Coatbridge roofer served with Enforcement Order

A roofing company from Coatbridge and its director have been served with an Enforcement Order following a high number of consumer complaints.

SPM Roofing and Rendering Limited and company director Sean Paul McFarlane have been prohibited from engaging in several unlawful practices.

North Lanarkshire Council’s Trading Standards Service successfully obtained the Enforcement Order on 3 July 2025, at Airdrie Sheriff Court.  

This action follows complaints regarding the quality of repair work and the time taken to carry out work to homes, aggressive and unfair trading practices in relation to sales tactics and payments, and refusal to provide consumers with their statutory cancellation rights.

The Enforcement Order places several conditions on both SPM Roofing and Rendering Limited and Mr McFarlane, including: 

  • They must provide consumers with written notice of their statutory right to cancel contracts at the time the agreement is made.
  • They are prohibited from misleading consumers through false information or by omitting key details.
  • They must not use aggressive tactics, such as starting work or demanding cash payments during the statutory cancellation period, unless the consumer has given clear and informed consent.
  • They are required to act with professionalism, complete work to a reasonable standard within agreed or reasonable timeframes, and uphold the standards expected of a competent tradesperson.
  • They must not permit any of these practices to occur in businesses they manage, control, or are involved in.

Additionally, the court ordered the business to publish the granted Enforcement Order in a manner deemed appropriate to eliminate any continuing effects of the infringement, as per Section 217(1) of the Enterprise Act 2002.

Trading Standards will continue to monitor the company’s work practices and any breach of the Enforcement Order may be considered as contempt of court.

“We received a number of complaints about unacceptable business practices and poor workmanship,” said Councillor Helen Loughran, convener of the Environment and Climate Change Committee.

“Our officers will monitor future activities, and if alleged breaches continue, we will return matters for the consideration of the court.”

Trading Standards manager, Michelle McKenna, added: “We work closely with businesses to support compliance and promote fair trading practices. However, we will not hesitate to take decisive action against those who persistently and unlawfully mistreat consumers.

“This enforcement action highlights our ongoing commitment to protecting consumer rights and ensuring a level playing field for legitimate businesses.”
