Govan Housing Association's regulatory status no longer under review

The Scottish Housing Regulator has said it is satisfied that Govan Housing Association is compliant with the regulatory standards following an eight-month review.

In July 2024, Govan notified the Regulator of potentially serious internal concerns that had been raised with it, including matters related to its governance and strategic leadership, and commissioned independent investigations into the matters.

The Regulator put Govan’s regulatory status under review in April this year and engaged with the landlord as it fully considered the findings of the investigation reports. Assurances were sought about its plans and timescales to address the reports’ recommendations. Govan also commissioned an independent governance review against the regulatory standards.

In October 2025, Govan shared the findings and recommendations of the independent governance review, which found compliance with the standards but also identified a number of improvement actions.

Govan has since produced an improvement plan to implement the recommendations from the investigation reports and independent governance review. It has already progressed a number of improvement actions and aims to complete its improvement plan during 2026. Govan will also progress leadership and culture training with its staff and governing body members.

Last month the Regulator completed its review of Govan’s regulatory status and concluded that it has gained assurance that the landlord is compliant with the standards.

In an engagement plan for the landlord, the Regulator said: “We will continue to engage with Govan to seek assurance about its progress with its improvement plan to strengthen its overall approach to governance and strategic leadership. Govan continues to engage with us openly and constructively.”

We continue to meet and exceed our statutory and regulatory obligations and deliver high quality service to our customers.”
