Moray Council approves new rent management policy
Moray Council has approved its updated Rent Management Policy which the local authority said will strengthen support for tenants while maintaining effective rent management.
The revised policy, green lit at a meeting of the Housing and Community Safety Committee yesterday, sets out how the council helps tenants manage their rent and provides clear guidance for preventing and addressing rent arrears.
The update follows a six-week public consultation, which gathered feedback from tenants and stakeholders to ensure the policy meets the needs of the community. Feedback was overwhelmingly positive, with 88% of respondents supporting the draft policy and finding it clear and easy to understand.
Moray Council received 294 responses from over 7,300 stakeholders contacted, providing valuable insight to ensure the policy works for tenants.
Key features of the policy include a strong focus on prevention and early intervention to help tenants manage their rent and avoid arrears, building on Moray Council’s achievement of the lowest rent arrears in Scotland at just 3.29%, compared to the national average of 8.6%.
Chair of the Housing and Community Safety Committee, Cllr Amber Dunbar, said: “Our revised Rent Management Policy builds on what works well while strengthening support for those who may be struggling. By focusing on prevention, early intervention, and practical assistance, we help tenants sustain their tenancies and avoid financial difficulties. Our record-low rent arrears show this approach is effective and we will continue to work closely with tenants to ensure the policy delivers fair and consistent outcomes.”
The policy will be implemented from 1 April 2026, with operational procedures and staff training being rolled out over the coming months.
