CAS cautiously welcomes stronger support of heating oil users
Citizens Advice Scotland (CAS) has cautiously welcomed the announcement that heating oil users will receive compensation and better protections.
CAS director of impact, David Hilferty, said: “Evidence from the Citizens Advice network highlighted people from the Borders to the North East and the Highlands and Islands – faced with the doubling, even the trebling of costs of oil.
“The recent rise in the price of oil wasn’t an isolated, one-off moment. Instead, it marked another escalation in what feels like a never-ending energy emergency.”
Hilferty added: “Regulatory oversight and compensation is welcome, yet we know people need immediate and enduring support now.
“And we must ensure that support reaches those experiencing most harm who need it most.”
CAS cited a case study called “Martin,” who resides in a rural cottage alone and has been facing financial difficulties due to credit card debt and a reduced state pension.
In 2025, he got help twice to purchase heating oil, and he returned to his local Citizens Advice Bureau (CAB) during spring this year as increasing prices were warranting concern. Martin had budgeted for a delivery, but he was informed the cost had almost increased twofold, which was not affordable.
With only approximately 10 days worth of oil left - if used in moderation - he was worried about heating his home, despite it snowing when he came to his CAB.
