Ilene Campbell steps down as CEO of TIS

In the final week of Ilene Campbell’s tenure as chief executive of the Tenants Information Service (TIS), the organisation is taking the opportunity to reflect on and celebrate her inspiring leadership and the lasting legacy that she leaves behind.
Ilene’s journey with TIS began in 1991, and in 2002, she was appointed chief executive. Over more than two decades at the helm, Ilene has guided TIS to become Scotland’s leading organisation focused on housing, community development and engagement practice.
In that time, there have been major developments across the housing landscape and Ilene has been pivotal in driving positive change and contributing to the national housing agenda. She has dedicated her career to encouraging the sector to think differently about tenant participation and engagement – an advocate for championing the fundamental role it plays in shaping a fairer, more equitable Scotland.
Among her many achievements, Ilene reflects with pride on leading key milestones that have had national impact. These include conducting research that contributed to the Housing (Scotland) Act 2001 – a landmark piece of legislation, and a giant leap forward for tenants’ rights, that introduced the first legal framework for tenant participation in the country. She also led the development of a “National Framework for Tenant Participation” in partnership with the University of Glasgow, further reinforcing the importance of tenant influence in shaping housing policy and practice.
The last twenty-years have also seen Ilene spearhead a number of new initiatives and working relationships with sector leaders across the UK and internationally. She has been the driving force behind the long-standing partnership between TIS and East Ayrshire, East Lothian, and South Lanarkshire Councils to provide development support, ensuring tenants remain at the heart of decision-making.
Ilene’s contribution to the sector has been nothing short of transformational. Her commitment, vision, and passion for housing, community development, and engagement practice will leave a lasting imprint not only on TIS, but on Scotland’s wider housing landscape.
