Board changes and new CEO at TPAS Scotland

TPAS Scotland has appointed Eveline Armour as its new chief executive officer, succeeding Jacqueline Norwood, who recently stepped down.
Eveline has been an integral part of the TPAS Scotland senior management team for two and a half years, working closely with landlords and tenants across the country to develop and strengthen tenant participation strategies and services.
With over thirty years of experience in social housing, Eveline previously led tenant participation at Home Group across Scotland and served as tenant engagement officer at Almond Housing Association.
Speaking about her appointment, Eveline said: “Our role at TPAS Scotland is to help tenants and landlords engage effectively through advice, training and support. We focus on ensuring that tenants have a voice and can get the most out of tenant participation by equipping them to become actively involved in housing matters.
“With the backing of the TPAS Scotland Board, my vision is to build on our strengths, ensuring we remain modern, fit for purpose, and continue to deliver excellent services. We are also fully committed to maintaining our close partnership with the Scottish Government.”
Board Changes
At the end of September, Malcolm (Barney) MacKay stepped down from his role as chair of the board after many years of dedicated service. Barney has been a passionate advocate for tenant participation and engagement, and his leadership has played a huge part in shaping TPAS Scotland’s work and values.
Barney leaves to take up an exciting new role as chair of the board at Hebridean Housing Partnership. Janet Strang has also decided to step down from her position as vice chair due to other commitments.
Dominic Brookes, a respected member of the TPAS Scotland board, has been elected as the new chair of TPAS Scotland. Dominic is being supported by Gordon Campbell from South Ayrshire Council, who steps into the role of vice chair.

Her passion for improving tenant engagement is clear from her work with TPAS Scotland member organisations over the past few years. Coming from a tenant engagement background herself, Eveline truly understands the importance of fostering strong tenant–landlord relationships, making her the ideal person to lead TPAS Scotland into its next chapter.”
TPAS Scotland is also expanding its team of skilled associates, with new appointments expected in the near future.
As well as this, the organisation is running the first Scottish Scrutiny Summit on Wednesday, 19th November. An online event full of exciting speakers, workshops and interactive discussions focused around:
- the importance of scrutiny
- the impact of scrutiny
- how to make scrutiny count
- tracking the success of scrutiny.
Speakers include experts from Tpas England, Link Group, Audit Scotland and Supporting Communities Northern Ireland.
