Dwarshuis career in Scotland spans almost three decades in the public and voluntary sector in a variety of positions. Dwarshuis was director of Consumer Focus Scotland, and a member of the senior management team that set up the Office of the Scottish Charity Regulator.

Dwarshuis has held roles in the Scottish Government. Before this she was depute director at Shelter Scotland. Dwarshuis began her career in Scotland at Citizens Advice Scotland.   

Dwarshuis has a background as a non-executive director in the public sector. She was a board member of the Scottish Fire and Rescue Service for over eight years, chairing its Transformation and Major Projects Committee for six years and spearheading the transformation from eight previous fire services into one. 

At present, Dwarshuis serves on the board of the Scottish Housing Regulator. On a voluntary level, Dwarshuis has been the vice chair of Hillcrest Housing Association. 

Her reappointment will run from 15 October 2026 - 30 November 2026, to allow a new chair to be recruited.

The reappointment is part-time and brings in a remuneration of £308.64 for a time commitment of five days a month. 

A Non-Ministerial Office, the Scottish Charity Regulator (OSCR) is part of the Scottish Administration. 

It is an OSCR independent regulator and registrar for approximately 25,000 charities registered in Scotland such as community groups, religious charities, schools, universities, grant-providing charities and key care providers.
