Moray Council sets out plans for future transformation
Moray Council has unveiled the next phase of its Transformation Strategy, aimed at reshaping how services are delivered and ensuring long-term financial sustainability.
Now entering Stage 3, the strategy builds on progress made over the past year and introduces new projects and ways of working to better serve the people of Moray.
The Council’s refreshed approach focuses on three key themes:
- Citizen and Community Focused – redesigning services to meet changing needs, using technology to improve access, and empowering communities.
- Sustainable Places – making better use of local assets, improving services in rural areas, and supporting vibrant, resilient communities.
- Smarter Internal Systems – streamlining processes, improving customer service, and investing in digital solutions.
These themes reflect the council’s commitment to tackling poverty, building a greener economy, and supporting thriving communities.
The strategy is part of a wider plan to make Moray Council more efficient, responsive, and financially secure.
Stage 3 of the strategy includes a mix of ongoing and new projects. These range from energy-saving initiatives like LED lighting and solar panels, to improvements in customer service systems and the way buildings, depots and technology are used. The council is also exploring new ideas and innovative approaches that could be developed into future projects.
The strategy has been shaped by workshops with councillors and senior officers, and reflects national priorities set out in the COSLAs/Scottish Government Verity House Agreement. Moray Council is also working closely with national bodies like the Improvement Service to learn from best practices across Scotland and to develop new areas for discovery to continue the transformation journey.
Moray Council leader, Cllr Kathleen Robertson, said: “Transformation is not a one-off event, it’s a journey. The council’s strategy sets out a clear path over the next six years, with regular updates and engagement with communities, staff, and elected members.
“By embedding a culture of change and investing in people and technology, Moray Council aims to deliver better outcomes for everyone.”
Chief executive of Moray Council, Karen Greaves BEM, also stated: “This strategy is about making sure Moray Council is fit for the future. We’re committed to delivering high-quality services in a way that’s sustainable, innovative, and centred around our communities. Stage 3 of our Transformation programme marks a significant step forward in that journey.”
