More than 11,000 applications for new pensioner benefit

More than 11,000 applications from Scots for a new benefit worth up to £441 a month have been processed since it opened, new figures reveal.
The Pension Age Disability Payment, administered by Social Security Scotland, is a replacement for Attendance Allowance. It provides money to support older people who have a disability or long-term health condition that affects their ability to look after themselves, and is not based on income.
The new benefit opened for new applications in October last year in five pilot areas, before expanding to more parts of the country and going national from 22 April 2025.
New figures published show that between last October and July this year, Social Security Scotland processed 11,060 new applications for the benefit, or around 1,200 every month. Of these, the vast majority (82 per cent) were authorised, with 12 per cent being denied and 6 per cent being withdrawn.
National advice agency Advice Direct Scotland is urging older people who may be eligible to check now to avoid missing out. It also highlighted that a considerable number of people are completing the first part of their application but not the second, suggesting they might need extra support. The charity, which handles more than 900,000 inquiries a year, can provide guidance on applications and claims.
Rebecca Fagan, benefit and welfare information officer at Advice Direct Scotland, said: “These are the most comprehensive figures we have had on the Pension Age Disability Payment since it started to roll out in October last year, and it’s encouraging to see so many new applications being processed.
“It’s crucial that older people who are disabled, terminally ill, or have care needs continue to receive the financial support necessary to maintain their well-being, safety, and dignity. This benefit is a vital source of assistance for those with long-term health conditions, so maximising awareness and uptake is vital.
“The figures show that a considerable number of applicants do not progress to completing part two of the application, or experience delays in completing their full application. As a result, many are at risk of missing out on vital financial support designed to help them meet the additional costs associated with disability in later life.
“The application process can appear complex, and it is recognised that some individuals may require further assistance to complete it. If you’re uncertain about your eligibility or need help with an application, our team at advice.scot or on 0808 800 9060 is here to offer free, confidential support.”
