David Chalmers to join SBHA as director of development

Scottish Borders Housing Association (SBHA) has appointed David Chalmers as its new director of development.
Set to take on the role in early January 2026, David joins SBHA at an exciting time in the organisation’s journey, with a new-build programme now firmly established and ambitious plans underway to deliver more affordable, high-quality homes across the Scottish Borders.
David brings a wealth of experience in housing and property development, with a proven track record in innovation and regeneration. Most recently, he served as senior development manager at Populo Living, the London Borough of Newham’s housing development company, where he led the delivery of large-scale, mixed-tenure housing schemes with a clear social purpose.
Speaking about his appointment, David said: “I am excited to be joining SBHA at such a pivotal time. I firmly believe that good quality housing has the power to transform lives and strengthen communities and, in this sense, SBHA’s values and ambitions align perfectly with my own. I look forward to working with colleagues, partners and communities to shape the future of homes and places that meet both present and future needs.”
As director of development, David will lead SBHA’s investment in regeneration and new homes, playing a leading role in forging strategic partnerships to increase local housing supply.

This appointment marks a major step forward in SBHA’s 2025-30 Strategic & Business Plan, which sets out an ambitious vision to expand the availability of safe, sustainable, and affordable homes, while investing in regeneration and community wellbeing across the Borders.
