Tenants' views sought on emergency rent freeze legislation

TPAS Scotland is asking tenants to contribute to its response to the Scottish Government’s emergency rent freeze legislation.

The Scottish Parliament has passed new laws to protect tenants hit by the cost of living crisis that will freeze rents until at least March 2023.

As discussions around the rent freeze across the housing sector continue, TPAS Scotland has been in consultation with its members to better understand the driving factors.

The key concerns among TPAS members include;

  • Commitment to improvements and repairs that have already been promised to tenants – these may now have to be cancelled
  • Tenants losing their rights to have a say in their rent and consultations
  • Trust may be lost if tenants must abide by rent controls that the Scottish Government impose on landlords and tenants
  • There is the potential for a breakdown in relationships and communication between tenants and landlords which has taken years to develop.
  • Services will be impacted again
  • Scottish Government needs to trust landlords as they know what they are doing
  • PRS and RSL/LA’s cannot be categorised together as they are different.
