTLAND CALLS FOR ABOLITION OF QUANGOS

Virtually all 115 quangos in Scotland should be abolished, a leading economic think tank has recommended. Reform Scotland says the quasi non-governmental organisations, which account for more than 40% of all public spending, should either have their functions brought back ‘in-house’ to government or be replaced by fully-autonomous, independent bodies. Although all leading political parties have pledged to cut the number of quangos, none has come up with a strategy that achieves the kind of drastic reduction needed to restore transparency and accountability to the political process. Under Reform Scotland’s radical proposals, bodies such as Scottish Enterprise and VisitScotland would disappear. Other quangos such as the National Museums of Scotland could become fully independent organisations, free to negotiate their own financial settlements with the Scottish Government. In a report entitled Democratic Power, the independent, non-partisan think tank says too much political power in Scotland is currently exercised by quangos operating in a ‘no man’s land’ where they are neither fully democratically accountable nor fully independent of government. The report states: “This creates a lack of openness and accountability which is not conducive to good governance. This needs to change because the power exercised by government in our democracy derives from the consent of the people and should be exercised in their interests. It is difficult for people to judge whether that is the case when the current way in which government carries out its functions blurs accountability.” Reform Scotland says there should be a shift towards government acting directly through its own departments or, where it is judged that functions would be better performed by outside bodies, ministers could enter into an ‘open and transparent contractual agreement with genuinely independent organisations’ which would be provided with the necessary funding. Geoff Mawdsley, director of Reform Scotland and one of the authors of the report, said attempts to stem the growth of quangos had been ‘piecemeal and lacking in any approach of principle’. He said: “One of the key disadvantages of handing over so much power and influence to non-elected quangos is that when something goes wrong ministers are given a way out. In other words they can shift responsibility and when that happens democracy automatically suffers. “Our remedy for this problem would mean that all quangos, apart from tribunals such as the Children’s Panel system, would cease to exist altogether.”

NEW GROUP WILL GIVE DIRECTION TO PUBLIC BODIES TO REDUCE CARBON

A new group to lead Scotland's public sector in cutting carbon emissions has met for the first time.
The Scottish Government and COSLA are joining forces to identify and promote the actions needed across the public sector to meet Scotland's ambitious climate change targets. The group will also provide a crucial link between the public and private sectors.
The Climate Change (Scotland) Act requires public bodies to tackle climate change. Climate Change Minister, Stewart Stevenson and Councillor Alison Hay, COSLA Spokesperson for Regeneration and Sustainable Development are co-chairing the group. Members will come from public bodies and the Convenor of the 2020 Climate Delivery Group will sit as an observer.
Stevenson said: "With the urgent need to reduce emissions and world leading climate change targets to meet, all of Scotland must tackle climate change. The public sector shares that commitment to act and is already playing its part - for example taking part in the Carbon Trust's Carbon Management Programme to reduce emissions, through innovative procurement of energy or in new sustainable schools.
"This new group will give leadership and direction to the whole of the public sector. We need to ensure that successes are shared and effort not duplicated as we move to a low carbon economy. The public sector also needs to engage with the private and third sectors and this group will provide that crucial link as we all look to replicate successes across Scotland."
Cllr Hay said: “On behalf of Scottish local government I welcome the formation of this joint public sector group, convened to look at what we can do collectively to meet the challenging targets that lie before us. We need to be able to work with the Scottish People and the Scottish Business Sector to achieve the behavioural change as well as attract investment into the future."

BILL MUST BE PASSED TO HELP STRUGGLING HOMEOWNERS, SAYS SHELTER

The Homeowner and Debtor Protection (Scotland) Bill must be passed to help struggling homeowners across Scotland, says Shelter Scotland.
Speaking ahead of the final stages of the Bill, Graeme Brown, Director, Shelter Scotland, said: “Mortgage repossessions may not have reached the peaks predicted a year ago – but this is testament to the work carried out by the Scottish and UK Governments and the forbearance of responsible lenders.
“But this is no time for complacency. Mortgage repossessions are still higher than five years ago. Interest rates are at historic lows and can only rise in the future and lenders forbearance may not continue forever.
“That’s why the Homeowner and Debtor Protection Bill is so important. If passed, it will require lenders, by law, to pursue every possible alternative before taking legal action.
“In addition, concerns have been raised about funding and capacity of the legal and advice sector in being able to help the homeowners who would have new rights. We share these concerns and urge MSPs to press Ministers during the bill’s final stage to ensure that there will be extra investment in the sector to help meet this demand.”
He added: “The Scottish Government’s action to bring forward these additional protections for homeowners is timely, particularly amid the current financial climate, and Scotland’s flagship commitment to give everyone the right to a home by 2012.”

EAST LOTHIAN AGREES HOUSING LAND PURCHASE

East Lothian Council has agreed to purchase two areas of land behind Dunbar High Street.
The land at Hughes Garage, Abbeylands, and to the rear of 40/44 High Street, Dunbar are both lying vacant. They have been zoned for housing under the East Lothian Local Plan and planning consent was previously granted to Castle Rock Edinvar for affordable housing on both sites.
The Council also successfully applied to the Scottish Government Town Centre Regeneration Fund for money towards this acquisition.
Cabinet member for Housing, Councillor Stuart Currie, said: "We are still in negotiations with Castle Rock Edinvar for these two small sites so can't yet comment on the purchase price. However, this will be a matter for public record as soon as the legal negotiations are concluded.
"It's unusual to find vacant areas centrally-located and with such good links to local amenities. In cases like this, we work closely with the landowner to determine if any development is forthcoming or if this would be better pursued by the Council as part of our commitment to increasing the supply of affordable housing and creating vibrant and thriving town centres."
This item was considered on the Cabinet private agenda under paragraph 6 (information concerning the financial or business affairs of any particular person other than the Authority) of Schedule 7A of the Local Government (Scotland) Act 1973.
The Council's intentions for the site will be subject to a future report to Cabinet once legal negotiations are concluded.

INVERCLYDE TO INVEST IN COMMUNITIES

A major programme of investment in key services that will directly benefit communities across Inverclyde, including £24m for Riverside Inverclyde over ten years, has been agreed by a special meeting of Inverclyde Council’s Policy and Resources Committee.
The meeting was called to allow members to consider adjustments to the Council’s agreed 10/11 Revenue Budget which was approved in February 2009 as well as the 10/14 Capital Programme.
Councillor Stephen McCabe, Leader of the Council, said: “I am delighted to be able to announce this investment programme that will strengthen key services and directly benefit communities across Inverclyde.
“Despite the major financial challenges that face the Council, we have put together a package of proposals that build on the significant funding we have already allocated through our Financial Strategy to facilitate regeneration, renew the entire Schools Estate (£250m through to 2023), and deliver new and refurbished leisure facilities (£22m through to 2014).
The programme contains a number of new proposals including an extra £800,000 spread over the next four years to increase provision of aids and adaptations, to support the elderly and vulnerable and enabling people to stay in their own homes in their local community; and an increase annual funding for Riverside Inverclyde by £487,000 to £2.1m in 2010/11 to strengthen the ability of the area to respond to the challenges of the Economic Downturn.
Cllr McCabe added: “The decision to set a detailed two year budget in February 2009 has enabled us to avoid some of the challenging issues facing other Councils – it has meant that through effective financial management, and a focus on identifying efficiencies, we have been able to maintain investment in key services.
“Our priority in this Budget has been to sustain the positive programme of change which is transforming Inverclyde and ensure that the Council and the communities of Inverclyde can continue to move forward with confidence. The Policy and Resources Committee also agreed how the Council will go about finding the £28m in savings it has identified that will be required to balance the budget over the period from 2011/2012 to 2013/2014.”
Councillor Iain McKenzie, Depute Leader said: “We will face extremely challenging decisions over the next few years as we seek to deliver £28m in savings. That is why it was essential that in addition to investing in key services we also approved a range of activity by officers over the next year to identify savings opportunities that will help the Council make real progress towards delivering this target.”

HOUSEHOLDS SIGN UP FOR INSULATION SCHEME

Thousands of households have been signing up for greener, lower-carbon homes, with the help of the Scottish Government's £15m Home Insulation Scheme.
In the opening weeks of the scheme, nearly 20,000 households have received personalised energy saving advice and greener home energy reports. In addition over 5,500 households have been referred for free or discounted cavity wall or loft insulation.
Households in 10 local authorities are being visited by doorstep energy assessors, offering energy saving advice and encouraging residents to sign up for insulation measures.
As part of the Scottish Government's recent budget, next year, funding for the scheme will be increased from £15m to £25m, including £10m for a new universal access scheme offering free insulation measures to around 90,000 homes.
Housing and Communities Minister, Alex Neil said: "Scotland is leading the way on reducing our carbon footprint and introducing modern measures for modern times, to help meet our ambitious climate change targets.
"By offering householders help with making their homes more energy efficient, people are being given the opportunity to do their bit for the environment. Importantly this is helping make homes warmer and reduce fuel bills - we've all been reminded how important this is by the freezing conditions this winter.
"The new money and measures for next year's scheme is more good news - it will not only strengthen our contribution to the climate change agenda and help us to tackle fuel poverty, but it will also provide work for insulation companies and training opportunities for energy assessors."
Mike Thornton, Director, Scotland, for the Energy Saving Trust said: "Assessors are still contacting householders in the 10 areas in Scotland where the scheme is currently operating and I would encourage everyone to take advantage and see how they could benefit."

RIVER CLYDE HOMES SEEKS VIEWS FROM TENANTS

River Clyde Homes has commissioned a customer satisfaction survey to find out what tenants and factored homeowners think of the services provided by the housing association. A company called Research Resource has been appointed to carry out the face-to-face survey of 20% of tenants – that’s 1200 interviews and 200 homeowners. The survey is the first since stock transfer in 2007 although a pre-transfer survey did take place. This latest will allow RCH to map changing trends in customer satisfaction and expectations over the last few years. Customers have been chosen randomly for interview, which should take approximately half-an-hour, although an attempt has been made to ensure a representative cross-section according to age, house type and geographic location is achieved. Lynne Carr, Chief Executive of River Clyde Homes, said: “Two years on, now seems the right time to find out what our customers think about the services we provide. It gives us an opportunity to find out what services they would like to receive in the future and what the main priorities are for tenants and owners. “I hope that customers will take the time to participate in the survey as the results will help us to improve services and to prioritise them for the coming years.” Research resource will have about 10 interviewers speaking to customers over a period of four weeks in areas across Inverclyde. Each will carry photographic identification as well as a letter of authority from River Clyde Homes. Carr said: “We take issues around community safety very seriously and if any customer has any doubts about the authenticity of one of our interviewers, they can check their ID and call us to double check. The number is 0800 013 2196. Interviewers will be trying to contact customers throughout the day and into the evening. They will also be working at weekends but our telephone number is open at all times so residents will always be able to check the interviewer’s identity.” The results of the survey are expected in late April.

DUNDEE RESIDENTS ASSOCIATION CALLS ON H.A. TO BUY MULTIS

A Dundee residents’ association has written to local housing association urging them to buy two multi-storey blocks of flat that face demolition.
Derby Street Multis Residents' Association (DSMRA) is writing to save the two multis at the top of Dundee's Hilltown. It has been campaigning against the demolition of these buildings for five years and had hoped that a change in Council administration, combined with growing realisation of the importance of social housing, would be enough to make a difference.
However, after long discussions with Dundee City Council, DSMRA has accepted that it is not going to invest in the buildings. With the support of Jimmy Black, the Council’s Housing Convenor, DSMRA is writing to housing associations to see if any of them would be interested in taking on and refurbishing the buildings.
The letter states: “As you may know, these two buildings - containing a total of 374 flats - were scheduled for demolition by the council in 2004, but have been subject to a prolonged anti-demolition campaign by our organisation. The current administration has been keen to find ways of reversing the decision and keeping the buildings, but has been finally beaten by the demands of their already heavily indebted Housing Revenue Account. It is at the council’s suggestion that we are now approaching housing associations.
“The buildings are structurally sound and, through our campaign, we have established that the flats were well-liked (we carried out two detailed surveys of tenants) and that they can be brought up to Scottish Housing Quality Standards with an investment of under £8m. There are still 77 homes occupied, with most tenants keen to remain in the buildings. Beyond the immediate needs of our members, we feel it important to retain these flats as social-rented homes for the people of Dundee.”

ABERDEEN CONSIDERS DOWN-SIZING SCHEME

A scheme to free up family-sized council homes by offering council tenants financial incentives to move to smaller properties is to be considered by Aberdeen City Council next week.
Members of the Housing and Environment Committee are being asked to approve the introduction of the scheme which could see certain tenants in three or more bedroom properties in high-demand areas being paid a downsizing grant to help them move and helped to move to smaller or more suitable vacant housing in order to increase the council's supply of family housing.
The council has almost 4,200 properties with three or more bedrooms. It is likely that some tenants, many of whom may be elderly, are living in homes which are too large for their needs, but they may be reluctant to move because of the cost implications or because they need help to move.
Some of these people may also be struggling to maintain and heat the larger properties and some may have a medical problem which makes things like climbing the stairs or cleaning difficult. Meantime, the council needs to provide suitable family housing for overcrowded and larger families.
The report, due to be considered by councillors on February 16 states: "In order to encourage under-occupying tenants in areas of higher demand to downsize and to enable this incentive scheme to be successful we need to make it financially attractive and also to make an early offer of smaller, more suitable property."
An incremental scale of payments could be made, rising with each bedroom surrendered, up to a maximum of £3,000. Householders with the oldest tenancies will be the first to be approached by the council as their tenancies are more likely to be under-occupied. Tenants should not contact the council about the scheme as only certain properties will qualify for the grant.

SCOTLAND’S FUTURE CHAMPIONS GET A CASH BOOST AS FUNDING IS TREBLED

Three talented young sporting hopefuls competing for a place in the 2014 Commonwealth Games have received a welcome cash boost from Laidlaw Scott.
Laidlaw Scott has announced it will treble its funding for the three teenagers under its Future Champions programme giving them much needed money to fund their training. The trio - a gymnast, athlete and cyclist - have been chosen to be part of the Future Champion” initiative from the Paisley-based social housing contractor. The three teenagers were identified by Laidlaw Scott as worthy of financial support to help make their sporting dreams a reality - especially with the London Olympics and Glasgow Commonwealth Games looming.
Now Laidlaw Scott has decided each is to receive £1500 each this year in addition to funding handed over last year. The figure represents a three-fold rise in financial support.
Chris Farmer, Commercial Manager of Laidlaw Scott said: “We have great confidence in the sporting ability of our three Future Champions and delighted that we are increasing their financial support.
“They represent all that is best about Scotland's young sports stars of the future - a commitment to hard work and a determination to success. We are very proud of them and feel sure they are on the right track to sporting glory.”
One of the Future Champions is Greg Brown, 16, a cycling prodigy from Renfrewshire who has excelled in competitive cycling on both road and track. He has represented his country on three occasions, and is currently on the British cycling talent team.
Greg said: “Cycling is an expensive sport to participate in and any financial support would go a long way to funding everything for me. My goal is to represent Scotland at the 2014 Commonwealth games in Scotland, and hopefully this sponsorship will help me achieve that.”
Ryan McKee, 15, from Glasgow is a gymnastics ace who has already represented Scotland on a number of occasions in competitions as far away as America, where he picked up the bronze medal in the vault. He has also been placed in the top ten at the British Championships.
Ryan said: “I want to make the Great Britain squad and represent Scotland, and the help from Mears is definitely going to give me a better chance of doing it.”
The third participant is Sean Fontana, an outstanding athlete who attended the renowned Glasgow School of Sport until the Summer of 2008. The Glasgow School of Sport is Scotland's first school dedicated to sporting excellence.
Sean (18) is a middle distance runner running in the 800m and 1500m. Over the last few year he has developed at a fantastic rate. In 2005 he was ranked 320th in the UK and 74th in Scotland. Remarkably, today he is currently 4th in the UK and 2nd in Scotland at his level.
Sean said: “I think the concept of Future Champions is great. It provides real help to people like me so that we can go on and do our best for our country.”

EVH has decided to be less square than before and have taken a Twitter account. Foster Evans of EVH said: “We're not trying to look like 50-somethings squeezed into tight jeans, but as we've always got loads of stuff and are always fresh, well why not? It's another great way for you to get jobs and news right away wherever - but we will also put on some stuff that we wouldn't otherwise mention in more official communications.
“So watch out for everything from fun and games through to the more esoteric topics and some points to ponder too (but not to write in about).” EVH does need followers to make this worthwhile. If you follow EVh’s Twitters you can say what you like about anything its posts. Its photos are out of this world - and well worth a look whenever you need cheering up. You can use Twitter from any computer and you can get Tweets through your browser or by RSS Feed in your e-mail and/or browser. Best fun of all though is if you use your mobile. All mobile providers will offer a basic service where Tweets will come in as Text Messages. But that's dead dull. Instead why not get yourself one of the free Utilities/Apps that will make Twitter come alive on your phone? You can get specific utilities for most makes of mobile - the main ones being, Windows mobile, we suggest PockeTwit. If you use a Nokia why not try Stew, and I-phone fans can get Twinkle for free and other Apps at a cost. But best of all, if you have a Blackberry we highly recommend UberTwitter.

Homeowners faced with repossession will be given greater protection under legislation passed by MSPs.
The successful passage of the Home Owner and Debtor Protection (Scotland) Bill was approved with a unanimous vote.
Housing and Communities Minister, Alex Neil said: “One of the most significant consequences of the economic recession is that too many Scots find themselves caught in a debt trap, putting family homes, and families, at risk.
“Our response, embodied in this Bill, has been to act quickly to introduce more protection for home owners and to offer support to those people who currently cannot access debt solutions.
“Finally, they are protected with the full weight of the law. In implementing the provisions in the Bill, we will continue in the spirit of co-operation that has been a feature of discussions among all political parties in the chamber.
“We will also ensure lenders, the courts, advice sector and others are geared up for implementation of the Bill.”

ARCHIAL APPOINTED TO £160M FIVE HOUSING ASSOCIATIONS FRAMEWORK

Archial Architects has been appointed to the £160m Five Housing Associations Framework in Scotland. As one of six architectural practices appointed to the four year Framework Agreement, Archial will now be eligible to bid for a series of projects. The first project in the framework is Archial’s project at Conon Bridge for 25 affordable houses and infrastructure works for Albyn Housing Society, which is currently out to tender with the framework contractors. Greg Duncan, Director at Archial Architects’ Inverness office, said: “We’re delighted to secure the appointment to this framework which presents us with a welcome opportunity to build upon our extensive design experience within the housing sector.” The Five Housing Associations comprising the framework are: Albyn Housing Society; Lochalsh and Skye Housing Association; Lochaber Housing Association; Cairn Housing Association and Pentland Housing Association.

GARTHDEE TO GET NEW SOCIAL HOUSING DEVELOPMENT

Thirty-five new flats are to be built in Garthdee by Langstane Housing Association.
The Development Management Sub-committee approved the plans for the site of the Copper Beech pub, which was destroyed by fire in October 2008. The site has lain vacant since then, with only the basement of the pub still standing.
Langstane Housing Association plans to clear the remnants of the building and re-develop it as a social housing scheme of 35 flats. Two blocks will be built: one three-storeys high consisting of 12 two-bedroom and three one-bedroom properties; the other four storeys high consisting of 16 two-bedroom and four one-bedroom properties.
The development will include a car park with 28 spaces, including two disabled parking spaces. A public footpath will connect Auchinyell Road at the front of the site to the existing path in the woodland to the rear of the site, leading to Ivanhoe Place, Deeside Drive and the old Deeside Railway Line.
Convener, Kate Dean said: “This is good news for Garthdee and Aberdeen as a whole. This development will provide much-needed social housing in the city and making good use of a vacant site which has become an eye-sore since the pub was destroyed by fire.
“Conditions attached to the planning permission mean that the developer must contribute money to community facilities in the area, which will benefit all Garthdee residents.”

PUBLIC SECTOR PROJECTS KEEP SCOTS CONSTRUCTION INDUSTRY GOING

Public-funded construction projects are helping to keep the Scottish construction industry afloat, according to the latest construction market survey from RICS.
Total workloads in Scotland in both the public and private sector fell marginally in the last quarter of 2009 although there are some signs that activity may be approaching a trough. Some areas of the market have stabilised such as public-funded non-housing construction projects although most other sectors continue to fall back with the private commercial sector seeing the biggest declines in activity compared to the last quarter.
Ongoing weakness in the market has meant that just 1% of chartered surveyors working in the construction industry reported a difficulty in the recruitment of tradespeople in Scotland. Two years ago 55% said there was a shortage and a year ago none said there was a shortage.
Workload expectations for the next 12 months have deteriorated. Some chartered surveyors are blaming this on the uncertainty of future government funding for projects in 2010 while others blame the lack of reasonable lending by banks.
Sarah Speirs from RICS Scotland said: “Construction projects in Scotland remain low and it is public sector workload which is keeping the industry afloat.
“However, with uncertainty over future funding from the government for new public sector projects, some chartered surveyors expect even less new construction work to start in Scotland in 2010. We need the Scottish Government to commit to funding and for banks to start lending on reasonable terms.”

REPOSSESSIONS DROP 13 PER CENT

Mortgage lenders took 10,200 properties into possession in the fourth quarter of 2009 - 13% lower than in the third quarter, and two per cent down on the fourth quarter of 2008, according to the CML.
This figure reflects the number of possessions taken by first charge lenders on both home-owner and buy-to-let mortgages. In 2009 as a whole, this brought the total number of possessions to 46,000. This was lower the CML's most recent forecast of 48,000, and significantly fewer than the 75,000 forecast at the start of the year, but still 15% higher than the 40,000 in 2008.

In terms of payment difficulties, 188,300 mortgages ended the year with arrears equivalent to at least 2.5% of the outstanding mortgage balance (for example, £2,500 or more arrears on a £100,000 mortgage balance). This was lower than the 195,000 the CML had anticipated, and 3% lower than at the end of the third quarter - but still 3% higher than at the end of 2008.
Within the total number of arrears cases, there is a different picture in terms of what seems to be happening among households with lower levels of arrears (where the numbers are improving), and higher levels of arrears (where the numbers are little changed).
This suggests that at present some borrowers facing only modest difficulties are being helped by low interest rates to get back out of trouble, whereas those with more severe problems may be stabilising their arrears but not recovering from them, and lender forbearance is likely to be a significant factor keeping them in their homes.
Looking ahead, CML's current 2010 forecast of 205,000 arrears cases and 53,000 properties taken into possession may be a little pessimistic, given that unemployment is faring better than expected so far, and that low interest rates, lenders' arrears management policies, and government assistance schemes are working well to support many borrowers through temporary difficulties.
However, the economic and political outlook remains uncertain, and interest rates may rise sooner than we expect if inflationary pressures build up. It would be premature to assume that housing market recovery will necessarily follow a smooth course.
CML director general, Michael Coogan said: "The fact that mortgage arrears and possessions did not rise as much as we feared in 2009 is testament to the effect of low interest rates, and a great deal of concerted effort by lenders, government and the advice sector to help borrowers to address financial difficulties when they occur.
"We are not out of the woods yet - 2010 will still be a challenging year for many borrowers, and some households will inevitably find their finances being squeezed if and when interest rates do eventually rise. But borrowers should feel reassured that lenders want to help them keep their homes wherever possible. The vast majority of people who get into arrears manage to keep their homes, and will do so even if interest rates rise. Seeking advice as soon as financial problems occur will help to minimise the risk of the situation getting out of control."
Graeme Brown, Director, Shelter Scotland, said: “Behind each one of these numbers is a heartbreaking story of a family losing their home and having to rebuild their lives. The figures reinforce the need for the Homeowner and Debtor Protection Bill (3), which, if passed today in Parliament, will require lenders, by law, to pursue every possible alternative before taking legal action in Scotland.
“Mortgage repossessions may not have reached the peaks predicted a year ago – but this is testament to the work carried out by the Scottish and UK Governments and the forbearance of responsible lenders. But as CML says, we are not out of the woods, particularly with predictions of 53,000 repossessions this year. This is no time for complacency. Mortgage repossessions are still higher than five years ago. Interest rates are low and lenders forbearance may not continue forever. Reform of mortgage protection is a must for these reasons. “

EDINBURGH PLANS NEW CARE HOME AT DRUM BRAE SITE

A new care home for older people will be built on the former site of Drum Brae Primary School in Edinburgh.
This will be the fifth new care home that Edinburgh City Council has developed as part of its strategy for providing a high quality care environment. All the Council’s new care homes have been designed to a high specification and include activity rooms, hairdressing rooms and support facilities.
Councillor Paul Edie, Health, Social Care and Housing Convener for Edinburgh, said: "I am delighted that a vacant school site will become a new care home for older people. The new home will allow residents the opportunity to stay in excellent accommodation, which meets their needs.
"As a Council we are committed to offering high quality residential care for older people in the City and I am confident this project will deliver first class accommodation."
Councillor Marilyne MacLaren, Children and Families Convener for Edinburgh said: "It’s fantastic that the old site of Drum Brae Primary School is being put to good use so quickly. The site will provide an excellent base for a new care home to be built while delivering a vital service for older people within the City.
"It is important that older people have choice in the care they receive and I’m sure this new home will be delivered to the highest quality."
It is planned that the new care home will be ready for occupation by the end of 2012.

NEW EAST LOTHIAN SERVICE GIVES EASY ACCESS TO HOME ADAPTATIONS

A new service has been launched by East Lothian Council to give people quick and easy access to simple equipment and adaptations that will help them at home.
The Occupational Therapy (OT) self selection service was developed to help people aged 16 and over who are having difficulty with simple household or personal care tasks due to disability, illness or age.
Residents will be able to select and order from a catalogue of simple items, all specially designed for the task. All of the items are available free of charge and without the need for a professional assessment. Relatives and carers can also request items on another person's behalf.
Cabinet member for Partnership and Social Care, Councillor Ruth Currie, said: "We have an exceptionally high number of people being referred for Occupational Therapy assessments and the need for the service continues to grow. Some people will require in-depth involvement but, for others, small changes could make a big difference.
"This OT self selection service has been developed so that people with more straightforward needs can have their requests dealt with quickly and easily, and access items that will help them to live more safely and independently without undue delay. This, in turn, will free up professional resources to attend to those people who have more critical needs.
"This is one of a range of measures we will be introducing as part of our commitment to improve access to high quality social care services, reduce waiting times and make best use of our resources."
The equipment ranges from walking sticks and key turners to specially adapted cups and cutlery. There are also minor adaptations to provide balance and support inside or outside the home such as grab and handrails. All of the items have clear photographs and descriptions, including weights and measurements, and an order form is included within the catalogue.
Customers can complete and return the form to the self selection service where it will be screened and processed by a member of social work staff. The service will be reviewed to determine how well it meets the needs of the people who use it. The Occupational Therapy self selection service is funded by East Lothian Council and was developed in partnership with NHS Lothian.
