Regulator publishes report on 2025/26 notifiable events

The Scottish Housing Regulator has today published its summary of the notifiable events reported by Registered Social Landlords (RSLs) during 2025/26.

Notifiable events are things that RSLs must report to the Regulator as they could potentially pose a risk to tenants’ interests, the landlord’s operations, or the broader reputation of the social housing sector. 

The publication highlights the key themes which RSLs reported to the Regulator during the year. A total of 427 notifiable events were reported by 115 RSLs during 2025/26, up 9% from the previous year.

Governance and organisational issues accounted for more than four in ten notifications, with health and safety and financial and funding issues the next most frequently reported categories. The report shows notable increases in governance and organisational issues and financial and funding issues compared with 2024/25, while notifications relating to disposal of land and assets fell significantly.

The report also sets out some real-life case studies and how the Regulator responded to these.

Nicola Harcus, assistant director of regulation, said: “We produced this report to share the learning and insights gained from the notifiable events submitted to us during 2025/26.

“We hope the analysis and case studies help social landlords better understand our notifiable events requirements and provide useful examples of how significant issues can be identified and managed. By publishing this report, we aim to support openness about our regulatory work and contribute to learning across the sector.”
