Inverclyde Common Housing Register to review Allocations Policy



Inverclyde_Common_Housing_RegisterThe Inverclyde Common Housing Register (ICHR) is reviewing its Allocations Policy and would like to hear the views of customers in relation to the draft policy and feedback on the proposed changes.

The policy is being changed in response to the Housing (Scotland) Act 2014 and to reflect changes in its operational system. The draft policy is now ready for a period of consultation with customers as they are affected by any proposed changes in the policy and are best placed to provide feedback on any changes.

The ICHR is seeking the views of applicants, stakeholders and key partners such as the Homeless Prevention Team, Health and Social Care Partnership (HSCP) and other local agencies.

The main changes being proposed are as follows:

  • If an applicant has access to children then they are only considered as part of the applicant’s household where they reside with the applicant or the applicant has access to the children at least three nights per week. Verification of the access arrangement will be required.
  • Separate lists will be maintained for the following types of accommodation:

- General needs – 1, 2, 3, 4 & 5 bedroom

- Adapted – 1, 2, & 3 bedroom.

There will no longer be an Amenity List. However, landlords will set a floor level priority for properties with few stairs that would suit people with medical needs.

  • Extra bedroom required for an overnight carer. Carer no longer has to be full time resident with applicant but confirmation of the carer status is required.
  • Homeless Points (30 points) and Threatened with Homeless Points (20) to be removed. Applicants who are assessed as homeless by Inverclyde Council will be referred for rehoused via the Homeless Service under the current Section 5 Protocol.
  • The ICHR will move to a fully online system for applications. Assistance with completing applications and bidding will be available.

The consultation period is open from Tuesday 28 April 2015 and closes on Friday 8 May 2015 at 4.00pm.

Responses will be taken into account and a revised version of the policy will be drafted before being considered and approved by the Committees of Cloch, Oak Tree, Larkfield and Link Housing Associations in June 2015.
