Scotland’s Housing Network releases 2024/25 Development Value for Money Annual Report

Scotland’s Housing Network has published its third annual Development Value for Money (DVfM) Annual Report 2024/25, analysing 52 affordable housing projects completed during 2024/25 by 21 landlords across Scotland.

The DVfM service launched in 2022 and meets the condition that landlords require for accessing Affordable Housing Supply Programme (AHSP) funding, and supports continuous improvement and benchmarking across the sector.

This year’s report covers the delivery of 1,505 homes, with contributions from both local authorities and registered social landlords (RSLs). It offers a detailed overview of project characteristics, costs, funding sources, quality standards, and delivery timescales.

Key findings include a shift towards larger homes and rural development, with 469 units built in rural areas—nearly doubling the previous year’s figure. Social rent remains the dominant tenure, and specialist provision featured in 73% of projects.

Costs continue to rise, with the average gross cost per unit reaching £207,387, driven largely by inflation in works costs. Despite this, quality standards remain high: nearly all homes met Housing for Varying Needs criteria and achieved EPC Band B or higher.

Funding patterns varied, with RSLs relying more on private finance and local authorities drawing heavily from Housing Revenue Account reserves. All projects received AHSP support, which covered over half of total development costs.

The report also highlights challenges such as inflationary pressures, while showcasing the sector’s resilience and commitment to delivering sustainable, high-quality housing.

Participation in a programme of continuous improvement, which includes this value for money exercise, has been a condition of grant funding for all AHSP developments since November 2022.
