Affordable housing project halted after contractor goes into liquidation

A £5.4 million affordable housing development in Kinghorn has been left partially finished after the contractor appointed to deliver it entered liquidation.

Glenesk Homes Ltd, a Dundee-based firm incorporated in 2019, was appointed by Fife Council to build 25 two-bedroom flats on Burntisland Road. The project was well underway and due to complete this summer, but the company appointed a provisional liquidator on June 4 and ceased trading the same day.

Fife Council said its immediate priority is securing the site and protecting work already completed.

John Mills, the council’s head of housing, confirmed the development would be finished, though it is too early to estimate the full financial or timeline impact. “We recognise the importance of this development in providing much-needed affordable homes,” he said, adding that the council is working with its legal, procurement and technical teams to manage the situation.

A statement in Fife Council leader David Ross’s report acknowledged that the liquidation had caused the “immediate cessation of all construction activity” and introduced “a number of operational, financial and programme risks to the project.” Ross is expected to address the matter at Thursday’s full council meeting.

Glenesk Homes had previously completed the delivery of 17 affordable-rent homes in Westquarter, Falkirk, for Paragon Housing Association.
