West of Scotland Housing Association (WSHA) has recently completed a major repair and refurbishment project at 90-94 Park Road, in the Charing Cross area of Glasgow.

The project is part of the first phase of major investment promised to residents after the nearly 500 tenancies were transferred to WSHA from Charing Cross Housing Association in 2022.

Part of the Woodlands conversation area, 90-94 Park Road is an important part of the terrace, holding ‘C’-listed conservation status and featuring elegant front stonework detailed in the style of architect Alexander “Greek” Thomson. Works undertaken on the block involved common fabric repairs including re-roofing, chimney head repairs, replacement rainwater goods, structural repairs to stonework and close redecoration. Materials used complemented the original period fabric, with natural stone and lime/sand mortars utilised in repairing the stonework, and natural slate and lead on the roof.

Work was undertaken by EBS Construction Limited with Mackie & Co. operating as contract administrator, principal designer and quantity surveyor. The project completed on time and to budget at the end of March 2025. Total project costs were £342,746 with WSHA contributing a 41.77% share totalling £143,165. Each owner in the properties received 50% of Private Sector Housing Grant funding from Glasgow City Council towards the works.

Karen Shaw, director of development and asset management at WSHA, said: “I am delighted to see the completion of the major repair work at Park Road.

“To maintain and repair historical listed tenemental buildings can be expensive and challenging, particularly in mixed tenure blocks. But by obtaining owner buy-in through regular engagement and consultation, and with funding support from Glasgow City Council, we have been able to greatly improve the condition of the building, preserve its heritage and extend its lifespan for the residents and future generations to live in and enjoy.

“We were pleased to also install new, high-quality windows for our tenants in Park Road, continuing to fulfil our investment promises to former Charing Cross HA residents.”

James Mackie, managing director of Mackie & Co, said: “The challenge in this project was to return the tenement to a finish in keeping with the conservation area and return properties to a weather tight condition so that they require only routine maintenance over the next 40 years.

“These aims have been achieved at a very competitive cost, on budget and to an agreed timetable, with grant funding support from Glasgow City Council and a minimum amount of fuss. Park Road is a great example of undoing legacy issues created by previous major repairs and inappropriate maintenance over time and we’ll be delivering a maintenance plan to support the building’s owners and property managers in future.”

David Sinclair, managing director of EBS Construction, said: “Having a relationship of over twenty years with West of Scotland HA, EBS were delighted to be appointed and to deliver this project on behalf of resident owners.

“With a new roof and stonework refurbished using traditional materials, the property has been put back into repair, all done to EBS’ cost, quality and time approach.”

Kathleen Leitch, private sector housing grants officer for Glasgow City Council, said: “After making a successful funding bid, the five private owners at 90-94 Park Road received a City Council Private Sector Grant, which contributed towards the owners’ share of the repair works.

“In this way the refurbishment of the Park Road properties is exemplary of the kind of partnership working the Council is keen to promote in working with the owners of mixed tenure pre-1919 tenements to help preserve the built heritage within Glasgow.”

When taking over the tenancies of Charing Cross Housing Association in 2022, WSHA made a series of promises to tenants, which included investment of up to £9.5 million in their homes in the subsequent five years. Alongside the fabric repairs, Charing Cross tenants will also be receiving, as applicable, new bathrooms, kitchens and heating systems, alongside long-overdue window upgrades which will significantly improve the energy efficiency of tenant’s homes and address fuel poverty for tenants. Other Transfer Promises include a £100,000 kick-start local budget to support partnership projects to improve the wider environment.

Ms Grace, WSHA tenant and resident at 92 Park Road complimented the work: “The quality of workmanship for the renovation is exemplary and the attention to detail is notable.

“The close decoration is of a very high standard, as is the pointing on the sandstone. I’m delighted with the result.”
