Scotland’s Housing Network releases early insights into 2024/25 Charter performance

Scotland’s Housing Network (SHN) has released early insights into the 2024/25 Charter performance dataset.

The release came on Tuesday 3 May—just 72 hours after the deadline for landlords to submit their Annual Returns on the Charter to the Scottish Housing Regulator.

Some key findings show:

    • The proportion of homes meeting the Scottish Housing Quality Standard (SHQS) has risen to 86.90% in 2024/25.
    • Overall tenant satisfaction with repairs has declined marginally by 0.81%.
    • The percentage of tenancies which started in the previous year and stayed in their homes over a year remains above 90% across Scotland.

A free, publicly available, report, can be downloaded from SHN’s website, providing a top-level overview of how social landlords are performing across key areas in Scotland.

Using bespoke Business Intelligence tools, SHN members can also access detailed Charter and EESSH data from 125 landlords. These comparisons offer an early indication of how individual organisations are performing relative to their peers.

This already represents a strong and reliable evidence base. With more landlords expected to submit data in the coming days, the accuracy and depth of comparison will continue to improve.

Max Scotto, SHN’s service improvement manager (Data Insights), said: “It’s been incredibly encouraging to see a record number of participants share their Charter information with us this year—including many organisations that are not yet SHN members.

“As the newest member of the SHN team, I’m especially excited to see the continued flow of data from landlords still submitting their returns. This means the insights and comparisons we can offer will become even more robust.

“While we’ll need to wait until September for the Scottish Housing Regulator to publish the official dataset covering all landlords, SHN is already in a strong position to provide our members with the most comprehensive view of Charter performance for 2024/25 currently available.

“Early access to this level of insight enables landlords to make informed decisions and drive meaningful service improvements for tenants and customers across Scotland.”
