    TENDER: DAY TO DAY REPAIRS NORTH REGION

    Cairn Housing Association invites expressions of interest from suitably qualified contractors to undertake the co-ordination, management and delivery of the day to day repairs service and void management service to their housing stock in the Highlands and Moray.

    The geographical location of the properties includes Inverness and surrounding areas as well as properties in Ullapool, Muir of Ord, Tain, Dornoch, Thurso, Wick and Forres.

    Cairn Housing Association will issue a Pre-qualification Questionnaire, administered by our Consultants, to all prospective bidders and following assessment of the submissions will prepare a list and issue tender documentation. The maximum number of bidders invited to tender will be five.

    Expressions of interest must be received by 12th August 2010 before 1pm by email to: campbell.skinner@thekeegansgroup.com who will issue the Pre-qualification Questionnaire electronically to prospective bidders on behalf of Cairn Housing Association.

    TENDER: WORKS CONTRACT FOR HEATING REPLACEMENT PROGRAMME
    26 July 2010

    Lanarkshire Housing Association Ltd is inviting expressions of interest from suitably qualified and experienced contractors to carry out its heating replacement programme during 2010-11 and 2011-12.

    The programme involves the decommissioning and removal of existing gas and electric systems and installation of replacement gas fired heating systems to approx. 213 housing and flats in the Forgewood Estate, Motherwell and Jewel Estate, Belishill. The work will be carried out in occupied premises.

    Interested parties will be asked to complete and return a generic pre-qualification form and project specific questionnaire by Thursday, August 5. Practices being invited to participate in the next stage of the selection process, submission of a priced tender, will be selected from those submitting completed forms in the required time scale.

    This event, supported by the Scottish Government, provides an opportunity to contribute to the consultation on Fresh Thinking, New Ideas. It follows on from the success of last year's ‘Investing in Affordable Housing' conference.

    Housing policy in Scotland is facing ‘unprecedented challenges'. Over the next 25 years the number of households is projected to increase by more than a fifth to 2.8 million, increasing the pressure on the housing market. Recent events have shown how closely the housing market and the health of the wider economy are intertwined with affordable housing playing an important role in Scotland's Economic Recovery Plan.

    There are challenges to be met in terms of homelessness targets, meeting the needs of an ageing population and reducing carbon emissions. The scale of the challenges, coupled with emerging opportunities and a reduction in capital resources means that carrying on as usual is not an option.

    Getting Involved in the Charter – Working Together for Better Outcomes

    is hosting a one day conference for tenant participation workers and support staff which will enable delegates to find out more about the proposed Social Housing Charter and how to support tenants and colleagues to get involved in its development.

    The local outcomes will be negotiated locally between landlords and tenants so plans will be needed to engage with tenants, to get people involved and work together to produce particular outcomes.

    A member of the Scottish Government’s Charter team will inform delegates about the progress that is being made in the Charter’s development and the plans for further consultation during 2011.
    Discussion will also focus on the government’s proposals contained in its new consultation paper Housing: Fresh Thinking, New Ideas.

    The conference will take place on Thursday 30th September 2010 in The Golden Lion Hotel, Stirling. Registration will commence at 9.30 a.m. The conference will start at 10 a.m. and finish at 3.30 p.m.

    CONTRACT AWARDED FOR NEW ORKNEY HOMES
    26 July 2010

    Efforts to create more affordable housing have taken a major step forward with a contract to build 40 new homes in Kirkwall for Orkney Islands Council and Orkney Housing Association Ltd awarded to Orkney Builders (Contractors) Ltd.

    The joint project between OIC and OHAL will deliver a range of homes in the Grainbank area of Kirkwall over the next two and a half years.

    The Grainbank development will include 29 two-bedroom houses, two four-bedroom houses, and nine three-bedroom houses.

    Four of the two-bedroom houses will be single level ‘amenity’ housing, ie homes with wider doorways for walking fames and mobility aids. One of the two bedroom homes will be fully wheelchair accessible throughout.

    Work is expected to start on-site in October, with construction taking place in two phases: Phase one – 20 houses completed and ready for moving into in winter 2011; and Phase two – final 20 houses ready for moving into in winter 2012.

    Chair of the Council’s Social Services and Housing Committee, Councillor Roderick McLeod said: “This is one of the largest housing projects since the Papdale development. It’s also a first for OHAL and OIC who have approached the project together from the start, to make the best out of the different funding packages available to both our organisations.

    “At a time when the waiting lists at OHAL and the Council are growing it is very pleasing to be able to announce this important development in both our house building programmes, but there is much work ahead of us. We will continue now to closely monitor funding sources for opportunities to bring projects forward for the 800 households in Orkney waiting for affordable housing.”

    While the council has been handling the tendering process for the project, it’s anticipated that OHAL will take possession of around twenty of the houses in due course and make them available for a mix of affordable rent and ‘shared equity’.

    Sally Inkster, Chief Executive of OHAL said: “There is great demand for family homes in within Kirkwall and we are pleased to be part of a project which offers people the opportunity to become a Council tenant, and OHAL tenant, or to pursue shared equity if that suits them better in this highly sought-after area of Orkney.”

    Charlie Kemp, Director of Orkney Builders said: “As a local company we are delighted to be awarded this prestigious contract which will help to secure jobs for our workforce and enable us to continue our apprentice training scheme. We will now be focussing on the planning process with a view to commencing works on site in the autumn.”

    The council received a total of £500k (£25k towards each house) from the Scottish Government’s Kick Start programme for the Grainbank project. OHAL’s building programme is funded though a mix of private finance, the Housing Association Grant Scheme, and proceeds of sales of shared equity houses.

    HOUSEMARK WELCOMES SCOTTISH OMBUDSMAN TO NEW SERVICE

    HouseMark has welcomed the Scottish Public Services Ombudsman to Ombudsman Says - one of its services for improving performance in complaints handling.

    Scottish Ombudsman, Jim Martin, said: "We are delighted to join this useful initiative and welcome the benefits it will bring landlords and their tenants. This service offers a valuable learning tool for registered social landlords in Scotland and elsewhere."

    Alex Neil, Minister for Housing and Communities, also welcomes the sharing of knowledge and experience in ‘Ombudsman Says’ as well as recognising the importance for organisations to use accurate cost/benefit analysis.

    He said: "I’m encouraged to see that a number of our Scottish councils and RSLs are participating in HouseMark’s cost benchmarking pilot which will help them better understand their cost drivers. Today more than ever, it is vital that every penny of a landlord’s income is spent wisely.”

    Ombudsman Says was originally set up by HouseMark and the Housing Ombudsman Service in April 2009 to give public access to case digests of the most important Ombudsman decisions. The service has since expanded to include the Public Services Ombudsman for Wales and the Local Government Ombudsman. With the Scottish Public Services Ombudsman now on board, visitors to the site can enjoy fast and easy access to a wider range of case digests from across the UK.

    HouseMark’s deputy chief executive, Sam McGrady said: "Now those people interested in how issues are resolved will be able to access case digests from across England, Wales and Scotland from one public website. As regulation changes the role of the Ombudsman may change with it and we will continue to support their work both on and offline."

    PERTH AND KINROSS CELEBRATE COMPLETION OF HOME PROJECTS

    Perth & Kinross Council’s Housing & Community Care Service is celebrating the completion of two major projects - the Bathroom and the Kitchen Renewal Projects.

    Both have been completed ahead of schedule and with much positive feedback from tenants. August 2005 saw the start of the five-year Kitchen Renewal Project which has seen new kitchens fitted in 6846 houses across the area.

    The project work, undertaken by Sidey, was completed three months ahead of schedule. Installations were consistently completed within the 10-day target for each home and overall satisfaction was extremely high at over 99%. The project is anticipated to cost approximately £32m.

    The Bathroom Renewal Project started in May 2007 and was scheduled to take three years, however the 6500 houses and 10 public bathroom areas in sheltered housing blocks were completed five weeks early by Connaught. There was a six-day target for installation and again this was largely met, with 98% satisfaction levels amongst Council tenants. The final cost for the project is expected to be around £23.5m.

    Housing & Health Convener, Councillor Peter Barrett, was joined by Council officers and representatives from Sidey and Connaught at the home of tenant Ruby Mills who had both a new kitchen and new bathroom fitted. Ruby said she was very happy with the works done and felt the involvement of tenants in the projects had been helpful.

    Cllr Barrett said: "I am extremely pleased with the work respectively done by Sidey and Connaught in partnership with the Council to renew kitchens and bathrooms in our council houses. The focus for these two projects has been to improve facilities and so deliver better housing.

    “Therefore, the completion of both, within the agreed timescales and to such a high level of tenant satisfaction, gives me great pleasure. I know the projects have made a real difference to people throughout the Perth and Kinross area and I would like to thank Sidey, Connaught, Council staff and our tenants for working together so well for this excellent end result."

    GOVERNMENT FUNDING HELPING COMMUNITIES GO GREEN

    Climate Change Minister, Stewart Stevenson has visited Comrie to see how a local community-led project is reducing the village’s carbon footprint.

    Funding from the Government’s Climate Challenge Fund (CCF) is helping the Comrie Development Trust develop projects including a street-by-street insulation programme, community composting, food production, renewable energy production for community buildings and a local transport plan.

    The Minister will also be shown around nearby Cultybraggan, the former army base which has been redeveloped, again using the support of the CCF. The site now includes green buildings for local workspace and manufacturing, allotments for local food production and scope for leisure and recreation opportunities.

    The Comrie Development Trust has received almost £476,000 for these two groundbreaking projects from the Climate Challenge Fund. Earlier in the day, the Minister will be in Twechar to see the work of Green Energy Aware Twechar – which is similarly using funding from the CCF to bring a community together to reduce carbon emissions.

    Mr Stevenson said: “Only by working together in communities across Scotland can we hope to achieve the world leading climate change targets we have set. That is why the projects I am visiting today are so important. It shows people coming together where they live and taking innovative and concerted action to reduce carbon emissions.

    “There are 261 CCF funded communities across Scotland and I hope that examples such as the ones I have visited today can inspire even more communities to take action to reduce carbon emissions.”

    EDINBURGH COMMUNITY CLEAN UP GETS RESULTS

    Community clean ups to help keep Edinburgh beautiful have increased significantly over the last three years, Edinburgh City Council has announced.

    As a result of several initiatives including the Services for Communities Edenburgh campaign - the number of community litter-picks has more than trebled over the last three years. In 2007, over 1,200 volunteers who took part in litter picks, however this has increased dramatically to over 5,000 volunteers in 2010.

    For a number of years, the council has been involved in the National Spring Campaign alongside Keep Scotland Beautiful - to encourage local residents to become involved in clean ups. These types of activities prevent litter and fly-tipping, as well as educating people on the rubbish they throw away and the impact this can have on their local community.

    Over the last three years, groups of local people, voluntary organisations and schools have all contributed to making Edinburgh a stunning capital city.

    Councillor Robert Aldridge, Environmental leader, said: "This is fantastic news as community clean ups all contribute to making Edinburgh a cleaner and greener city. These activities also benefit the local community, with everyone helping to make their local neighbourhoods cleaner and more attractive. I would like to say a big 'thanks' to all the volunteers who have been giving up their free time over the years, to keep our reputation as - one of the most beautiful cities in Britain."

    Donna Niven, of Keep Scotland Beautiful, said: "We'd like to thank all the volunteers who have taken part in litter picks across Edinburgh this year. We are working towards a Zero Waste Scotland so the simple act of clearing litter taken by these volunteers will make a real difference to local communities and visitors to the city; giving people a more pleasant environment to enjoy."

    IRWIN MITCHELL SEES CONFIDENCE RETURNING TO HOUSING MARKET
    26 July 2010

    Lisa Shenton, a Partner and Head of Conveyancing at law firm Irwin Mitchell, which has offices in Glasgow, is expecting the housing market to continue on the road to recovery after seeing a huge increase in the number of transactions completing last month.

    Shenton said that although many experts predicted a decline in the number of completions throughout 2010, the current level of transactions indicated a more positive outlook for the housing market. Irwin Mitchell reported a 52% rise in the number of completions they acted on in June than in May this year, with year on year figures for June also up by 19%.

    Shenton said: “We saw an incredible rise in the number of completions in June and this is a sure sign of increased confidence in the market. As a result of limited mortgage availability and the withdrawal of HIPS there is a vast supply of houses on the market at the moment and this has put buyers in a very strong position.

    “We expect the number of completions in July to remain high as people try to finalise their move before the start of the new school term, and we’re also expecting a busy December as buyers try to push through their purchases before the increase in VAT on 1 January 2011.”

    The Council of Mortgage Lenders (CML) reported a rise in the number of loans granted to homeowners in May, 9 per cent higher than in April and 28 per cent more than in May the previous year.

    A report by property website Rightmove also suggested house prices will fall this month, after large numbers of homeowners decided to sell at cut prices. The average house price was almost £1,500 less than last month, causing a number of prospective sellers to worry about the value they are getting for their home.

    Shenton continued: “There are floods of people wanting to sell their houses and these far outnumber the buyers in the current market, and this is putting buyers in a strong position. It is certainly a buyer’s market and it is likely to be a while before this balance is redressed to put buyers and sellers on an even footing, and until this time it is likely that prices will remain fairly steady

    “Nevertheless, prices are not falling in every area. There are some areas which are extremely desirable and popular with buyers and these locations will always command a premium.”

    GOVERNANCE OF SCOTTISH HOUSING ASSOCIATIONS

    To date, nine committee members have successfully completed this qualification and received their certificates, and nineteen are currently participating. Successful completion of the qualification will lead to the award of a Certificate recognised by the Scottish Qualifications Authority (SQA).

    The qualification is for all committee members but it is recommended that candidates have served on the committee for at least one year. The qualification is based on a vocational qualification format - that is, you gather evidence of your knowledge and experience and show that you understand your role and responsibilities as a Committee member

    This induction day will introduce candidates to the qualification, answer questions, explain the methods of assessment, register them with SQA and suggest the best ways to gather evidence. The qualification is estimated to take between 9 and 12 months to complete and requires several meetings between the candidate and the assessor.

    For many years front line staff have been attending our housing benefit courses and identifying major problems with the delivery of benefit services locally. Because these staff deal with issues on a case by case basis they are not able to resolve systematic problems. Urgent action is needed by senior managers to deal with:

  • Cash flow problems due to illegal late payments of housing benefit – the law requires the local authority to make payments to you within 14 days, yet many of your claims are taking 3-4 months to process

  • Erroneous recovery of overpayments from landlords and tenants, resulting in landlords carrying debts, acting unfairly to tenants by recovering incorrect arrears and often illegally pursuing a debt through the courts

  • Serious poor performance by poorly trained and poorly resourced benefit staff is leading to numerous incorrect decisions costing Scottish landlords and their tenants millions of pounds each year

    This briefing is for senior managers responsible for finance or housing management issues. The key problem areas will be outlined and a plan of action proposed which will save every landlord who attends substantial sums of money.

    CAIRNGORMS HOMES PLAN CRITICISED BY ENVIRONMENTAL GROUP

    The Cairngorms National Park Authority’s plans to address affordable housing issues have been criticised as “inadequate” by an environmental group.

    The Scottish Campaign for National Parks (SCNP) claims the park’s draft local plan could exacerbate the problem by creating “enclaves of ‘second homes’ for affluent people”. The group has lodged a formal objection to the draft plan, which was the subject of a public inquiry last year.

    The inquiry reporters made a number of recommendations for changes to the plan, including in areas of economic development and affordable housing. But under the rules applicable at the time of the hearing the park authority is not obliged to act on them. Had the inquiry been held a few months later, the park would have had to accept the reporters’ recommendations.

    A public consultation on post-inquiry modifications has now ended and the park will consider all the representations it received. The board is expected to discuss its response and what steps are required at a planning committee meeting on August 20.

    In the inquiry report park chiefs have been advised to revise their draft policy document – the first local plan for a national park in Scotland – to ensure the right emphasis for encouraging economic development. The guide will replace the existing four separate plans for the Highland, Moray, Angus and Aberdeenshire council areas and ultimately govern all planning applications within its boundaries.

    SCNP chairman, Bill McDermott said: “In the absence of sound information on housing requirements, and an over-reliance on open-market housing as a potential vehicle to securing affordable and local needs housing, we consider that the local plan housing policies are not fit for purpose.

    “They are in direct contradiction of the primary aim of the national park which must be conservation in those circumstances, as here, where there is an irreconcilable conflict and the potential for a further explosion in second homes.”

    The SCNP has also criticised the park authority’s recent decisions to approve two significant housing developments. An Camus Mor will eventually see 1,500 homes built on the Rothiemurchus Estate, while 300 homes were approved for Kingussie.

    Hillcrest Housing Association’s Making Money Work Project and Pre-tenancy Service successfully completed a rigorous assessment process to gain the accreditation. The process looked at all aspects of the services activities including management, planning, accessibility, customer care, service provision and technical competence.

    Lord Provost, John Letford said: “Hillcrest has once again demonstrated the quality and expertise in housing matters that makes them leaders in their field. Communities and customers throughout Dundee will be grateful to Hillcrest for the very important initiatives they provide which ultimately enhance the quality of their lives."

    The accreditation standards were developed by the Scottish Government to ensure that advice services throughout Scotland are being delivered to an acceptable and consistent level.

    Wider Role Co-ordinator, Joy Watson, said: “We knew that both projects were providing an excellent service to customers but we had to work hard as a team to collate evidence and produce sufficient documentation to demonstrate this.

    “The staff from both projects were also interviewed at length and the auditor was impressed with the knowledge and commitment of the team. We are very pleased that the quality of what we do and the service we provide across the city of Dundee has been officially approved.”

    Making Money Work helps people in Dundee who are thinking about moving from benefits into employment, education or training by tackling any financial issues such as accessing bank accounts, advising on in-work benefits, budgeting or dealing with any hidden debts. The project is funded by the European Social Fund and Dundee Partnership.

    The Pre-tenancy Service helps people in Dundee who have been homeless move towards tenancy by dealing with any financial issues that could prevent the tenancy from being sustained such as budgeting, accessing benefits, accessing goods and services.

    NEW HOMES FOR DISABLED VETERANS OPENS IN PERTH
    27 July 2010

    A new housing development for disabled veterans has opened in Perthshire.

    Poppy Court, at Scone, was built as part of the £6m Houses for Heroes programme that aims to deliver 60 new houses in Scotland. More than £3m has been raised and 20 houses built since the programme was launched in April 2008.

    Poppy Court, which features 10 flats specifically designed for disabled veterans, was officially opened by Poppy-Scotland president, Lieutenant General Sir Alistair Irwin.

    PoppyScotland was the main funder of the Scone development, which will be run by the Scottish Veterans’ Garden City Association (SVGCA).

    Sir Alistair said: “We are honoured that the development in Scone has been named in recognition of our support, a tribute to the hard work of all our Poppy collectors and of course to all those in Scotland who contribute so generously to our annual appeal.

    “One of PoppyScotland’s key activities is to help fund the work of veterans’ charities who deliver specialist services to veterans and their families. SVGCA’s project here in Scone is a welcome and significant step on the long road to meeting the housing needs of ex-service men and women both now and in the future.”

    SVGCA chairman, Colonel Robert Watson said: “SVGCA met the challenge in 1915 and today, as the largest ex-service housing charity in the UK, continues to do so with these new houses for the young veterans of recent and current wars and their families.”

    PLANS SUBMITTED FOR EXPANSION OF MORAY VILLAGE
    27 July 2010

    Plans have been submitted to Moray Council by The Crown Estate for nearly 60 new homes at Mosstodloch, Moray, The Press & Journal has reported.

    The development of 59 homes includes 12 affordable houses and is proposed for a site on the Fochabers Estate, to the east of Stynie Road, which is allocated for housing under the Moray Local Plan. A public exhibition was held in March and suggestions made by residents have been built into the proposal.

    House plots have been adjusted to provide maximum privacy to homeowners in Mossmill Park, and The Crown Estate has also proposed a further footpath as a result of local feedback.

    Crown Estate’s head of new business development, Alan Laidlaw, said: “We are pleased to have reached this important stage and would like to thank local residents for sharing their views and suggestions. Feedback from the public has been overwhelmingly positive and we are confident this important development will be an asset to Mosstodloch and the wider Moray area.”

    Fochabers-Lhanbryde councillor, Douglas Ross said: “There has been good consultation with the local people, which I think has been appreciated. Additional housing will bring more families to the area, which can only be a good thing.”

    He said the village already had good infrastructure, with its school, shop and garage being suitable for a larger population. The development will include a range of properties, from one-bedroom flats to four-bedroom homes.

    Mr Laidlaw added: “While most of the properties will be for sale, the affordable housing element will be made up of both properties for sale and rent. The ratio will depend on what Grampian Housing Association determines will best meet local need further down the line.”

    STRATHCLYDE CRACKS DOWN ON ASB
    27 July 2010

    Almost 400,000 incidents of anti-social behaviour were dealt with by Strathclyde police last year, according to the latest figures, which were revealed as officers launched a major crackdown on issues which blight communities in the west of Scotland.

    Residents will be urged to play a role in shaping the future of the areas through a series of meetings held throughout the force area.

    ‘Don’t let anti-social behaviour ruin your life’ was the message from Assistant Chief Constable, Campbell Corrigan as people are called on to stand up for their community in the force’s Campaign Against Violence.

    He was joined by Cabinet Secretary for Justice Secretary, Kenny MacAskill, at the launch in the Whitehill area of Hamilton to encourage people to report the incidents that make their lives miserable.

    Last year, Strathclyde Police dealt with 383,441 incidents of antisocial behaviour, a fall of 2.6% from the previous year’s figure of 393,569. These included 53,261 incidents of vandalism, 70,580 disturbances and 39,421 complaints of people drinking in public.

    ACC Corrigan said: “We are delighted that people are coming forward but, we know that some people think they just have to live with it – they don’t.”

    Kenny MacAskill said: “This campaign underlines that no victim of anti social behaviour has to suffer in silence.”

    GOVERNANCE OF SCOTTISH HOUSING ASSOCIATIONS

    To date, nine committee members have successfully completed this qualification and received their certificates, and nineteen are currently participating. Successful completion of the qualification will lead to the award of a Certificate recognised by the Scottish Qualifications Authority (SQA).

    The qualification is for all committee members but it is recommended that candidates have served on the committee for at least one year. The qualification is based on a vocational qualification format - that is, you gather evidence of your knowledge and experience and show that you understand your role and responsibilities as a Committee member

    This induction day will introduce candidates to the qualification, answer questions, explain the methods of assessment, register them with SQA and suggest the best ways to gather evidence. The qualification is estimated to take between 9 and 12 months to complete and requires several meetings between the candidate and the assessor.

    For many years front line staff have been attending our housing benefit courses and identifying major problems with the delivery of benefit services locally. Because these staff deal with issues on a case by case basis they are not able to resolve systematic problems. Urgent action is needed by senior managers to deal with:

  • Cash flow problems due to illegal late payments of housing benefit – the law requires the local authority to make payments to you within 14 days, yet many of your claims are taking 3-4 months to process

  • Erroneous recovery of overpayments from landlords and tenants, resulting in landlords carrying debts, acting unfairly to tenants by recovering incorrect arrears and often illegally pursuing a debt through the courts

  • Serious poor performance by poorly trained and poorly resourced benefit staff is leading to numerous incorrect decisions costing Scottish landlords and their tenants millions of pounds each year

    This briefing is for senior managers responsible for finance or housing management issues. The key problem areas will be outlined and a plan of action proposed which will save every landlord who attends substantial sums of money.

    Housing policy in Scotland is facing ‘unprecedented challenges'. Over the next 25 years the number of households is projected to increase by more than a fifth to 2.8 million, increasing the pressure on the housing market. Recent events have shown how closely the housing market and the health of the wider economy are intertwined with affordable housing playing an important role in Scotland's Economic Recovery Plan.

    There are challenges to be met in terms of homelessness targets, meeting the needs of an ageing population and reducing carbon emissions. The scale of the challenges, coupled with emerging opportunities and a reduction in capital resources means that carrying on as usual is not an option.

    is hosting a one day conference for tenant participation workers and support staff which will enable delegates to find out more about the proposed Social Housing Charter and how to support tenants and colleagues to get involved in its development.

    The local outcomes will be negotiated locally between landlords and tenants so plans will be needed to engage with tenants, to get people involved and work together to produce particular outcomes.

    A member of the Scottish Government’s Charter team will inform delegates about the progress that is being made in the Charter’s development and the plans for further consultation during 2011.
    Discussion will also focus on the government’s proposals contained in its new consultation paper Housing: Fresh Thinking, New Ideas.

    The conference will take place on Thursday 30th September 2010 in The Golden Lion Hotel, Stirling. Registration will commence at 9.30 a.m. The conference will start at 10 a.m. and finish at 3.30 p.m.

    GREEN LIGHT FOR SUSTAINABLE HOMES AT VACANT CITY SITE
    28 July 2010

    A brownfield site in Inverness that has lain derelict for over 15 years will be transformed to provide 100 sustainable homes, backed by Scottish Government funding, First Minister, Alex Salmond has announced.

    Highland Housing Alliance has purchased the Glendoe Terrace site in Merkinch near the city centre - with 1 million pound finance from The Highland Council and 530,000 pound Vacant & Derelict Land funding provided by the Scottish Government.

    The plans were unveiled by the First Minister as he joined Housing & Communities Minister, Alex Neil and local councillors to see the finishing touches being made to Scotland's Housing Expo - hosted by the Highland capital and expected to attract around 30,000 visitors from across the country.

    Salmond said: "I'm very pleased to see first hand the exciting sustainable developments on show here at the Housing Expo, the first of its kind in Scotland. The ideas and innovation on show can inspire developers, planners and architects across the country. Up to 400 people have been employed on site in the lead-up to the event - underlining the importance of capital investment in housing to supporting jobs and economic growth.

    "I am delighted to announce today that the Highland Housing Alliance will be taking forward some the Expo's innovative ideas on derelict land at Glendoe Terrace, Merkinch. They and the Council have been keen to develop this site for many years and through their partnership with the Scottish Government, they are now able to create around 100 new homes, building on some of the green principles on show at the Expo."

    Convener of The Highland Council, Councillor Sandy Park said: "This is the latest example of the excellent work that is being achieved by the council and its partners to identify land for affordable houses. I am particularly pleased that the design features of the sustainable houses in Scotland's Housing Expo will be developed at this highly-integrated housing development in Merkinch."

    Chief Executive of Highland Housing Alliance, Susan Torrance, added: "We are proud to deliver the build of the Expo homes in collaboration with six developers - William Gray Construction, Tulloch, Robertson Highland, Morrison/Galliford Try, O'Brien Homes, James MacQueen, Skye and G F Job - on behalf the Expo event and see our vision come to life.

    “It has been a real challenge to create something from the ground up. Over the past five years, we have been involved in coordinating the planning submissions and 25 architect/developer teams who have built more than 50 innovative, sustainable homes for the Expo. Our aim is to inspire the industry by bringing new skills and fresh ideas into future house designs and we are proud to see this vision put into practice at Merkinch."

    Alex Neil said: "The Housing Expo in Inverness is a fantastic showcase of the ambition and talent we have in Scotland to create high quality homes for the future, which don't cost a fortune to buy or run. Providing more affordable homes for people in Scotland is a top priority for the Scottish Government and this year the Highlands and Islands benefited from over £36m.

    “We're also providing over £2m to support the construction of 106 new council houses in the region. It's fantastic to see this making a difference - these innovative housing projects are great news for local people looking for a new home and for the construction industry and jobs."

    AGEING POPULATION TO POSE MASSIVE PROBLEMS FOR HOUSING PLANNERS

    An ageing population will pose massive problems for housing planners in Scotland, according to a new Scottish Government report.

    The Impact of Population Ageing on Housing in Scotland warns that costs are set to rise rapidly in three key areas.

    The demand for suitable housing stock, the need for support to live at home and the need for homes to be adapted to suit older people are all increasing. Bathrooms and shower adaptations are the most common changes needed by elderly residents, and in Glasgow alone, 11,000 households need to be adapted.

    The degree to which homes have already been adapted varies from 10% of total households in West Dunbartonshire to less than 1% in the City of Edinburgh, with an average of 4% of households improved across Scotland.

    Meanwhile specialist accommodation such as sheltered housing is under pressure, complicated by the fact that although older stock is often unsuitable it can be the housing which is most popular with residents. Pressure can be highest in poor areas, with disabled pensioners more common in areas of high multiple deprivation.

    The suitability of newbuild housing for older people is improving but the impact of this is slow. Meanwhile the population aged 65 and over is projected to rise from 857,000 in 2008, to 1,409,000 in 2033 and the number of households with a head of household aged over 65 is projected to increase from 594,330 to 951,770 over the same period.

    The report warns that large numbers of later middle aged people will reach retirement age at the same time and the housing market could be affected if they all need to sell their homes to free up cash, or to move to smaller accommodation.

    ALBYN OPENS NEW HOMES IN GAIRLOCH
    28 July 2010

    Twelve families now have much-needed new homes in Gairloch, thanks to Albyn Housing Society’s development in the site of a former hotel at Achtercairn.

    The new development of affordable homes includes eight for rent to applicants from the Highland Housing Register and four for low-cost sale under the LIFT Shared Equity Scheme.

    Albyn bought the land from The Highlands Small Communities Housing Trust in 2005 and the two organisations worked in close partnership with The Highland Council and the community to agree a development master plan.

    Calum Macaulay, Chief Executive of Albyn, said: “We are delighted to have completed this latest development. It’s clear that affordable housing is a major priority locally and this key site allows for additional provision in the future.

    “We’re pleased to have delivered our promise to the community, by providing a development of high quality homes which will be a community asset for decades to come. None of this could have happened without the support from the Trust and the Highland Council, not to mention the funding from Scottish Government. The resulting homes are a credit to these efforts.”

    Local councillor, Richard Greene said: “I am delighted to welcome the completion of phase one of the Housing Development at Achtercairn, Gairloch.

    “I wish to thank the HSCHT, Albyn and the Highland Council for their determination to see this part of development through to completion. I also wish to pay tribute to the efforts of the Achtercairn development group, Gairloch Community Council and former councillor Roy Macintyre in progressing the scheme.

    “However, while there is delight from those whose allocations have been successful there is a considerable waiting list and on their behalf we must double our efforts to press on with phase two.”

    The layout is designed to take account of future development including commercial and community uses and the majority of properties enjoy beautiful views across Loch Gairloch and beyond.

    Designed by Colin Armstrong Associates, each property benefits from air source heat pumps for hot water and heating, as well as extensive use of painted timber cladding sourced in the Highlands as part of Albyn’s commitment to high quality, sustainable, low energy design.

    The project was supported by a £1.2m Housing Association Grant provided by the Scottish Government as part of their aim to step up the delivery of good-quality, sustainable and affordable housing.

    HOUSING MINISTER TO OFFICIALLY OPEN NEW GHA SHOP
    28 July 2010

    Minister for Housing and Communities, Alex Neil will today join GHA Tenant Chair, Sandra Forsythe to officially open GHA’s new one-stop shop.

    The new shop replaces the old GHA reception area on the second floor at GHA’s headquarters at 177 Trongate – and is designed to be brighter, more accessible and more welcoming.

    Staff deal with a range of tenants’ and factored homeowners’ inquiries including taking rent and bill payments, homechoice – GHA’s choice-based pilot letting scheme in the west – complaints and general enquiries.

    The shop is part of a major drive by a new GHA to continually improve services to its 55,000 tenants and 26,000 factored homeowners. That focus has recently seen a restructure resulting in more staff on the frontline – including a 20% rise in housing officers - and the delivery of more services moving from head office out to communities.

    GHA is also pushing ahead with its Second Stage Transfer (SST) programme which could see up to 16,500 homes transfer to community ownership in 2010 and 2011. The Minister will unveil a plaque in the shop to mark the official launch of the new facility.

    Neil said: “This modern and welcoming new shop clearly demonstrates GHA’s ongoing commitment to delivering better services for tenants and homeowners. It has been a year of transformation for GHA and I am pleased that 4,000 homes have now transferred to neighbourhood housing associations across Glasgow. This will ensure that tenants can directly influence the nature and quality of the services they receive.”

    Forsythe added: “We’re delighted to welcome the Minister to the shop to launch this new service which tenants and owners have told us, since it first opened in June, is making a big difference. The shop is bright, modern, airy and spacious – and importantly is so easy to access, especially for people with wheelchairs and prams. It’s one of many improvements at GHA as we strive to deliver service excellence to all our customers.”

    The shop has a reception desk, teller cash points where customers can pay rent and other bills and also private booths where tenants and owners can speak to staff in private. There’s also a comfortable waiting area, plasma screens displaying videos about GHA services, a loop system for the hard of hearing and an information wall full of handy leaflets about GHA services. The videos have subtitles and sign language.

    The shop has ground floor level access and is customer friendly to help the elderly, the disabled and parents with prams. The Minister is also due to meet with GHA Board members and with chairs of GHA’s Local Housing Organisations.

    CHAS APPOINTS NEW CHIEF EXECUTIVE

    The charity providing the only hospice services for children and young people in Scotland, the Children’s Hospice Association Scotland (CHAS), has announced the appointment of Maria McGill as the new Chief Executive of the organisation.

    Maria McGill will be starting at CHAS in October following the retirement of the current Chief Executive, Marian Keogh.

    Maria will be joining CHAS from The Highland Hospice in Inverness where she has held the position of Chief Executive since 2004. Maria is a leading figure in specialist palliative care in Scotland with over 18 years of experience. She is currently Chairperson of the Council of Scottish Partnership for Palliative Care as well as Chairperson of the Living and Dying Well Short Life Working Group (4).

    CHAS Chairperson, Gordon Dickson said: “CHAS is delighted that Maria McGill will be joining us as Chief Executive. Maria brings a wealth of relevant experience and we are all looking forward to working with her in this next exciting phase of CHAS’s continuing development. At the same time as welcoming in the new CEO, I also pay tribute to our retiring Chief Executive, Marian Keogh, who has done so much for CHAS over the last few years.”

    Maria said: “The role of Chief Executive at CHAS is a dream job for me and I am thoroughly looking forward to taking up position in September. I have worked closely with CHAS on a number of occasions and I have always been very impressed with the work it carries out as Scotland’s only children’s hospice charity. I look forward to joining the team and leading the charity forward.”

    SCOTLAND IS MOST SOUGHT AFTER REGION

    The latest quarterly analysis of online search data by independent search and social marketing consulting and technology firm, Greenlight, reveals that unlike February, there were more online searches made by UK consumers in May for places to buy as opposed to rent.

    The report, Real Estate Sector Report May 2010, also reveals that when it came to sales by location, Scotland proved the most sought after region. Edinburgh was most popular followed by Glasgow then Aberdeen. Cumulatively, they accounted for 19% of all location-specific sales keyword searches.

    Using industry data and proprietary technology, Greenlight identified and classified 2,800 of the most popular search terms used by UK consumers when they went online in May to look for accommodation to rent or buy. The research profiled generic lettings keywords, generic sales keywords, lettings by location and sales by location.

    Greenlight also used the data to compile its quarterly league table of the top 60 real estate companies and aggregators, in both natural and paid search, based on their website’s visibility in relation to the most popular search terms. Greenlight also ranked the 15 most proactive real estate brands and aggregators in social media.

    There were 1.7 million searches performed for real estate-related keywords. This was a 10% increase since April, when over 1.5 million searches were made. Of the total, 681,000 consumer searches were sales-related whilst 630,000 were for lettings. This compares to 619,000 and 1.3 million, respectively, in February.

    The term ‘Houses for sale’ accounted for 301,000 searches in May, which was 17% of all real estate-related searches, compared to 13% in February. In fact, 75% of all generic sales searches consisted of just three keywords, ‘Houses for sale’, ‘Property for sale’ and ‘Home for sale’.

    Overall, RightMove was the most visible real estate website in natural search, achieving 80% visibility. It was also the most visible site for sales-related searches, achieving a dominant 99% visibility through ranking at position one for 25 keywords.

    For sales by location, the terms ‘Edinburgh property’ and ‘Glasgow property’ were searched for 22,200 times each. Cumulatively they accounted for 16% of a total of 283,000 location-specific searches. FindaProperty was the most visible website for sales by location achieving 47% visibility.
    Searches for rental by location accounted for 150,000 searches with London featuring in 16% followed by Glasgow with 5% then Edinburgh (4%).

    A community engagement event is being held with representatives from Tayside Police, the Dundee healthy living initiative and Dundee City Council's housing, community wardens and anti-social behaviour team attending.

    Free health checks and advice will be offered in response to a survey carried out in the community earlier this year.

    This event will aim to highlight the need for a different housing options approach and explore current Scottish Government thinking on taking this agenda forward. It will also consider housing options as an early intervention tool aimed at helping those facing different housing issues at any stage in their lives.

    To date, nine committee members have successfully completed this qualification and received their certificates, and nineteen are currently participating.     The qualification is for all committee members but it is recommended that candidates have served on the committee for at least one year. The qualification is based on a vocational qualification format - that is, you gather evidence of your knowledge and experience and show that you understand your role and responsibilities as a Committee member

    For many years front line staff have been attending our housing benefit courses and identifying major problems with the delivery of benefit services locally. Because these staff deal with issues on a case by case basis they are not able to resolve systematic problems. Urgent action is needed by senior managers to deal with:

  • Cash flow problems due to illegal late payments of housing benefit – the law requires the local authority to make payments to you within 14 days, yet many of your claims are taking 3-4 months to process

  • Erroneous recovery of overpayments from landlords and tenants, resulting in landlords carrying debts, acting unfairly to tenants by recovering incorrect arrears and often illegally pursuing a debt through the courts

  • Serious poor performance by poorly trained and poorly resourced benefit staff is leading to numerous incorrect decisions costing Scottish landlords and their tenants millions of pounds each year

    The local outcomes will be negotiated locally between landlords and tenants so plans will be needed to engage with tenants, to get people involved and work together to produce particular outcomes.

    A member of the Scottish Government’s Charter team will inform delegates about the progress that is being made in the Charter’s development and the plans for further consultation during 2011.
    Discussion will also focus on the government’s proposals contained in its new consultation paper Housing: Fresh Thinking, New Ideas.

    The conference will take place on Thursday 30th September 2010 in The Golden Lion Hotel, Stirling. Registration will commence at 9.30 a.m. The conference will start at 10 a.m. and finish at 3.30 p.m.

    SUPPORT FOR INTRODUCTION OF LEGAL REQUIREMENTS TO MAKE EVICTION LAST RESORT

    Shelter Scotland is calling for ministers to back a legal requirement for landlords to take every step to avoid eviction, following overwhelming support for this move in the publication of responses to the Scottish Government’s consultation on the Eviction of Tenants in the Social Rented Sector.

    The figures show 78% of respondents support the introduction of pre-action requirements which would see a checklist for landlords enshrined in law to ensure every avenue is explored to avoid eviction.

    The housing and homelessness charity has been campaigning for the introduction of pre-action requirements, which would give social tenants equal protection against losing their home to that already in place for homeowners through the Homeowner and Debtor Protection Act.

    Graeme Brown, Director of Shelter Scotland, said: “These figures show there is overwhelming support for action to reduce evictions in the social rented sector and for the introduction of pre-action requirements to ensure every step must be taken to avoid eviction.

    “We hope the Scottish Government will take note of this when it comes to make its recommendations on the consultation responses.

    “Only by putting in place a legal framework of pre-action requirements, rather than taking a voluntary approach, can we ensure every step is taken by landlords to prevent people becoming homeless. In the current economic climate, with more people struggling financially, this is more important than ever.”

    THOUSANDS OF HOMES COULD BE BUILT UNDER NEW MODEL

    Thousands of new council houses could be built across Scotland under a pioneering model aimed at delivering affordable housing, The Scotsman has reported.

    Alex Neil, the housing minister revealed, as the Cabinet met in Dornoch, that the Scottish Government is discussing a pilot with Highland Council that could see up to 1,000 new homes in the region.

    The proposed "lend and lease back" scheme will be discussed by councillors next week.

    Under the plan, as council houses become vacant they would transfer to a private partner in return for a capital payment. This would then be used to build new houses for let as council tenancies.

    Mr Neil said: "You are sitting with a huge stock of housing that has a very substantial value and you can release some of that money to borrow money to fund new-build housing. Its using the assets a lot more effectively."

    FOI ACT COULD BE EXTENDED TO COVER GHA

    The scope of the Freedom of Information (Scotland) Act is the focus of a new Scottish Government consultation.

    The consultation seeks views on whether the existing legislation should be widened to cover a greater range of bodies who deliver public services in Scotland.

    Organisations under consideration are contractors who build and/or maintain schools, hospitals and roads; private prison operators; leisure, sport and cultural trusts set up by local authorities; Glasgow Housing Association and the Association of Chief Police Officers in Scotland.

    Minister for Parliamentary Business, Bruce Crawford said: "The Scottish Government is committed to the principles that underpin Freedom of Information (FOI) legislation. These principles of openness and transparency are essential parts of open democratic government, nowhere more so than in following the expenditure of public money.

    "At this stage the Scottish Government has not reached firm conclusions on which bodies it might be appropriate to extend coverage to. Creating additional regulatory or financial requirements must be appropriate and proportionate, especially given the global economic downturn which has put some sectors of the economy under particular strain.

    "A key part of the consultation will be our examination of any possible costs associated with any extension of coverage. The Government is committed to increasing sustainable economic growth and will only introduce legislation that is measured and proportionate."

    The consultation process will run for 14 weeks, from today until 2 November.

    CLOCH APPOINTS QS TO CARRY OUT STOCK CONDITION SURVEY

    Cloch Housing Association is pleased to announce that it has appointed quantity surveyor, JR Queenan Partnership Limited, to carry out a stock condition survey.

    This survey will allow the Association to ascertain the current condition of its stock and therefore inform any future planned maintenance programmes.

    Tenants should be aware that representatives from JR Queenan may call at their home and request full access to your home to allow this survey to be carried out over the next few weeks; the representative will be carrying photographic identification and a letter of authorisation from the Association for your security.

    HIGHLAND COUNCIL TO HOLD OPEN DAY AT NEW £1.4M CARE HOME

    An open day is being held on August 5 at An Acarsaid, The Highland Council’s care home for older people in Broadford, Skye, to mark the completion of a £1.4m refurbishment.

    The centre is the 10th Council care home to be refurbished under the Council’s programme of improvements at a total cost of £6.7m. Work has included improving access for disabled people and to generally improve facilities for residents and staff.

    Fire safety equipment has been upgraded to meet modern standards and some major items of maintenance have been carried out, including the installation of a bi-mass boiler to help reduce costs and help the Council to meet its carbon reduction targets. The contractor was Morrison Construction.

    Centre manager, Marie Noble said: “The staff and residents are delighted with the refurbishment and we will be delighted if the local community join us for a fun day with people passing through to see the new build.”

    During the closure, residents and anyone needing a day care service received this at Graham House, Dornie. The lunch club met at a local hotel in Broadford.

    At Dornie, the Council has begun work on providing a new £630,000 day care centre. This will be complemented by sheltered housing being provided by Lochalsh and Skye Housing Association. When completed, these new services will replace Graham House.

    Other homes to have benefited from an upgrade are:- Bayview House, Thurso; Seaforth House, Golspie; Dail Mhor, Strontian; Melvich Community Care Unit; Strathburn House, Gairloch; the MacKintosh Centre, Mallaig, Pulteney House, Wick, The Telford Centre, Fort Augustus, and Lochbroom House in Ullapool.

    NEW FRIENDS SCHEME LAUNCHED BY PLANNING AID FOR SCOTLAND

    A new Friends scheme has been launched by Planning Aid for Scotland (PAS), which gives members a range of benefits to help them on their journey through the planning maze.

    Anyone can join the scheme. For £25 a year members can attend the annual Friends event, receive a weekly planning news e-bulletin and free entry to a quarterly prize draw to win a £25 Waterstone’s token.

    Friends also have the chance to attend PAS training events for free or reduced prices and by recruiting another friend help spread the word about the importance of understanding planning.

    Kathryn Hume, Friends scheme co-ordinator, said: “The Friends scheme has always been popular among planners, PAS volunteers, with community councils and others who understand how planning affects their lives.

    “But planning is also important to those working in housing, construction, regeneration, the environment and a range of other professions, who need to know what planning can do for them, particularly at a time when we need to work more efficiently and with limited resources.

    “This new Friends package gives a range of exciting benefits for current and future members and we welcome anyone to join us and reap the rewards of better engagement with the planning system, through PAS.”

    SCOTTISH RESIDENTS MOST LIKELY TO MOVE WITHIN THEIR AREA

    Residents of Scottish towns are the most likely to move within their area, according to reallymoving.com’s Quarterly Migration Monitor.

    It looks at migration patterns and prevailing trends among home movers around the UK. The latest data for Q2 2010, based on 13,460 registrations shows that northern towns are increasingly out of favour as residents move away. The average move in the UK was 75.3 miles 5.1 miles longer in Q2 than Q1.

    Rosemary Rogers, Director, reallymoving.com said: “The migration data for Quarter 2 divides clearly on regional lines. Northern towns are increasingly prominent at the bottom of the rankings, with the region set to be hit hard as government cuts target public sector jobs.

    “The South East and London also remain out of favour with home movers, whereas the South West gained popularity at the start of the Summer holiday season.”

    GOVERNANCE OF SCOTTISH HOUSING ASSOCIATIONS

    To date, nine committee members have successfully completed this qualification and received their certificates, and nineteen are currently participating. Successful completion of the qualification will lead to the award of a Certificate recognised by the Scottish Qualifications Authority (SQA).

    The qualification is for all committee members but it is recommended that candidates have served on the committee for at least one year. The qualification is based on a vocational qualification format - that is, you gather evidence of your knowledge and experience and show that you understand your role and responsibilities as a Committee member

    This induction day will introduce candidates to the qualification, answer questions, explain the methods of assessment, register them with SQA and suggest the best ways to gather evidence. The qualification is estimated to take between 9 and 12 months to complete and requires several meetings between the candidate and the assessor.

    For many years front line staff have been attending our housing benefit courses and identifying major problems with the delivery of benefit services locally. Because these staff deal with issues on a case by case basis they are not able to resolve systematic problems. Urgent action is needed by senior managers to deal with:

  • Cash flow problems due to illegal late payments of housing benefit – the law requires the local authority to make payments to you within 14 days, yet many of your claims are taking 3-4 months to process

  • Erroneous recovery of overpayments from landlords and tenants, resulting in landlords carrying debts, acting unfairly to tenants by recovering incorrect arrears and often illegally pursuing a debt through the courts

  • Serious poor performance by poorly trained and poorly resourced benefit staff is leading to numerous incorrect decisions costing Scottish landlords and their tenants millions of pounds each year

    This briefing is for senior managers responsible for finance or housing management issues. The key problem areas will be outlined and a plan of action proposed which will save every landlord who attends substantial sums of money.

    The local outcomes will be negotiated locally between landlords and tenants so plans will be needed to engage with tenants, to get people involved and work together to produce particular outcomes.

    A member of the Scottish Government’s Charter team will inform delegates about the progress that is being made in the Charter’s development and the plans for further consultation during 2011.
    Discussion will also focus on the government’s proposals contained in its new consultation paper Housing: Fresh Thinking, New Ideas.

    The conference will take place on Thursday 30th September 2010 in The Golden Lion Hotel, Stirling. Registration will commence at 9.30 a.m. The conference will start at 10 a.m. and finish at 3.30 p.m.

    Landlord services to tenants should not be adversely affected by public spending cuts, say CIH Scotland.

    Commenting on the Scottish Independent Budget Review, CIH Scotland Chair, Jim Strang said: "Whilst public spending cuts are inevitable, tenants pay rent for their service and unless rent is being reduced, the quantity and quality of their service should not be adversely affected.

    “The greatest worry is in relation to separately funded services such as crucial housing support for people struggling to maintain their tenancy."

    AFFORDABLE HOUSING MARKET BOOST ON THE CARDS FOR EDINBURGH

    Up to 600 new homes could be built in Edinburgh as part of a bid to tackle the desperate need for more affordable accommodation in the city.

    The City of Edinburgh Council is taking part in the National Housing Trust (NHT) initiative set up by the Scottish Government to deliver new homes for mid market rent (usually 80% of full market rent) across the country.

    Under the scheme, the Council would borrow funding with the Scottish Government underwriting the loans to remove the risk to Councils in lending funds to the scheme. With the ongoing financial pressures on Council and Scottish Government budgets NHT is seen as a way of maintaining the affordable housing market in the Capital.

    Eight developers have already expressed an interest in building homes in Edinburgh through NHT which would help stimulate the housing market and the local economy. A report is going to the City of Edinburgh Council's Policy and Strategy Committee on August 3 recommending the Council takes part in the first phase of national procurement for NHT.

    Housing Leader, Councillor Paul Edie said the initiative is a positive way of trying to tackle the shortage of affordable homes in the Capital: “Edinburgh has the most pressurised housing market in the country with around 130 households bidding for every one council home that is advertised.

    "It's important the Council works with our partners in the private sector and the Scottish Government to explore all possible ways of meeting the glaring need for more affordable homes. Given the current economic climate and tightening of public purse strings NHT is an innovative way of building more affordable homes.

    “There are several sites in the city that have planning consent for housing but are currently mothballed as the developers can't raise loans from banks to build homes for sale on the open market. This scheme is an ideal way of dealing the shortage whilst at the same time providing an economic boost for the housing industry and local businesses."

    Housing and Communities Minister, Alex Neil said: "The Scottish Government is spearheading the drive in the United Kingdom to tackle the effects of massive budget cuts and unearth new sources of funding to continue to build more affordable housing.

    "The NHT is a ground-breaking initiative which has the potential to kick-start activity on mothballed housing sites, build at least 1,000 new homes right across Scotland and lever in about £130m of extra housing investment. We are very pleased that Edinburgh Council has shown such a keen interest in the scheme and we hope other local authorities will join in due course."

    CUTS SHOULD FALL ON THE BROADEST SHOULDERS, WARNS SHELTER

    Cuts to public services, which are recommended in the Independent Budget Review report, should ‘fall on the broadest shoulders, Shelter Scotland has said.

    Gordon MacRae, Head of Communications and Policy, Shelter Scotland, said: “The report recommends cuts to public services should be considered across the board.

    “While it is clear tough decisions are unavoidable, the burden of cuts must fall on the broadest shoulders rather than impacting on the most vulnerable in our society.

    “It is vital local authority provision of homeless and housing services and support are not sacrificed. Slashing spending in these areas would only lead to bigger bills further down the line.”

    ANGUS APPOINTS NEW CONTRACTOR FOR EMERGENCY REPAIRS

    Angus Housing Association has appointed Dundee Contract Services (DCS) as its new contractor for emergency out of hours repairs to its 1,700 houses throughout Dundee and Angus.

    The Dundee City Council-run contractor will take over from Carillion PME on August 1 for an initial 17 month period. DCS won the contract after a competitive tendering process and Angus Housing Association tenants will now access tradesmen in an emergency by calling the Council’s Repairs call centre on 01382 434343.

    In advance of the contract going live on Sunday, Angus Chairman, Hazel Farquhar, visited the call centre to see the council’s operation in person along with Councillor Jimmy Black, Convener of Housing, Contract Services and Environmental Services. She also formally signed the new contract with DCS Director, Ken Laing.

    Ms. Farquhar said: “Responding to emergencies for our tenants is one of the most important services we provide as a landlord. We need to get it right when people need us most and having a reliable contractor with a locally based call centre and work force is, in our opinion, the key to this.

    “That is why we are delighted to be entering into this new contract with DCS who have a proven track record in delivering this service to Dundee’s council tenants. Our tenants can still expect a response within 3 hours of reporting an emergency. We have also issued all of our tenants with handy fridge magnets with the new emergency number along with a letter explaining the new arrangements.”

    Cllr Black added: “On behalf of the council, I am delighted to be entering into this new contract with Angus H.A.. DCS already provides an emergency repairs service to all of the Council’s own tenants and for all our public buildings as well as assisting Tayside Police and the Fire Service. Building up our client base and extending the service to more users can only help us in our continuous efforts to make our emergency response service as efficient and cost effective as possible.”

    TWO LEITH COMMUNITY PROJECTS AWARDED ALMOST £20,000

    Port of Leith Housing Association (PoLHA) has secured funds for the Bethany Christian Trust and Multi-Cultural Family Base from the Scottish Government's Wider Role Fund.

    The Bethany Christian Trust will receive £10,000 for its ‘Community of Voices' project to support homeless and vulnerable people to become more active in the community and improve their mental and physical wellbeing.

    Helena Richards, Community Education Manager at the Trust, said: "This funding is vitally important and allows us to reach out to people who are disengaged and feel disempowered to give them a voice."

    The Multi-Cultural Family Base has been awarded £9991 for its ‘Intensive Support to Marginalised Parents of Pre-school Children' project. The funds will be used to hire two bilingual play assistants to reach out to young children and their families as part of the work the charity does with ethnic minority parents in Leith.

    Cathy Macnaughton, Chief Executive of the charity, said: "This money will allow us to help potentially vulnerable families better by employing bilingual assistants to reach out to them and help them gain access to available support."

    Keith Anderson, Chief Executive at PoLHA, said: "We are committed to supporting communities and creating a sense of purpose and belonging for our tenants. These are two fantastic initiatives and I am delighted we have been able to support them through access to the Wider Role Fund."

    SCOTLAND WILL NOT ABANDON ASBOs

    The Scottish Government does not plan to follow Home Secretary, Theresa May in moving "beyond the Asbo" when it comes to tackling antisocial behaviour.

    Both the SNP in Scotland and the coalition UK Government inherited a raft of legislation aimed at preventing frequent but low-level crimes from previous Labour administrations.

    Last year, the Scottish Government sought to take a "more rounded" approach by doing more to solve problems surrounding drink, drugs and poverty, while still using powers, such as antisocial behaviour orders (Asbos), when necessary.

    In launching Promoting Positive Outcomes, the result of a review of antisocial behaviour, Scottish ministers said they would "not seek to repeal the Antisocial Behaviour Act given the useful tools it provides".

    But they added enforcement action alone would not solve the deep-seated problems which fuel disorder, and a more balanced approach providing smarter solutions rather than short-term quick-fixes was needed.

    A Scottish Government justice spokesman said: "Our position has not changed following last year's review."

    Ms May said: "We must turn the system on its head. There is no magic Whitehall lever we can pull simply to stop antisocial behaviour - no magic button to stop the flow of misery. The solution to your community's problems will not come from officials sitting in the Home Office working on the latest national action plan.

    "We will put power into the hands of our citizens and we will put our trust into the professionals. We will back those who step in when it is right to do so and we will support people so that they are willing and able to reclaim their communities."

    The range of housing options across tenures has become more varied and complex in recent years making it increasingly difficult for those seeking housing to navigate all the options available to them. The new Scottish Government discussion document Housing: Fresh Thinking, New Ideas points towards a more proactive approach to housing options advice based on a longer term housing plan. With 2012 creeping closer the focus is on homelessness prevention and ensuring households fully understand all the options open to them.

    This event will aim to highlight the need for a different housing options approach and explore current Scottish Government thinking on taking this agenda forward.   • An update on Scottish Government policy direction
  • A new approach developed by a Local Authority in Scotland
  • How to provide the right advice – Scottish National Standards update
  • A housing association perspective – how to provide advice at a local level
  • Enhanced housing options – an English approach

    The day will be split into a range of plenary and break out sessions as well as an opportunity for facilitated discussion to explore the issues raised throughout the day. This is your chance to be involved in the discussion about how we can deliver a personalised, customer focussed service to support households in making decisions on the choices available to them.
