Edinburgh signs £15.5m contract to expand supported homeless accommodation
Edinburgh councillors have signed a temporary accommodation contract worth up to £15.5 million, reopening the Supported Lodgings category within the city’s procurement system for the first time in several years.
The new framework brings 14 providers on board to deliver accommodation and on‑site support for people who need help sustaining a tenancy, including young people moving on from care and others transitioning out of homelessness services.
The contract will run for up to eight years, with an estimated annual value of £1.936m.
Under the agreement, five suppliers will provide accommodation only, eight suppliers will deliver both accommodation and support, while one supplier, Rock Trust, has been appointed to provide support services only.
A report to councillors noted that, as of November 2025, the council was spending £40.5m a year through its temporary accommodation purchasing system. This covers private rented placements, home‑share arrangements, shared houses, supported accommodation contracts and a range of other commissioned services.
The expanded framework is intended to strengthen capacity across the city’s pressured temporary accommodation system and improve support for those with higher needs as they move towards settled housing.
