Scotland’s Housing Network offers early view of sector performance in Charter Data Insights
Scotland’s Housing Network (SHN) has published its latest Charter Data Insights 2025/26 report, providing a high-level overview of performance across Scotland’s social housing sector.
SHN released the 2025/26 Charter performance dataset on 3 June 2026, within 72 hours of the deadline for landlords to submit their Annual Returns on the Charter (ARC) to the Scottish Housing Regulator. This rapid turnaround enables early access to sector-wide performance insights, supporting timely analysis and decision-making.
This year saw record participation, including contributions from a growing number of non-member organisations. As a result, SHN’s dataset now covers approximately 90% of the sector, offering the most comprehensive and up-to-date view of Charter performance currently available.
To mark the release of this report, more than 160 participants attended a virtual insight session on 17th June, where SHN presented top-level findings and comparative performance trends. The newly published Charter Data Insights 2025/26 report builds on this session, summarising key highlights and making them accessible to both members and non-members.
In addition to the public report, SHN members benefit from enhanced access to detailed performance data through its bespoke Business Intelligence tools. These tools incorporate both Charter indicators and additional metrics, enabling more granular analysis and providing early insight into how individual organisations are performing relative to their peers.
Max Scotto, SHN’s service improvement manager, said: “I am absolutely thrilled to see the majority of social landlords in Scotland contributing promptly, with 150 out of a total of 167 landlords sharing their Annual Returns with us. This allows us to provide early benchmarking insights at an unprecedented scale.
“This year, we have worked closely with our members and stakeholders to enhance our dashboards and develop new indicators, giving landlords more meaningful and actionable insights to support planning and respond to emerging challenges.
