Fife Council agrees plans to simplify housing allocations
Fife Council’s Cabinet Committee has agreed plans to review the current housing allocations system.
A new framework is being developed that will focus on prioritising those with the greatest need while improving access to housing advice and options. It will also allow more flexibility at a local level through updated Area Lettings Plans.
The decision follows detailed work by a councillor-led review group and consultation with tenants, residents and housing partners. The aim is to reduce complexity, improve transparency and make sure the system works better for people who need housing most.
Under the new approach, households who are homeless, affected by domestic abuse, veterans, care-experienced young people and those living in overcrowded or unsuitable homes will be given priority. There will also be a stronger focus on preventing homelessness so that people do not have to declare themselves homeless to get help. The framework will encourage moves within the social housing sector to free up homes for those in greatest need and provide clearer advice to applicants about their housing options.
Councillor Judy Hamilton, Fife Council’s housing spokesperson, said: “This is about creating a simpler system that continues to meet legal requirements and responds to the most urgent housing needs. We know the pressures families are facing, and this new approach will help us prioritise those in greatest need while improving advice and support for everyone applying for housing.”
The planned changes come as Fife faces record demand for housing, with more than 13,500 households on the housing register and over 1,600 homeless households waiting for a permanent home. The new policy will also strengthen collaboration with housing partners to make the best use of available homes.
The council will now work with partners to assess the impact of the changes and gather further feedback before the new policy is introduced, expected to be in 2027.
