Regulator issues new guidance as Annual Assurance Statement deadline approaches

The Scottish Housing Regulator (SHR) has written to social landlords setting out the key areas they must address as they prepare their next Annual Assurance Statements, due for submission by 31 October 2026.
In the letter, chief executive Michael Cameron reminded landlords of the revised guidance published in February 2024, which allows the Regulator to request specific assurances on particular issues.
For the 2026 cycle, SHR has highlighted two priority areas: Data on homes, and Compliance with the Scottish Government’s minimum site standards for Gypsy/Traveller sites.
SHR said that having “comprehensive, good quality and up to date” information on the construction, components and condition of homes is essential for ensuring tenant and resident safety, as well as for effective financial planning.
Landlords are expected to confirm in their 2026 Statements that they hold robust asset data. Those who do not yet have this in place must set out their plans to develop it and indicate when they expect to meet the requirement.
The Regulator noted that the SFHA Self Assurance Toolkit may assist landlords in reviewing their assurance processes around asset data.
Landlords that provide Gypsy/Traveller sites must also give specific assurance that their sites comply with the Scottish Government’s minimum standards. This continues the Regulator’s focus on improving outcomes for Gypsy/Traveller communities and ensuring consistent standards across Scotland.
The letter also reflects on the Regulator’s programme of visits to landlords in 2025, during which SHR explored how organisations assured themselves on tenant and resident safety, and, among Registered Social Landlords, their monitoring and reporting of financial covenant compliance.
A report on the findings from these visits has been published, and SHR encouraged landlords to refer to this and previous reports when preparing their 2026 Statements.
Cameron said he hoped the advice would support landlords in meeting their obligations and invited organisations to contact their Engagement Plan lead officer with any questions.
