Scotland’s Housing Network appoints David Cargill as chair

David Cargill from Cairn Housing Association has been elected by Scotland’s Housing Network (SHN) as its new chair, marking the start of a new period of growth and renewal for the Network.
The appointment was confirmed at the board meeting on 2 December, at which Mark Weir from Perth & Kinross Council was also elected vice chair.
Five new members were also welcomed to the SHN board, further strengthening governance and member voice as the Network accelerates delivery against its five‑year strategic plan (2024–2029).
The board has scheduled a January strategy day to reflect on priorities, investment and service development for the year ahead.
David Cargill, chair, said: “It is an honour for me to become the chair of SHN having served on the board for the past three years. My passion lies within social housing and being involved with SHN allows me to be part of assisting the social housing sector across Scotland.
“SHN’s strength lies in collaboration and evidence‑led improvement. We’ll build on recent momentum, grow our offer, and ensure members have the tools, insights and support they need to deliver excellent services for tenants and communities.”
