Perth and Kinross exceeds ambitious affordable housing programme

More affordable homes, greater support for tenants and continued investment in energy-efficient housing are helping Perth and Kinross Council deliver on its commitment to provide the highest quality homes for residents, according to new reports.

Documents discussed at the council’s Housing and Social Wellbeing Committee on Wednesday showed significant progress in delivering the Local Housing Strategy 2022-2027, with affordable housing delivery exceeding targets while further support has been provided to help residents remain in their homes and live independently.

The committee also discussed the local authority’s Strategic Housing Investment Plan, which supports the council’s vision that everyone in Perth and Kinross should have access to the right home, in the right place and at the right cost.

Over the past year, significant progress has been made across the strategy’s four priorities. New affordable homes have been delivered above target, while the council has increased housing supply through its successful buyback programme and by bringing empty properties back into use.

These measures have helped more people access settled accommodation, reduced pressure on temporary housing and supported efforts to prevent homelessness.

The council has also continued to invest in services that help people remain in their homes. Support through the Tenancy Sustainment Fund, Financial Inclusion Project and Home First approach has helped households facing financial pressures and strengthened support for people at risk of homelessness.

Helping residents live independently for longer remains a key priority. Investment in home adaptations, technology-enabled care and accessible housing has continued, alongside the delivery of new supported accommodation and the creation of a Complex Housing Solutions Panel to help identify housing solutions for residents with complex needs.

The council has also continued to improve the quality and sustainability of homes across Perth and Kinross. Investment in energy efficiency measures, affordable warmth initiatives and new-build housing is helping residents reduce energy costs while supporting climate and net zero ambitions.

Looking ahead, the council plans to accelerate delivery of affordable housing through its Strategic Housing Investment Plan. The programme forecasts the completion of 1,440 affordable homes, including buybacks, between 2027/28 and 2031/32, averaging 288 homes a year and exceeding the Local Housing Strategy target of 210 homes annually. Expected completions range from 252 homes in 2027/28 to a peak of 412 in 2028/29.

We are delivering more affordable homes, helping people remain independent for longer, investing in existing housing stock and supporting communities across both urban and rural areas.

“While housing challenges remain across Scotland, we will continue working with partners to ensure local people have access to safe, warm and affordable homes that meet their needs now and into the future.”
