Moray Council asks tenants for views on proposed rent changes



Council house tenants in Moray are being consulted on proposed rent changes.

Moray Council continues to have the lowest average weekly rent of all local authorities in Scotland, at £60.02 in 2019-20 compared to the national average for local authorities and housing associations of £81.46.

Tenants are being asked for their thoughts on three options: a 3% increase, which would maintain housing services and investment at current levels; a 2% increase, which would reduce the income spent on services, home improvements and new housing; and no change to rent, which would significantly reduce the amount spent on services, home improvements and new housing.

Housing rent funds improvements and updates to homes, making them safer, warmer and bringing them in line with legal requirements for safety and energy efficiency. It also funds the replacement of windows, kitchens and bathrooms, which tenants say are among their highest-priority upgrades.

Councillor Louise Nicol, chair of Moray Council’s Communities Committee, said the council recognises the challenges many tenants face in light of the Coronavirus pandemic, so is asking for views which will inform the most appropriate rent-setting for the next financial year.

She said: “We are living in exceptional times and the pandemic has put pressure on many households. As part of this year’s rent consultation, we want to understand the impact the pandemic is having on your household finances and the affordability of your rent.

“Your feedback will help us set an appropriate rent for 2021-2022. In doing so, we’ll attempt to balance the financial challenges from the pandemic with our commitments to maintain services, improve your homes and build much-needed new housing.”

All tenants will receive a letter asking for their views about the next rent increase, and will be asked to complete an online survey or return the paper survey in the pre-paid envelope provided.

The consultation ends on 8 January 2021, after which the results will be discussed by councillors and a decision made.

All tenants will be informed of the decision.
